Mo<strong>de</strong>l Regu<strong>la</strong>tions, and recommend those additional activities nee<strong>de</strong>d to expedite their<br />

adoption and application.<br />

2. Provi<strong>de</strong> the necessary technical col<strong>la</strong>boration to the member states which request it,<br />

for the adoption and implementation of the Mo<strong>de</strong>l Regu<strong>la</strong>tions and assist in obtaining<br />

the financial resources nee<strong>de</strong>d for this purpose.<br />

3. Convene periodic seminars and workshops to provi<strong>de</strong> the competent authorities, the<br />

judiciary and <strong>la</strong>w enforcement agencies of the member states with a forum in which to<br />

exchange experiences in their efforts to control the international movements of firearms,<br />

parts and components and ammunition.<br />

4. Establish a close working re<strong>la</strong>tionship with the United Nations and other international,<br />

regional and governmental bodies carrying out simi<strong>la</strong>r work.<br />

Furthermore, the Group of Experts recommends that CICAD urge the member states of<br />

the Organization of American States give high priority to:<br />

5. Continuing with efforts to <strong>de</strong>velop a common <strong>de</strong>finition of accessories to firearms<br />

that inclu<strong>de</strong>s those which increase the efficiency or danger of a firearm and its capacity<br />

to inflict harm, as well as appropriate procedures for their control for inclusion in these<br />

Mo<strong>de</strong>l Regu<strong>la</strong>tions.<br />

6. Convening a Group of Experts with specific knowledge of explosives to review and<br />

examine in <strong>de</strong>pth that subject and explosives accessories with a view to <strong>de</strong>veloping mo<strong>de</strong>l<br />

regu<strong>la</strong>tions for their control. In addition, such an examination should consi<strong>de</strong>r the feasibility<br />

and convenience of including in such mo<strong>de</strong>l regu<strong>la</strong>tions provisions for the safe<br />

handling of explosives, other dangerous substances and re<strong>la</strong>ted materials having multiple<br />

uses.<br />
