Inter-American Convention Against the Illicit<br />

Manufacturing of and Trafficking in Firearms,<br />

Ammunition, Explosives, and Other Re<strong>la</strong>ted Materials<br />

Adopted on November 13, 1977<br />

The States Parties,<br />

AWARE of the urgent need to prevent, combat, and eradicate the illicit manufacturing<br />

of and trafficking in firearms, ammunition, explosives, and other re<strong>la</strong>ted materials, due<br />

to the harmful effects of these activities on the security of each state and the region as a<br />

whole, endangering the well-being of peoples, their social and economic <strong>de</strong>velopment,<br />

and their right to live in peace;<br />

CONCERNED by the increase, at the international level, in the illicit manufacturing<br />

of and trafficking in firearms, ammunition, explosives, and other re<strong>la</strong>ted materials and by<br />

the serious problems resulting therefrom;<br />

REAFFIRMING that States Parties give priority to preventing, combating, and eradicating<br />

the illicit manufacturing of and trafficking in firearms, ammunition, explosives,<br />

and other re<strong>la</strong>ted materials because of the links of such activities with drug trafficking,<br />

terrorism, transnational organized crime, and mercenary and other criminal activities;<br />

CONCERNED about the illicit manufacture of explosives from substances and articles<br />

that in and of themselves are not explosives--and that are not addressed by this Convention<br />

due to their other <strong>la</strong>wful uses--for activities re<strong>la</strong>ted to drug trafficking, terrorism,<br />

transnational organized crime and mercenary and other criminal activities;<br />

CONSIDERING the urgent need for all states, and especially those states that produce,<br />

export, and import arms, to take the necessary measures to prevent, combat, and eradi-<br />
