But the Administrative Department concerned viz. the Commercial Taxes<br />

and Religious Endowments Department, Education Department, Public<br />

Department, Agriculture Department and the Home Department took policy<br />

decisions to withdraw the Bills for reconsideration and introduce fresh Bills in<br />

lieu thereof. Hence, the <strong>Government</strong> withdrew these Bills from the Ministry of<br />

Home Affairs before they were presented to the President for his assent.<br />

Besides, the <strong>Tamil</strong> <strong>Nadu</strong> Public Libraries (Amendment) Bill, 2000 (L.A. Bill<br />

No.42 of 2000) which was introduced in the <strong>Assembly</strong> on 9-11-2000 was withdrawn<br />

with the leave of the House by the <strong>Government</strong> on 11-11-2000.<br />

During the period under Review, none of the Bills passed by the <strong>Tamil</strong> <strong>Nadu</strong><br />

<strong>Legislative</strong> <strong>Assembly</strong> was returned by the President of India for reconsideration<br />

by the Legislature.<br />

During the period under Review, none of the Bills passed by the <strong>Tamil</strong> <strong>Nadu</strong><br />

<strong>Legislative</strong> <strong>Assembly</strong> was returned by the Governor of <strong>Tamil</strong> <strong>Nadu</strong> for<br />

reconsideration by the Legislature.<br />

The details of the Bills passed by the <strong>Tamil</strong> <strong>Nadu</strong> <strong>Legislative</strong> <strong>Assembly</strong> and<br />

assented to by the Governor or President, as the case may be, and became law<br />

during the period 1996-2001 arranged year-wise are given in Section II. Table<br />

No.XVI (vide Page No. 523)<br />

The year-wise comparative details of the <strong>Government</strong> Bills introduced and<br />

passed by the <strong>Assembly</strong> during the period under Review are given in Section II.<br />

Table No.XVII (vide Page No. 545)<br />

SELECT COMMITTEES<br />

If a motion for referring a Bill to a Select Committee is carried, then the<br />

Bill stands referred to the Committee. The motion itself contains the names<br />

of Members of the Committee. The Member in-charge of the Bill, the Minister<br />

in-charge of the Department will be Members of the Select Committee. The<br />

number of Members for the Select Committee shall not exceed 25 and in any<br />

case not more than 40. The Chairman of the Select Committee is nominated by<br />

the Speaker. The Committee may hear expert evidence and representatives of<br />

special interest. It considers clauses and finalises its report. Any Member may<br />

give a minute of dissent to report. The report together with the Bill as reported<br />

by the Committee will be presented to the House.<br />

During the Eleventh <strong>Assembly</strong> the following Bills were referred to the Select<br />

Committee:–<br />

1. The <strong>Tamil</strong> <strong>Nadu</strong> Urban Local Bodies Bill, 1998<br />

(L.A. Bill No.42 of 1997)<br />

2. The <strong>Tamil</strong> <strong>Nadu</strong> Bhoodan Yagna (Amendment) Bill, 2000<br />

(L.A.Bill No.28 of 2000)<br />

The Select Committee on the <strong>Tamil</strong> <strong>Nadu</strong> Urban Local Bodies Bill, 1998<br />

(L.A.Bill No.42 of 1997) presented its report on the 24th November, 1998 and<br />

the Select Committee on the <strong>Tamil</strong> <strong>Nadu</strong> Bhoodan Yagna (Amendment) Bill,<br />

2000 (L.A.Bill No.28 of 2000) presented its report on the 7th November, 2000<br />

and both the Bills as reported by the Select Committee were passed by the<br />

<strong>Legislative</strong> <strong>Assembly</strong>.<br />

The names of the Members of the Select Committees are given in Section<br />

II Table No.XVIII (vide Page No. 546)<br />

BILLS LAPSED DUE TO THE DISSOLUTION OF THE ASSEMBLY<br />

During the period under Review, the <strong>Tamil</strong> <strong>Nadu</strong> Ground Water (Development<br />

and Management) Bill, 2000 (L.A.Bill No.53 of 2000) introduced in the <strong>Assembly</strong><br />

and pending consideration lapsed consequent on the dissolution of the<br />

<strong>Assembly</strong> on 14-5-2001<br />

The Following Bills passed by the <strong>Tamil</strong> <strong>Nadu</strong> <strong>Legislative</strong> <strong>Assembly</strong> during<br />

the period under Review are still awaiting assent by the Governor of <strong>Tamil</strong><br />

<strong>Nadu</strong> or President of India, as the case may be:—<br />

1. The <strong>Tamil</strong> <strong>Nadu</strong> Special Courts Bill, 1997<br />

(L.A. Bill No.29 of 1997)<br />

2. The Indian Stamps (<strong>Tamil</strong> <strong>Nadu</strong> Amendment) Bill, 1997<br />
