The Genesis<br />

The <strong>Institute</strong> <strong>of</strong> <strong>Public</strong> <strong>Enterprise</strong><br />

(<strong>IPE</strong>) was established in 1964, as an<br />

autonomous non-pr<strong>of</strong>it society at<br />

the initiative <strong>of</strong> Mr SS Khera, ICS (the<br />

then Cabinet Secretary, Government<br />

<strong>of</strong> India) and Dr DS Reddy (the then<br />

Vice-Chancellor, Osmania University)<br />

with the objective <strong>of</strong> furthering<br />

studies, research and consultancy in<br />

Management Sciences.<br />

Dr VV Ramanadham, the then<br />

Pr<strong>of</strong>essor and Head, Department<br />

<strong>of</strong> Commerce, Osmania University,<br />

with the active support and guidance<br />

provided by Dr DS Reddy, translated Mr<br />

Khera’s concept into a reality.<br />

Dr P Rama Rao, a distinguished<br />

scientist, is the President <strong>of</strong> the<br />

<strong>Institute</strong>. He was formerly Secretary,<br />

Department <strong>of</strong> Science and<br />

Technology, Government <strong>of</strong> India;<br />

Secretary, Department <strong>of</strong> Ocean<br />

Development, Government <strong>of</strong> India;<br />

Chairman, Atomic Energy Regulatory<br />

Board and former Vice Chancellor,<br />

University <strong>of</strong> Hyderabad. He has<br />

recently been appointed a Member<br />

<strong>of</strong> the Atomic Energy Commission,<br />

Government <strong>of</strong> India. He brings with<br />

him varied and rich experience to<br />

guide the destination <strong>of</strong> <strong>IPE</strong> committed<br />

to excellence, be it in management<br />

education, consultancy, research and<br />

training.<br />

<strong>IPE</strong> is devoted to systematic and<br />

sustained study <strong>of</strong> issues relevant<br />

to the formulation, implementation,<br />

review, monitoring and assessment<br />

<strong>of</strong> policies and programs concerning<br />

public enterprises.<br />

Over the last four-and-a-half<br />

decades, <strong>IPE</strong> has transformed itself<br />

into an institution that is engaged in<br />

a multi-faceted activity comprising<br />

management education, research,<br />

management training and research<br />

in management and social sciences.<br />

<strong>IPE</strong> is partly funded by Indian<br />

Council <strong>of</strong> Social Science Research<br />

(ICSSR), Ministry <strong>of</strong> Human Resource<br />

Development, Government <strong>of</strong> India,<br />

and the Government <strong>of</strong> Andhra<br />

Pradesh.<br />

<strong>IPE</strong>’s endeavours in research have<br />

enabled it to get recognized by<br />

Indian Council <strong>of</strong> Social Science<br />

Research (ICSSR) as a Center <strong>of</strong><br />

Excellence. Also, with the MBA (PE)<br />

program for executives launched<br />

in 1983, the first Post Graduate<br />

Diploma in Management (PGDM)<br />

course was launched in 1995. With<br />

quick additions <strong>of</strong> specialist PGDM<br />

programs in (i) Retail & Marketing, (ii)<br />

Banking, Insurance & Financial Services<br />

(iii) International Business and (iv)<br />

Biotechnology, <strong>IPE</strong> is indeed a premier<br />

B-school in India which has been<br />

ranked in a B-school survey as 2nd in<br />

Andhra Pradesh, 4th in South India,<br />

and 4th among the ‘Top 20 Emerging<br />

B-Schools <strong>of</strong> Super Excellence’<br />

(Source: CSR-GHRDC B-school<br />

Rating 2011).<br />

The Outlook Survey 2010 places <strong>IPE</strong><br />

as the 10th best B-school amongst<br />

India’s government-aided B-schools<br />

after the IIMs and a few other foremost<br />

B-schools <strong>of</strong> India. <strong>IPE</strong> has also<br />

bagged the Dewang Mehta awards in<br />

categories such as Best Government<br />

B-school, Leadership, Innovation and<br />

Industry Interface.<br />

Not being content with the ranking so<br />

far accomplished, <strong>IPE</strong> has, in the last<br />

three years added to its strength <strong>of</strong><br />

intellectual capital and now has a total<br />

faculty strength <strong>of</strong> nearly 50, with a<br />

majority having doctoral degrees from<br />

IIMs or reputed universities in India.<br />

<strong>IPE</strong> has also won three DNA B-school<br />

Awards for Innovative Leadership, etc.<br />

<strong>IPE</strong>’s accomplishments have earned<br />

it the status <strong>of</strong> an affiliate member <strong>of</strong><br />

the world-renowned EFMD (Brussels),<br />

which has less than 500 members<br />

worldwide and barely any from India.<br />

This EFMD recognition places <strong>IPE</strong> in a<br />

Privy League amongst India’s premier<br />

B-schools.<br />

Objectives<br />

• Promote research in economics, commerce,<br />

administrative and management sciences,<br />

energy, urban management, health sciences,<br />

biotechnology, IT, trade, intellectual property<br />

rights and behavioral sciences.<br />

• Conduct training courses, conferences,<br />

seminars, management development<br />

programs and undertake consultancy.<br />

• Provide for publication <strong>of</strong> research papers,<br />

books, journals and other material concerning<br />

social sciences.<br />

• Establish and maintain libraries and<br />

information services to facilitate the study <strong>of</strong><br />

public / private enterprises.<br />

• Cooperate with approved institutions and<br />

interested bodies in furtherance <strong>of</strong> studies on<br />

public / private enterprises.<br />

• Constitute, or cause to be constituted,<br />

regional centers at convenient places in India<br />

to promote the objectives <strong>of</strong> the society.<br />

To achieve these objectives, the <strong>Institute</strong><br />

is expanding the infrastructure by building<br />

an academic block with 15 ultra modern<br />

classrooms and digital labs. The institute<br />

while renovating the existing hostels also<br />

plans to build a new hostel with 500 rooms<br />

covering an area <strong>of</strong> 100000 sq ft. The<br />

<strong>Institute</strong> is also restructuring its staff by<br />

adding more members in order to be one <strong>of</strong><br />

the first 15 top management institutes in the<br />

country with integrated approach <strong>of</strong> research,<br />

training, consulting and teaching providing<br />

inputs to industry, government, NGOs and<br />

international organizations.<br />

Over the last 46 years, the <strong>Institute</strong> has<br />

widened the area <strong>of</strong> its work. Beginning with<br />

Research, it is a pioneer in Consultancy,<br />

Executive Training and Management<br />

central and state sectors. Recently,<br />

a large project covering thirteen<br />

corporate undertakings was assigned<br />

to <strong>IPE</strong>, while the government <strong>of</strong><br />

Karnataka had engaged in the<br />

performance evaluation studies <strong>of</strong> ten<br />

different enterprises in the previous<br />

two years.<br />

Training<br />

As a part <strong>of</strong> its developmental activities<br />

and as a logical extension <strong>of</strong> its<br />

activities, <strong>IPE</strong> has been organizing<br />

Management Development<br />

Programs (MDPs) for the past<br />

45 years for <strong>of</strong>ficers <strong>of</strong> state and<br />

central government and practicing<br />

managers <strong>of</strong> public and private sector<br />

organizations. The <strong>Institute</strong> has<br />

conducted nearly 100 programs for IAS<br />

and IFS cadre covering more than1600<br />

civil servants. In addition, over 1,000<br />

MDPs and in-company programs<br />

were organized for more than 40000<br />

practicing managers <strong>of</strong> the corporate<br />

sector.<br />

These programs fall under the<br />

categories <strong>of</strong> General Management,<br />

Project Planning and Appraisal,<br />

Human Resources Development,<br />

Finance, Marketing, Corporate<br />

Planning, Information Technology<br />

and Restructuring <strong>of</strong> <strong>Enterprise</strong>s.<br />

The <strong>Institute</strong> has also conducted<br />

several seminars, conferences and<br />

other programs sponsored by various<br />

National / International agencies.<br />

A Center <strong>of</strong> Excellence in Research and Consultancy<br />

In 1976, <strong>IPE</strong> was recognized as a<br />

‘Center <strong>of</strong> Excellence’ in social science<br />

research by Indian Council <strong>of</strong> Social<br />

Science Research (ICSSR). It has<br />

completed nearly 150 research and<br />

consultancy projects so far.<br />

The knowledge and insights that <strong>IPE</strong><br />

has gained in research have enabled it<br />

to undertake consultancy assignments<br />

for national and international<br />

organizations.<br />

The <strong>Institute</strong> makes available its<br />

special expertise and knowledge in<br />

improving the functioning <strong>of</strong> several<br />

government-run enterprises, thereby<br />

making them more efficient, pr<strong>of</strong>itable<br />

and cost-effective.<br />

Consultancy is <strong>of</strong>fered in disciplines<br />

such as enterprise restructuring,<br />

industrial relations, power,<br />

biotechnology, poverty alleviation,<br />

privatization, quality management,<br />

manpower planning, work culture, etc.<br />

The quality <strong>of</strong> its academics, research,<br />

consultancy and training has enabled<br />

<strong>IPE</strong> to forge MOUs / academic links<br />

with quite a few world renowned<br />

institutions / universities (including<br />

London Business School under the<br />

auspices <strong>of</strong> the British Council), which<br />

facilitate student / faculty exchanges<br />

and collaborative research and training<br />

projects.<br />

In June 2007, <strong>IPE</strong> was invited by<br />

the United Nations to make a<br />

presentation at the 7th Global Forum<br />

held at Vienna by the International<br />

Association <strong>of</strong> Schools and <strong>Institute</strong>s in<br />

Administration.<br />

<strong>IPE</strong> was also recently invited by the<br />

National University <strong>of</strong> Singapore<br />

to make a presentation on service<br />

delivery in the context <strong>of</strong> reforms and<br />

privatization <strong>of</strong> the power sector in<br />

India. The Confederation <strong>of</strong> Indian<br />

Industry (Southern Regional Council)<br />

has co-opted <strong>IPE</strong> faculty in several <strong>of</strong><br />

its committees.<br />

The <strong>Institute</strong> is also on the Steering<br />

ONGC Subir Raha Chair on Corporate<br />

Governance<br />

The CCG has been set up by <strong>IPE</strong> to<br />

build and disseminate knowledge <strong>of</strong><br />

corporate governance through research<br />

publications, seminars, conferences and<br />

workshops. The NFCG has granted adhoc<br />

accreditation status to <strong>IPE</strong>. ONGC<br />

Limited has instituted a ‘Subir Raha Chair<br />

on Corporate Governance’ to:<br />

• Identify and formulate criteria<br />

and indicators <strong>of</strong> good corporate<br />

governance.<br />

• Integrate and standardize the<br />

existing body <strong>of</strong> knowledge, systems,<br />

structures, models and mechanisms<br />

associated with different forms <strong>of</strong><br />

Entrepreneurship Development Cell<br />

The EDC prepares students as Leaders<br />

to take on global challenges and opt for<br />

awareness, programs both in-house and<br />

in other institutes; enhancing Industry<br />

– <strong>Institute</strong> interaction through guest<br />

lectures and industry visits, conducting<br />

The <strong>Institute</strong> has set up this Center<br />

Wage and Salary Studies Cell<br />

The ‘Wage and Salary Studies’ (WSS)<br />

Cell has been constituted in <strong>IPE</strong> with<br />

the aim <strong>of</strong> working on the lines <strong>of</strong><br />

Hewitt Associates, Hay Group and<br />

Mercer, to develop a compensation<br />

database pertaining to public, private<br />

and multinational corporations and to<br />

bring out occasional papers on various<br />

connected issues and carry out research<br />

CCSR<br />

The <strong>Institute</strong> <strong>of</strong> <strong>Public</strong> <strong>Enterprise</strong> (<strong>IPE</strong>)<br />

has been part <strong>of</strong> the Department <strong>of</strong><br />

<strong>Public</strong> <strong>Enterprise</strong>s (DPE), Government<br />

<strong>of</strong> India initiative on introducing<br />

Corporate Social Responsibility (CSR) as<br />

Entrepreneurial Innovation Module by<br />

For all the <strong>IPE</strong> students, Pr<strong>of</strong> Felix<br />

Janszen (Erasmus University, The<br />

Netherlands) and Pr<strong>of</strong> Murthy Halemane<br />

(Rotterdam School <strong>of</strong> Management<br />

Studies, The Netherlands) conducted<br />

a 10-day course titled ‘Entrepreneurial<br />

Innovation’ at the <strong>IPE</strong> campus in August<br />

2011. The module aimed at making the<br />

students ‘innovation-ready’, so that they<br />

contribute to the competitive advantage<br />

<strong>of</strong> the companies post placements. The<br />

students were also assigned projects<br />

centered around innovative products /<br />

services as a business proposition and<br />

were made to submit a Project Report<br />

which was evaluated for their grading.<br />

MoU with U21 Global<br />

<strong>IPE</strong> and U21 Global have signed an MoU<br />

to launch an on-line, 15-week Joint<br />

Executive Education Program, which will<br />

be conducted in the e-Learning mode.<br />

The joint certificate program will result in<br />

the award <strong>of</strong> an Executive Certificate in<br />

the relevant course chosen.<br />

Consultancy Projects<br />

The Government <strong>of</strong> Assam has awarded<br />

a management consultancy project to<br />

<strong>IPE</strong>, after going through a meticulous<br />

selection process in which eight bidders<br />

had participated which comprised<br />

prime management institutions and a<br />

few reputed consultancy organizations.<br />

The <strong>Institute</strong> is situated in the sylvan surroundings <strong>of</strong> the picturesque Osmania University campus in Hyderabad, which provides<br />

serene academic environment and promotes learning.<br />

Digital Gateway for Information Needs<br />

Knowledge <strong>of</strong> IT is essential for effective management in today’s environment. To ensure access to real-time information, <strong>IPE</strong><br />

has set up an IT laboratory that is equipped with 60 Dell computers and a wide array <strong>of</strong> licensed s<strong>of</strong>tware in many fields. The IT<br />

lab and the academic block are connected through an optical fiber. The <strong>Institute</strong> has a 4 MB Internet leased-line facility that is<br />

Pr<strong>of</strong>essional Course (NCCMP)<br />

National Stock Exchange (NSE), a<br />

premier stock exchange in India and<br />

<strong>IPE</strong> jointly <strong>of</strong>fer an NSE-certified Capital<br />

Market Pr<strong>of</strong>essional certificate course<br />

as a capacity building tool for capital<br />

market participants. The course is <strong>of</strong> 4-5<br />

months duration. On completion <strong>of</strong> the<br />

course and after passing an examination<br />

conducted by NSE, the participants will<br />

Summer Internship<br />

At the end <strong>of</strong> the second semester,<br />

the students undergo summer<br />

internship in their chosen functional<br />

area, which helps them relate theory<br />

to practice and also confidently<br />

apply their knowledge in future. This<br />

is done through interactive work in<br />

their summer internships, where they<br />

work in a specific department in the<br />

organization, such as Production,<br />

Marketing, Finance, Human Resources,<br />

Operations, Management Information<br />

Systems, Banking, Insurance, etc. At<br />

the end <strong>of</strong> the internship, their projects<br />

are evaluated by a panel <strong>of</strong> experts<br />

and a viva voce is held to examine the<br />

Long-Term Project<br />

This is <strong>of</strong> an interactive nature and is<br />

carried out for a period <strong>of</strong> four months<br />

starting from November in the third<br />

semester. Under this project, the<br />

students are required to demonstrate<br />

their knowledge and capacity for<br />

practical applications. They are allowed<br />

to select a problem for in-depth<br />

analysis and make recommendations<br />

for managerial action. This also helps<br />

the organizations to secure objective<br />

suggestions and solutions from the<br />

‘Experts Panel on Reform in<br />

CPSEs’<br />

The Planning Commission,<br />

Government <strong>of</strong> India has constituted a<br />

‘Panel <strong>of</strong> Experts on Reforms in Central<br />

<strong>Public</strong> Sector <strong>Enterprise</strong>s’ (CPSEs) for<br />

suggesting a road map for further<br />

development <strong>of</strong> these enterprises.<br />

The Panel will recommend a policy<br />

framework for restructuring these<br />

enterprises including diversification,<br />

mergers and consolidation, strategic<br />

partnerships and rehabilitation.<br />

Asia-Pacific HRM Congress<br />

Advisory Council Honors <strong>IPE</strong><br />

On 3-4 September 2010, the Asia-<br />

Pacific HRM Congress Advisory<br />

Council conferred a special award on<br />

<strong>IPE</strong> for its ‘outstanding contribution<br />

to higher education’ under the able<br />

leadership <strong>of</strong> its Director, Pr<strong>of</strong> RK<br />

Mishra and the Board <strong>of</strong> Governors.<br />

conferred ‘Asia’s Best B-School<br />

To further enhance the scope <strong>of</strong> its<br />

activities, <strong>IPE</strong> is expanding its infrastructure<br />

facilities by building a new residential<br />

campus at Shameerpet village, on the<br />

outskirts <strong>of</strong> Hyderabad.<br />

The sprawling 22-acre campus is located<br />

in a peaceful locality, surrounded by a<br />

reserve forest on one side and the beautiful<br />

Shameerpet lake on the other.<br />

With a total built-up area <strong>of</strong> 5.50 lakh<br />

sq.ft., the campus will house a state-<strong>of</strong>the-art<br />

academic block, an administration<br />

block, a modern library, an MDP block,<br />

a food court, an auditorium and several<br />

sports facilities. It will also have<br />

comfortable facilities to accommodate 600<br />

boys and 400 girls.<br />

Phase I <strong>of</strong> the new campus would be<br />

completed by January 2013, and become<br />

operational from May 2013.<br />
