(5) Half-an-hour discussion.— The Speaker may allot half-an-hour on three<br />

sittings in a week for raising a discussion on a matter of sufficient public<br />

importance which has been the subject matter of a question, oral or written, the<br />

answer to which was given within five days prior to the date of notice and<br />

which needs elucidation on a matter of fact.<br />

A Member wishing to raise a matter shall give notice in writing to the<br />

Secretary two days in advance of the date on which the matter is desired to be<br />

raised and shall briefly specify the point or points that he wishes to raise, together<br />

with the reasons for raising the discussion on the matter in question.<br />

There shall be no formal motion before the House nor voting and the<br />

discussion shall terminate at the end of half- an-hour.<br />

No such discussion took place during the period under review.<br />

CALL ATTENTION NOTICES ON MATTERS OF URGENT<br />

PUBLIC IMPORTANCE (RULE 55)<br />

Under Rule 55 of the <strong>Tamil</strong> <strong>Nadu</strong> <strong>Legislative</strong> <strong>Assembly</strong> Rules, a Member<br />

may, with in the previous permission of the Speaker, call the attention of a<br />

Minister to any matter of urgent public importance and the Minister may make<br />

a statement thereon. The rule further states that there will not be any debate on<br />

the statement made by the Minister. The Speaker may, at his discretion, permit<br />

the Member who calls the attention of the Minister to put up one or two questions<br />

by way of elucidation. The rule provides further that not more than two matters<br />

will be raised for the same day and that the second matter should not be raised<br />

by the same member raising the first matter.<br />

During the period under Review, 148 notices on various matters of urgent<br />

public importance were taken up on the floor of the House. The details are<br />

given in Section II, Table No. XIII (Vide page No.488)<br />

Statements on 245 notices were placed on the Table of the House.
