Jorge Castro, Mayor of Valparaiso. Valparaiso, destination of excellence 

"Miradores" conversó con el jefe comunal de 

Valparaíso, Jorge Castro, quien nos comentó 

acerca del crecimiento de esta ciudad 

nombrada por la UNESCO como Patrimonio de 

la Humanidad, y a la vez los esfuerzos que 

realiza para conservar su valor histórico. 

‘Miradores' Magazine spoke with the Mayor of 

Valparaiso who commented about the 

evolution of the city named a World Heritage 

Site by the UNESCO and the efforts to 

preserve its historical value. 

¿Cuáles son los desafíos de 

Valparaíso en términos turísticos? 

Seguir proyectándonos como una 

ciudad que vive de esta actividad 

todo el año. Nuestro desafío 

apunta a trabajar más codo a 

codo con los empresarios del 

rubro ya que tenemos una 

infraestructura que se basa en el 

patrimonio y también en la 

modernidad que generan una gran 

plataforma de servicios que están 

en un alto nivel. Queremos 

aumentar la recalada de turistas 

que llegan en los cruceros y para 

ellos estamos aumentando la 

oferta de servicios. 

What are the challenges of 

Valparaiso in terms of tourism? 

To keep on projecting that we 

are a city that lives on this 

activity. Our challenge is 

directed to work hand in hand 

with the tourism business as we 

have an infrastructure that is 

based on the heritage and also in 

the modernity provided by a high 

profile platform of services. We 

want to increase the homing of 

tourist that arrives in the ocean 

cruisers and for that purpose we 

are increasing our range of 

services.

¿Es difícil modernizar una ciudad 

que se caracteriza por su riqueza 

patrimonial? 

Es un proceso más especial que 

otros, ya que se trata de una 

ciudad que debe respetar normas 

especiales vinculadas al 

patrimonio. Sin embargo, vale la 

pena ya que Valparaíso goza de 

un prestigio histórico y cultural 

que de todas maneras se debe 

preservar. 

¿Cuáles son los destinos 

preferidos por los turistas que 

llegan al puerto? 

El barrio puerto, los cerros y la 

actividad portuaria. Asimismo, 

muchos no lo saben, pero la vida 

del porteño gusta mucho y subir 

como bajar nuestras escalas 

también es un gran atractivo, 

aparte de los miradores, museos y 

galerías. 

¿El municipio trabaja por la 

conservación de lugares 

tradicionales de la Ciudad 

Puerto? 

Por supuesto. Ese es un 

imperativo del municipio luego 

de haber conseguido esta 

importante nominación 

internacional. Tenemos una 

dirección de Patrimonio que 

opera bajo el prisma de la 

conservación de bienes materiales 

e inmateriales y esto nos ha dado 

enormes satisfacciones. 

En relación a la estadísticas, 

¿Valparaíso marca tendencia en 

cuanto al flujo de personas que la 

eligen como destino turístico? 

Sí y el aumento se ha debido 

justamente porque al ser ciudad 

Patrimonio de la Humanidad 

estamos en los listados de lugares 

oficiales donde los turistas 

extranjeros dan especial interés y, 

más aún, figuramos en los tours 

de las agencias internacionales 

por lo mismo. 

Is it difficult to upgrade a city 

that is known for its rich 

heritage? 

It is a special process as it is a city 

that must follow special rules 

related to heritage, as Valparaiso 

boasts a historical and cultural 

heritage that should anyway be 

preserved. 

Which are the favorite 

destinations of the tourists that 

visit the city? 

The port area, the hills and the 

harbour activity. Also, not much 

people know this but the locals 

enjoy going up and down through 

the stairs, this is a great attraction 

apart from the city's viewpoints, 

museums and galleries. 

Does the council work for the 

conservation of the traditional 

places of the harbour city? 

Of course, it is an imperative of 

the city council after having 

achieved this important 

international nomination. We 

have a Heritage management 

office that operates under the 

aim of preserving the intangible 

heritage and material goods of 

the city and this has given us 

great satisfaction. 

Regarding to Statistics. Does 

Valparaiso set a trend in relation 

to the quantity of people who 

choose it as a tourist destination? 

Yes indeed, and the increase was 

due to being officially listed as a 

World Heritage Site, where the 

tourists have special interest and 

moreover, we are also in the rank 

of the international tour agencies 

because of that reason.

¿Cuáles son las tareas pendientes de la 

ciudad con sus habitantes? 

Para un alcalde y un municipio las tareas 

son siempre una constante en cuanto a 

mejorar calidad de vida, perfeccionar los 

servicios de atención, diversificar el sistema 

de ingresos económicos para potenciar los 

mismos servicios y dar siempre una buena 

acogida a quienes nos visitan con más y 

mejores sistemas de cultura, seguridad y 

recreación. 

¿Cuándo finalmente se verán funcionales 

los míticos ascensores de Valparaíso? 

Los ascensores están funcionando. Hay 

unos que están en el sistema de 

recuperación mediante un programa que 

aplicó el gobierno y esa tarea no ha sido 

fácil por los costos y tiempos que toma 

una situación así, pero vamos camino a la 

operatividad del cien por ciento en 

funcionamiento. 

¿Cómo sueña a Valparaíso en los próximos 

10 años? 

Como una ciudad pujante y que sigue en la 

tendencia que tenemos de aumentar el 

turismo, diversificar sostenidamente los 

servicios y así aumentar lo que ya va en 

repunte y que es el empleo. Que se 

concreten los proyectos inmobiliarios que 

están en curso y que nuestra ciudadanía 

colabore aún más en mantener a Valparaíso 

como una ciudad limpia y hermosa. 

What are the pending tasks of the city 

with its inhabitants? 

For a Mayor and its Council the aim is to 

keep on improving the quality of life, 

improve the health services, diversify the 

income system to enhance these services 

and always give a warm welcome to our 

guests with a more culture, security and 

entertainment. 

When we will see the iconic elevators of 

Valparaiso finally working? 

The elevators are working. There are some 

of them that are in a recovery system 

through a Government Program and it has 

not been an easy task because of the time 

and cost that this requires, but we are 

heading to a hundred percent of 

functionality. 

How do you imagine Valparaíso in 10 years 

more? 

As a thriving city who follows the trend of 

increasing the tourism, steadily diversifying 

the services and rising the employment. 

That the ongoing building projects are 

materialized and that our citizens 

collaborate even more in keeping 

Valparaiso as a clean and beautiful city. M

Renaciendo una vez más en 

el cielo de Valparaíso 

Reborn again in heaven 

Valparaiso 

Este representativo templo 

porteño data del año 1846 

cuando fue edificado por la 

comunidad franciscana, obras a 

cargo del arquitecto Eduardo 

Provasoli. Posteriormente fue 

remodelada en el año 1890 las 

obras consideraron la construcción 

de la torre de ladrillos y la actual 

fachada, la que este año volvió a 

sufrir un incendio que destruyó la 

remodelación que se llevaba 

adelante. 

Mágico es descubrir que la 

imponente iglesia San Francisco del 

Cerro Barón sirvió como faro para 

los marinos que llegaban a 

Valparaíso a principios del siglo XX 

y es que su torre de 37 metros es 

posible de admirar desde varios 

puntos de la ciudad y más desde la 

costa. 

his representative temple of 

TValparaiso dates back 

to1846, the year that it was 

built by the Franciscan community 

under the direction of the architect 

Eduardo Provasoli. It was 

subsequently remodelled in 1890 

and the works included the 

construction of the brick tower and 

the current facade. 

It is magic to discover that the 

impressive church of San Francisco 

in Cerro Baron served as a 

lighthouse for sailors who were 

coming to Valparaiso at the 

beginning of the 20th century and 

its 37-metre tower is possible to 

be admired from several points of 

the city and, even more, from the 

coast.

Este verdadero estandarte 

porteño, recibió la declaración del 

Estado como Monumento 

Nacional el año 1983 y es tan 

característico de Valparaíso que la 

ciudad es llamada por algunos por 

el diminutivo de Francisco; Pancho. 

The second fire on January 2010 

affected the entrance of the 

temple, the confession room, the 

chapel, the sacristy and the 

convent, in turn, received the 

attack of the earthquake that 

shaked Chile on February 2010. 

El fuego atacó a este templo 

religioso de culto católico en tres 

oportunidades, la primera se 

registró el cuatro de febrero de 

1983 tras lo cual fue reconstruido, 

durante la restauración, se demolió 

la iglesia del Cerro Merced, y sus 

materiales y estructuras fueron 

donados a la Iglesia de San 

Francisco, donde aún se 

conservan. 

El segundo incendio en enero de 

2010 afectó la entrada del templo, 

la sala de confesiones, la capilla, la 

sacristía y el convento, a su vez, 

recibió los embates del terremoto 

que remeció a Chile en febrero del 

2010. 

Y a principios de agosto de este 

año un nuevo y sopresivo incendio 

volvió a consumir su mítica 

fachada, destruyendo el sueño de 

muchos que se deleitaban con la 

idea de ver este templo 

nuevamente como en sus mejores 

tiempos. 

Cabe destacar, que cerca de tres 

mil millones de pesos invirtió el 

Gobierno de Chile para la 

restauración de este importante 

emblema porteño, sin embargo, 

las llamas destruyeron todo el 

trabajo conseguido hasta entonces. 

Autoridades ya han comprometido 

su ayuda para volver a financiar una 

nueva restauración de este icono 

de Valparaíso, que devolverá a los 

porteños parte de su identidad que 

recuerda a viejas historias de 

navegantes que en altamar 

observaban a la distancia la 

imponente torre de la Iglesia San 

Francisco. 

This true emblem of Valparaiso, 

received the declaration of the 

State as a National Monument in 

1983 and it is so typical of 

Valparaiso that the city is called by 

some people by the diminutive of 

Francisco; Pancho. 

The fire attacked this temple of 

Catholic worship twice; the first 

was recorded on the 4th of 

February,1983 after which it was 

rebuilt. During the restoration, the 

church of Cerro Merced was 

demolished and its materials and 

structures were donated to the 

Church of San Francisco, where 

they are still preserved. 

After a comprehensive study in the 

years 2007 and 2008 developed 

by a group of Italians a technical 

report was produced, which 

revealed serious structural damage 

to the tower of the church. Its 

collapse threatened to erase part of 

the history of Valparaiso. However, 

in the year 2012 began a complex 

process of restoration, which 

implied a huge investment of the 

state that verges on three billion 

pesos. 

The renovation of this traditional 

Catholic church considers the 

structural consolidation of the 

property and of the convent that 

houses, in addition to the recovery 

of stairs, cornices, doors and 

windows. 

Without a doubt, the recovery of 

this icon of Valparaiso will return to 

the locals part of their identity 

reminiscent of old stories of sailors 

who, at sea, were watching at a 

distance the imposing tower of the 

San Francisco Church. M

con Luis Rivera, director 

regional de Sercotec una 

amena conversación en 

dónde destacó el 

objetivo que este 

servicio del Estado se ha 

trazado, el cual busca 

mejorar la 

competitividad en los 

emprendedores de la 

Región de Valparaíso. 

Orgulloso por los logros 

alcanzados se manifestó Luis 

Rivera, director regional del 

Servicio de Cooperación Técnica 

(Sercotec), institución 

gubernamental dependiente del 

Ministerio de Economía, 

Fomento y Turismo desde el año 

1952, que financia a 

emprendedores del país para que 

eleven su nivel competitivo en el 

mercado. 

Rivera comenzó a desempeñar su 

cargo desde junio del año 2010, 

desde ese momento su trabajo se 

ha enfocado en potenciar el 

trabajo de micros y pequeños 

empresarios de la región. Durante 

la conversación que mantuvimos 

con este joven funcionario de 

Gobierno, oriundo de la ciudad 

de Viña del Mar, nos comentó el 

profundo orgullo que le produce 

observar el desarrollo que 

alcanzan los empresarios 

apoyados por Sercotec. 

¿Cuáles son los aspectos que 

sobresalen en el trabajo que 

realiza Sercotec en la región? 

Principalmente, este trabajo es un 

desafió apasionante, los 

resultados de los diferentes 

programas que tenemos se 

traducen en resultados 

concretos, este organismo le 

cambia la vida a las personas 

materializando sus sueños y con 

ello, también sacan adelante a 

sus familias.

stated Luis Rivera, Regional 

Director of the Technical 

Cooperation Service (Sercotec), a 

government institute under the 

Ministry of Economy, 

Development and Tourism since 

1952, which finances the 

entrepreneurs of the country, so 

that they raise their competitive 

level in the market. 

Rivera began to carry out his 

duties since June 2010 and from 

that moment his job has been 

focused on reinforce the work of 

the small businessmen of the 

region. During the conversation 

with this young civil servant, a 

native of the city of Viña del Mar, 

he commented the deep pride 

that produces him to observe the 

reached development of the 

businessmen supported by 

Sercotec. 

What are the aspects that stand 

out in the work performed by 

Sercotec in the region? 

Mainly, this work is an exciting 

challenge; the results of the 

different programs that we have 

are turned into concrete results; 

this organization changes the life 

of the people materializing their 

dreams and with this, their 

families also keep going.

¿Cómo logran identificar el éxito 

en un determinado negocio 

beneficiado por sus programas? 

Por ejemplo, tenemos el caso del 

“Café del Poeta”, un restaurante y 

café ubicado en la Plaza Aníbal 

Pinto, el cual ganó uno de 

nuestros proyectos denominado 

“Capital Semilla”. Este local está 

emplazado en la puerta de 

entrada al sector patrimonial de 

Valparaíso y con el aporte de 

Sercotec sumado a su esfuerzo 

han logrado posicionarse como 

líderes en este rubro, eso es lo 

que queremos lograr. 

IDENTIDAD 

PRODUCTIVA 

Uno de los aspectos que más 

llama la atención es el 

financiamiento a iniciativas 

económicas que resguardan la 

identidad de las distintas 

provincias de la Quinta Región, 

con el fin de preservar oficios 

que han caracterizado las 

diversas latitudes de la zona 

central de Chile. 

¿Los proyectos que son 

acreedores de los programas de 

Sercotec representan la cultura 

y las tradiciones de la región? 

Cada vez hay más conocimiento 

de la función y los beneficios que 

entregamos como institución de 

Gobierno. Cuando asumí el cargo 

en junio de 2010 existían sectores 

a los cuales no llegaban estos 

programas, hoy ello si ocurre. 

Por ejemplo, han ganado 

proyectos en sectores 

cordilleranos tales como; Los 

Patos o más al norte en la caleta 

de Los Molles. Uno de los que 

más recuerdo es un restaurante 

en la comuna de Olmué llamado 

"La Carreta de Verito" con platos 

tradicionales de la cultura 

culinaria del sector, en donde su 

especialidad es el chancho en 

barro, un plato preparado con 

carne de cerdo con una receta 

especial, muy apetecida por sus 

clientes. Otra de las iniciativas 

que recuerdo con admiración es 

una artesana que trabajaba en 

cerámica, ella con los fondos 

ganados compró maquinaria para 

fortalecer su negocio, tanto éxito 

tuvo que incluso salió en una 

prestigiosa revista de decoración, 

a eso en definitiva es a lo que 

apuntamos. 

Avanzamos en la conversación, 

Luis Rivera nos reitera lo 

importante que son las pequeñas 

y micro empresas para la fuerza 

laboral del país, es justamente 

este sector quien le da trabajo al 

80% de la población. 

How do you manage to identify 

the success in a certain business 

benefited by your programs? 

For example, we have the case of 

the "Café del Poeta", a restaurant 

and coffee shop located in 

Square Aníbal Pinto, which has 

won one of our projects 

denominated ¨Capital Semilla¨. 

This place is located at the 

entrance to the patrimonial 

sector of Valparaiso and with the 

contribution of Sercotec, which 

joined their effort, they have 

achieved to position themselves 

as leaders in this field. This is 

what we want to accomplish. 

PRODUCTIVE 

IDENTITY 

One of the aspects that attract 

more attention is the financing of 

economic initiatives that protect 

the identity of the different 

provinces of the Fifth Region, in 

order to preserve the professions 

that have characterized the 

diverse latitudes of the central 

area of Chile. 

Do the projects that are 

creditors to the programmes of 

Sercotec represent the culture 

and traditions of the region? 

There is an increasing awareness 

of the function and benefits that 

we deliver as a government 

institution. When I took office in 

June 2010 there were sectors 

which failed these programmes. 

Today, it happens. 

For example, projects have been 

won in mountain areas, such as 

Los Patos or further north in the 

Caleta de Los Molles. One that I 

especially remember is a 

restaurant in the region of Olmué 

called ¨La Carreta de Verito¨ with 

traditional dishes from the 

culinary culture of the area. Its 

specialty is ¨chancho en barro¨, a 

dish with pork prepared with a 

special recipe, very desired by 

their customers. 

Another initiative, which I 

remember with admiration, is an 

artisan who worked in ceramics. 

She bought machinery with the 

gained funds in order to strength 

her business and it was so 

successful that she appeared in a 

prestigious magazine of 

decoration. In short, this is what 

we aim for. 

As we advanced through the 

conversation, Luis Rivera reminds 

us how important the small 

businesses are to the country's 

labor force. It is precisely this 

sector which gives work to 80% 

of the population.

¿A parte del dinero que se les 

entrega a los emprendedores 

hay otro mecanismo para 

reforzar sus conocimientos? 

Este es un punto muy 

importante, no basta con 

entregarle recursos a las 

personas, es mucho más 

importante dejar la capacidad 

instalada, nosotros realizamos 

muchas capacitaciones al año 

para fomentar estas capacidades 

en los emprendedores, así se van 

formando como empresarios. 

Tenemos cursos on line en 

nuestra plataforma en internet, el 

problema radica en el tiempo, 

muchos empresarios son al 

mismo tiempo el gerente y el 

junior, es decir, cumplen todas 

las funciones en su negocio, por 

lo tanto el tiempo es escaso. 

Rivera, finalizó sus palabras 

manifestando que Sercotec tiene 

múltiples programas enfocados 

para fortalecer las capacidades y 

competencias de los pequeños y 

micro empresarios del país, 

“Nadie puede decir que no hay 

oportunidades, lo importante es 

ser constante y tener buenas 

ideas”. 

Other than money that is given 

to entrepreneurs, is there 

another way to reinforce their 

knowledge? 

This is a very important point: it 

is not enough to give resources 

to people. It is even more 

important to install the capacity. 

We realise many trainings per 

year in order to foster these 

skills to entrepreneurs, so that 

they are forming eventually as 

businessmen. We have online 

courses in our web site, but the 

problem lies in time, as many 

businessmen are at the same 

time the Manager or the 

Assistant of the company. In 

other words, they fulfill all the 

functions in their businesses, 

therefore the time is scarce. 

Rivera, ended his words 

expressing that Sercotec has 

multiple programmes focused to 

strength the capabilities and 

competencies of the small 

entrepreneurs of the country.

no opportunities; the important 

thing is to be consistent and have

No podemos olvidar que el 

puerto y el mejoramiento de 

nuestra comunidad es tarea 

de todos”, señala el gerente 

general de Puerto Valparaíso 

(PV), Harald Jaeger. 

A pocos meses de licitar la 

construcción del Terminal 2, y 

con proyectos tan relevantes 

como la recuperación y 

apertura del borde costero de 

Valparaíso en el sector Barón 

y el futuro Puerto Gran Escala 

(PGE), Yolanda, PV lidera uno 

de los momentos más 

trascendentes de la historia 

de este territorio. 

“Our commitment is to 

maintain and look after 

Valparaíso. We can't forget 

that the improvement of the 

port and our community is 

everyone's job” says the CEO 

of Puerto Valparaíso (PV), 

Harald Jaeger. 

A few months after the bid 

for the construction of the 

terminal number 2 and with 

important projects as the 

recovery and opening of the 

coastline of Cerro Barón area 

and the future project 

“Puerto Gran Escala”, 

Yolanda. PV is leading one of 

the most significant moments 

in the history of this territory. 



“Compartimos plenamente la 

necesidad de que el desarrollo de 

la industria portuaria –que es 

mucho más que la ingeniería para 

movilizar contenedores- sea 

sustentable y armonioso con el 

entorno urbano, social y 

medioambiental. Justamente eso 

explica por qué el Plan de 

Desarrollo de Puerto Valparaíso 

ha tardado más de 15 años en 

plasmarse, y ha sido construido 

durante cuatro gobiernos 

consecutivos, intérpretes todos 

de las expectativas de la 

comunidad", sentencia Jaeger. 

En efecto, iniciativas como la 

recuperación y apertura del 

borde costero en Barón, se 

sustentan en la entrega de una 

gran cantidad de espacios 

públicos hoy inexistentes en la 

ciudad, como siete hectáreas de 

terreno, en las cuales se 

construirán dos plazas, un paseo 

peatonal y una infraestructura 

turística y comercial. 

Un punto de especial 

preocupación tiene que ver con 

el desarrollo de la Marina Pública, 

exitoso proyecto que Puerto 

Valparaíso desarrolló hace diez 

años y que ahora se apronta a 

recibir un nuevo gran impulso. La 

iniciativa se trasladará desde su 

ubicación actual hacia un terreno 

de más de 2.500 metros 

cuadrados, dentro de los cuales 

se emplazarán los Edificios Club 

Náutico de 351 mt2 y Náutico de 

244 mt2; una zona de embarque, 

muelle, rampas y patio de botes. 

Todo esto, constituye una mejora 

logística considerable respecto 

de la actual infraestructura.

idea that the development of the 

port industry -which is more than 

just engineering of moving 

containers- must be sustainable 

and harmonious with the urban 

and social environment. That 

explains why the Port 

Development Plan of Valparaíso 

has taken more than 15 years in 

taking shape and it has been built 

during four consecutive

Marina, a successful project that 

Puerto Valparaíso developed ten 

years ago and now it is ready to 

have a new impulse. The initiative 

will be moved from its current 

location to a land of more than 

2.500 square meters, within 

which will be located the 'Club 

Nautico Building' of 351 square 

meters and Naútico of 244 

square meters; a boarding area, a 

dock and boat ramps. Altogether 

constitutes an important logistic 

improvement on the current 

infrastructure.

Puerto Gran Escala (PGE), 

iniciativa de más de 1.500 

millones de dólares, cuya 

construcción contempla el 

establecimiento de una nueva 

Zona de Apoyo Logístico en los 

terrenos altos de la ciudad y la 

construcción de un nuevo acceso 

norte a Valparaíso y al puerto, 

por quebrada Cabritería, lo que 

tendrá un valioso impacto en la 

descongestión de la capital 

regional. 

El proyecto PGE considera 

también importantes obras de 

integración urbana, como un 

paseo en el Molo de Abrigo del 

Proyecto; la Nueva Caleta 

Portales; Nueva Playa Portales; 

Paseo Costanera Juan de 

Saavedra; Nuevo Paseo 

Wheelwright, el cual otorgará 

continuidad peatonal desde el 

sector Nueva Caleta Portales, 

hasta el sector Barón; y la puesta 

en valor de los monumentos 

históricos y zona típica.

Valparaíso se caracteriza por sus 

singulares y angostas calles, 

uno de los puntos en donde 

confluye la vida cívica de la Ciudad 

Puerto, es la Plaza Aníbal Pinto, 

ubicada en el corazón de la vida 

porteña y enmarcada por históricos 

edificios que nos hablan de una 

época de esplendor económico 

(mitad del siglo XIX). 

En la antigüedad, fue conocida como Plaza del 

Orden y posteriormente en 1930 fue bautizada 

como Plaza Aníbal Pinto, en honor al presidente 

que gobernó al país entre los años 1876 y 1881 y 

que además vivió en las inmediaciones del lugar, 

específicamente en calle del Teatro, hoy conocida 

como Salvador Donoso.

in street Teatro, today known as Salvador

para acceder hasta los cerros 

Alegre, Concepción, Cárcel y 

Panteón. 

Un dato curioso, es que la plaza en 

un comienzo no era la planicie que 

actualmente observamos, sino un 

desfiladero a pies del cerro, el paso 

de los años y las intervenciones 

que ha registrado cambiaron poco 

a poco su superficie.

gain access up to the Cerro Alegre, 

Concepcion, Cárcel and Panteón. 

A curious fact is that the square, 

initially, was not plain as we actually 

observe, but it was a gorge at the 

beginning of the hill; the passing of 

time and the interventions changed 

its surface little by little.

Inaugurada el 19 de enero del año 1929, 

Caleta Portales constituye hasta nuestros 

días un destino obligado para turistas que 

deseen disfrutar de las bondades del océano 

pacífico. Un sinfín de locales de venta de 

mariscos y pescados, así como también, una 

variada oferta gastronómica en restaurantes 

deleitarán a los más exigentes paladares que 

visiten las costas del afamado Valparaíso. 

Emplazada en plena Avenida España, Caleta 

Portales es la puerta de entrada a la Ciudad 

Puerto para las personas que vienen desde 

Viña del Mar. Es una de las postales que más

19th of January 1929 consists up to our days a 

¨must-see¨ destination for tourists, who wish 

to enjoy the benefits of the Pacific Ocean. An 

endless number of places selling seafood and 

fish, as well as a varied gastronomic offer of 

restaurants will delight the most demanding 

palates, who visit the coasts of the renowned 

Valparaiso. 

Located in España Avenue, Caleta Portales is 

the gateway to the ¨Harbour City¨ as it is 

called, for people who come from Viña del 

Mar. It is one of the most characteristic 

postcards of the local fishing activity, laying the 

foundation of a trade that formerly was one of 

the main economic activities of the old 

Valparaiso; the fishing. 

Parallel to the activities focused on fishing and 

seafood marketing, the place is a strategic 

point to observe the fireworks´ show on 

New Year's party, which brings together a 

large number of national and international

festividad de San Pedro, celebrada 

cada 29 de junio. En esta 

oportunidad los pescadores realizan 

una procesión con la imagen del 

santo sobre una de sus 

embarcaciones adornada 

especialmente para estos efectos, 

durante la veneración las 

embarcaciones hacen sonar sus 

sirenas con el fin de asegurar un año 

próspero para la actividad pesquera, 

otorgará suerte y protección a los 

pescadores de la zona. 

Cabe destacar, que aparte de los 

múltiples atractivos que ofrece este 

lugar, existe además la alternativa de 

realizar paseos por sus instalaciones, 

así podremos empaparnos de la 

vida de los humildes y esforzados 

trabajadores del mar. 

Para llegar a esta verdadera postal 

porteña, tendremos la posibilidad de 

hacerlo en locomoción colectiva, 

privada o utilizando el servicio de 

trenes de Merval, bajándonos en la 

estación Portales. 

One of the traditional festivals 

celebrated in Caleta Portales is the 

feast of San Pedro, held each June 

29. On this occasion, the 

fishermen realize a procession with 

the saint's image on one of their 

boats decorated especially for this 

purpose. During the worship 

sounds of sirens are heard from 

the boats, so as to assure a thriving 

year for the fishing activity and to 

grant luck and protection for the 

fishermen in the area. 

It should be pointed out that apart 

from the several attractions offered 

by this place, there is, as well, the 

alternative of realizing walks along 

its facilities. Hence, we will be able 

to get soaked in the life of the 

humble and vigorous workers of 

the sea. 

To reach this genuine postcard of

using the train service of Merval,

La Sebastiana 

House Museum La Sebastiana 

Enclavada en pleno Cerro 

Florida podremos hallar uno 

de los tesoros de Valparaíso; 

“La Sebastiana”, una de las míticas 

casas del premio Nobel de 

Literatura, Pablo Neruda. 

Según cuenta la historia, en el año 

1959 Neruda les habría encargado 

a sus amigas porteñas Sara Vial y 

Marie Martner, encontrar una casa 

en óptimas condiciones para su 

descanso, pues el poeta estaba 

cansado del ajetreo de Santiago. 

Entre las condiciones que debía 

tener su nueva vivienda 

encontramos; con vecinos, pero 

invisibles; original pero no 

incómoda; ni muy grande, ni muy 

pequeña; lejos de todo, pero cerca 

de la movilización; independiente, 

pero cerca del comercio; entre 

otras. 

De las condiciones que solicitaba el 

poeta, deducimos que necesitaba 

un lugar propicio para crear sus 

versos, que por un lado le 

entregara tranquilidad, y por otro, 

que relatara el rutinario vivir de los 

porteños que allí vivían. 

Lo que parecía ser imposible de 

encontrar, se transformó en una 

realidad, en el año 1961 inaugura 

su nueva casa la cual bautiza con el 

nombre de “Sebastiana” en honor 

a su autor. 

El inmueble de cuatro pisos fue 

construido por el español Sebastían 

Collao, quien murió el año 1949, 

dejando abandonada esta casa 

caracterizada por sus escaleras.

houses of the Nobel Prize winner

As the story goes, in 1959 Neruda 

would have entrusted his local 

friends, Sara Vial and Marie 

Martner, with finding an ideal house 

for his rest, since the poet was 

tired of the bustle of Santiago. 

Between the conditions required 

for his new home were: a house 

with neighbours, but invisible ones; 

original, but not uncomfortable; 

neither too big nor too small; far 

from everything, but close to 

transportation; independent, but 

close to a commercial sector; 

among others. 

Based on the conditions required 

by the poet, we can deduce that 

he needed a favourable place in 

order to create his verses, which 

on one hand would provide him 

serenity and on the other hand 

would narrate the everyday life of 

the locals living there. 

What seemed to be impossible to 

find, became a reality in 1961, 

when he inaugurated his new 

house, which was baptised as 

¨Sebastiana¨ in honour of its 

architect. 

The four-floor building was built by 

the Spanish Sebastian Collao, who 

died in 1949, leaving this house 

abandoned, which was 

characterised by its stairs.

quedaron con el subterráneo, los 

dos primeros pisos y el patio, por 

su parte, el poeta disfrutó de la 

vista panorámica de la bahía de 

Valparaíso que le entregaron los 

dos últimos pisos de esta torre. 

Neruda decoró la casa con fotos 

antiguas del puerto, en donde 

sobresale el retrato del poeta Walt 

Whitman. Como es costumbre en 

las casas del Premio Nobel parte 

de sus estructuras simulaban un 

barco, en este caso, algunas de las 

ventanas se hicieron en forma de 

claraboyas de naves. 

Por su maravillosa vista, era 

frecuente que el poeta pasara la 

celebración de año nuevo en esta 

casa con el fin de observar el 

característico show pirotécnico de 

Valparaíso, allí pasó su último fin de 

año (1972). 

La mítica vivienda, fue saqueada 

después del golpe militar (1973). 

Tras el retorno de la democracia y 

gracias a aportes de privados, se

who kept the basement, the first 

two floors and the courtyard. On 

the other hand, the poet enjoyed 

the panoramic view of the bay of 

Valparaiso, since he was given the 

top two floors of this structure. 

Neruda decorated the house with 

old photos of the harbour, and one 

which stands out is the portrait of 

the poet Walt Whitman. As it is 

customary in the houses of the 

winner of the Nobel Prize, part of 

its structures simulates a ship and, 

in this case, some of the windows 

were made in the shape of 

portholes of ships. 

Due to its wonderful view, it was 

evident that the poet would spend 

the celebration of New Year´s Eve 

in this house, in order to observe 

the typical fireworks´ show of 

Valparaiso, where he spent also his 

last New Year´s Eve. 

The legendary house was 

plundered after the military coup 

(1973). After the return of 

democracy and thanks to private

places as Placilla and the profusion of supermarkets. A heritage city 

should protect the popular stores of the neighbourhoods... and build 

the shopping malls and big supermarkets out of the city! 

In the lounge El Pensador, the Chamber of Deputies, the Congress of 

Chile, in the Crisis Library, La Tertulia, El Desayunador, the Bahía 

Utópica Gallery... 

Every day is a surprise, because it is a port and many cultures go by...

nostalgia porteña 

A beautiful place of 

meetings and old 

memories 

La Plaza de la Victoria es el 

epicentro urbano por 

excelencia de Valparaíso, 

aquí convive la sociedad porteña 

en su conjunto; desde estudiantes, 

jubilados, comerciantes, hasta 

turistas que llegan encantados por 

lo enigmático y bello de sus 

rincones. 

Hasta el siglo XVII el sector donde 

actualmente está emplazada la 

Plaza Victoria era utilizado como 

un paradero de carretas que se 

dirigían con destino a Quillota y 

Santiago. Posteriormente se 

convirtió en plaza de toros, siendo 

éste uno de los espectáculos 

preferidos por la sociedad de 

entonces, en septiembre de 1823 

por ley del Congreso Nacional 

estas prácticas fueron 

definitivamente prohibidas. 

'Plaza Victoria' is the urban 

epicenter of Valparaiso, here the 

local society meets: from students, 

pensioners and businessman to 

tourists arrive to this point due to 

the beauty of its corners. 

Until the seventeen century the 

area where is currently located 

'Plaza Victoria' was used as a stop 

for the horse carts that where on 

their way to Santiago and Quillota. 

Later this place became a bullring, 

being one of the favorite shows of 

the society of those years, then in 

1823 this practice was definitely 

prohibited by the National 

Congress.

Así, el lugar se transforma en un 

bello punto de encuentro y paseo 

para los lugareños adornado por 

obras de ornato y jardinería que se 

iniciaron después del año 1870, se 

instala luminaria y las actuales 

baldosas con motivos ondulados. 

En el año 1906 y tras el fuerte 

terremoto que sacudió la ciudad, la 

plaza a igual que otros paseos 

públicos se convierte en un 

campamento transitorio para las 

miles de personas que resultaron 

damnificadas por el movimiento 

telúrico. 

Dentro de los atractivos que 

podremos encontrar en la plaza, 

está la fuente de agua importada 

desde Francia, leones de bronce 

negros y las estatuas que 

simbolizan las estaciones del año, 

Además existe una glorieta en 

donde se ofrecen espectáculos 

públicos. 

Junto a la plaza, ubicada en el 

sector el Almendral, podremos 

encontrar la Biblioteca Severín, la 

Catedral y la Plaza Simón Bolivar. 

On this way, the area was 

transformed into a beautiful ride

people, decorated by landscaping

In the year 1906 after a strong 

earthquake that shook the city, the 

park like other public walks, 

became a transitory campsite for 

thousands of people affected by 

the earthquake. 

Among the many attractions of this 

park, we can find the water 

fountain imported from France 

with black bronze lions and the 

statues that symbolize the seasons. 

There is also a pergola for the 

public shows. 

Next to the park, located in the 

'Almendral' sector, we also find the 

'Severin Library', the Cathedral and 

the park 'Plaza Simon Bolivar'. 

Currently there is a project to 

completely renovate this place, 

generating a lot of criticism among 

the social city's organizations that 

refuses to destroy one of the icons 

of Valparaiso. M

Un lugar que se Recicla 

A place that is Recycled 

En un país como Chile, donde los sismos, terremotos 

y tsunamis forman parte de su genética ancestral, el 

reciclaje ha sido la herramienta fundamental 

utilizada para reinventar nuestra memoria física, el 

entorno inmediato que hemos creado y que tantas veces 

ha sido engañado por el desbaste de la tierra al moverse. 

Porque en Chile la tierra habla, tan fuerte que ha sido 

capaz de hacer olvidar las pequeñas civilizaciones que nos 

habitaron, aquellas que pusieron los primeros pilares hoy 

en día tal vez transformados en pircas, en corrales, en 

cimientos de una casa lustrosa en algún valle del norte. 

In a country like Chile, where earthquakes and tsunamis 

are part of its ancestral heritage, recycling has been the 

main tool for reinventing the physical memory and 

environment damaged by the movements of the earth. 

The land in Chile speaks so loudly that it has been able to 

forget the small civilizations that inhabited the territory. 

The first pillars erected by this people can be found now 

transformed into cairns, pens and foundations of luxury 

houses in the north valley.

Reciclar es reutilizar, poner en 

valor una cosa que lo ha perdido, 

ya sea con un mismo objeto o 

con un objeto diferente, 

cambiándole el aspecto, siendo 

lo misma pero diferente. La 

misma civilización en la que nos 

desenvolvemos está compuesta 

de fragmentos de otras 

civilizaciones y nuestra historia, 

como muchas otras, sopesa esa 

barrera del olvido que se nos cae 

encima cuando tiembla y el 

mundo físico se nos resquebraja. 

La historia, de pronto, comienza 

de nuevo, la creación se impone 

al recuerdo, donde antes había 

una casa patronal ahora hay una 

plaza de vetustos árboles y 

encumbradas palmeras, aquel 

puente que cruzaba el río son 

aquellos dos montículos que le 

desvían el curso. Con el pasar de 

los años y de las generaciones el 

ciclo –de estos fenómenos 

impredecibles- se repite tantas 

veces como lo ha sido el fallecer 

y renacer de pueblos y ciudades. 

Chile es un país en continuo 

reciclaje, no hay expresión más 

propia que aquella que resurge 

de los escombros con esa idílica 

fortaleza del perdurar para 

siempre hasta que se vuelva a 

caer, porque aquí nada dura hasta 

siempre, lo sabemos y es nuestro 

afán e idiosincrasia hacer de la 

destrucción un motivo para 

convertirnos en otro. 

Valparaíso es una de estas 

ciudades recicladas. Los changos, 

los primeros en habitarla, la 

llamaron Alimapu, tierra que se 

quema –curioso apodo que se 

nos reitera en el cotidiano vivir 

en este lugar. Los españoles, 

que luego de las llamas los 

sucedieron, la rebautizaron, y 

aunque su fecha de fundación 

se confunde en la memoria sin 

testigos, la edificaron con 

ranchos de adobe, piedra y 

madera, sobre un llano que 

apenas pendía sobre el mar y 

del que poco y nada se sabía 

más que su posición estratégica 

para recalar las embarcaciones 

y resguardarse de vientos y 

mareas. Su nombre, que 

rememora una cercanía ignota 

del Olimpo, forma parte de la 

ruta interoceánica de navegantes 

y parada obligada luego de la 

travesía del Cabo de Hornos. La 

ciudad crece, se magnifica, se 

empodera y forma parte del 

botín de piratas que la asedian, 

la incendian y la destruyen; 

esta suerte de tragedia la hace 

volverse más robusta, las 

piedras caídas ahora forman 

sendos murallones donde 

posan las baterías de cañones y 

las vigas desprendidas mástiles 

para los acorazados que la 

vigilan. 

Los temporales han encallado 

numerosos barcos, no hay forma 

de sacarlos de su entierro, 

comienza el desarme, el lastre de 

piedras pavimenta las calles y 

erige muros de contención, la 

coraza sirve para revestir las 

casas mientras que la carcaza le 

da fuerza y flexibilidad a la 

estructura de los edificios de la 

nueva comandancia. Y como 

nada se puede perder mientras 

sea utilizable, el mástil iza otra 

bandera, de las velas se hacen 

lonas para carretas, el timón 

figura flamante tras la barra del 

primer bar de la ciudad, en los 

camarotes se acuestan los 

mendigos que acoge la iglesia y 

los instrumentos de medición 

son utilizados por los ingenieros 

que proyectan la escollera del 

puerto. Por las tardes los niños se 

lanzan piqueros de la proa que al 

alba acoge a pescadores y a 

amantes trasnochados que 

observan montañas nevadas que 

se elevan del mar. 

El auge de esta parada del 

Pacífico atrae a otros inmigrantes 

que, encantados por el fruto de 

este ostión del sur del mundo, 

reciclan los progresos 

industriales de sus países de 

origen, inventando carros que se 

desplazan por los cerros, 

locomotoras que modifican la 

velocidad del tiempo, máquinas 

que repiten movimientos 

humanos, herramientas que 

permiten materializar la fantasía 

de la imaginación. Los primeros 

recicladores de la ciudad se 

vuelven en su contra dándole 

destrucción; las bolas de sus 

cañones pronto serán 

transformadas en los 

rodamientos de un movimiento 

que no cesaría de crecer ni de 

acrecentar los sueños de 

grandeza expandidos por los 

cerros que conforman el 

anfiteatro de la bahía. 

To recycle is to reuse. Revalue 

something that has lost its value. 

With the same or other objective, 

changing its aspects to be the 

same but different. 

Our civilization is composed of 

fragments of older civilizations. 

Our history show us our 

forgotten memories when shakes 

the earth and our physical world 

crumbles. 

Suddenly, the history starts again. 

Creation imposes the memory; 

where before there was a manor 

house, there is now a square with 

old trees and lofty palms and the 

old bridge is now two mounds 

that divert the river course. 

Year by year and generation by 

generation the cycle, of these 

unpredictable phenomena, is 

repeated as many times as the 

death and reborn of towns and 

cities. 

Chile is a continuous recycle, it 

reborn from debris with the 

idyllic fortress of lasting forever, 

until it falls again. Here nothing 

last forever, we know it, and is 

our idiosyncrasy to use the 

destruction to transform us into 

other thing. 

Valparaiso is one of these 

recycled cities. The 'Changos', 

their first inhabitants, called it 

'Alimapu' that mean land that is 

burned; curious nickname that is 

reiterated in the daily live of this 

city. After the 'Changos' the 

Spanish arrived, and although 

that date is confused in the 

memory, they renamed the city. 

They built it with adobe huts, 

stone and wood on a valley 

suspended over the sea, from 

which nobody had information 

more than its strategic location 

for the vessels arriving and 

shelter from winds and tides. 

Its name is part of the 

interoceanic route of sailors and 

a compulsory stop after the 

'Cabo de hornos' crossing. 

The city grows, is magnified, is 

empowered and is part of the 

booty of pirates, which besiege, 

burn and destroy it. 

This kind of tragedy make robust 

the city, the fall stones are now 

big walls, which support canyons 

and detached beams. 

The storms have run aground 

numerous ships, there is no way 

to get them out of their burial, so 

they are disarmed. 

The ballast stones are used for 

pavement the streets and making 

contention walls. The armour is 

used for houses coating, while the 

shell gives strength and flexibility 

to the headquarters' building 

structure. 

As nothing can be lose, the mast 

hoisted another flag. Tarpaulins 

for carts are made from the sails; 

the rudder look brilliant on the 

first bar of the city; in the 

staterooms sleep the beggars 

hosted by the church, and the 

measure instruments are used by 

the port engineers. 

In the evening, children jump into 

the water from the prow, same 

that in the sunrise receives 

fishermen and sleepless lovers. 

The boom of this stop of Pacific 

Ocean brings more immigrants, 

which, delighted by this place, 

recycle the industrial progress of 

their countries. Then they invent 

carts that move up to the hills; 

locomotives that modify the time 

velocity, machines that repeat 

human movements, and machines 

that allow materialize the 

imagination's fantasies. 

The first city recyclers turn 

against for giving them 

destruction. The balls of their 

canyons will be turned into 

bearings of movements. This 

won't stop growing and feed the 

greatness dreams scattered by 

the hills that conform the bay's 

amphitheatre.

Al arrimarse al puerto se asoman torreones y 

siluetas palaciegas, una fachada continua de 

edificios y bodegas, un aterrazado dispar de 

caserones y casuchas, vapores de todas las 

nacionalidades flotan en las orillas, la ciudad 

al oscurecer reverbera la pirotécnica vida 

nocturna que atrae a marineros, caballeros y 

bohemios de todas partes. El siglo XX es 

recibido con toda la algarabía y majestuosidad 

que la modernidad ha traído al puerto; pero 

tal como el viento cambia inesperadamente 

de dirección, la tierra vuelve a rugir y el 

pasado, que la memoria colectiva parecía 

haber abovedado, cobra el ímpetu vertiginoso 

que trae consigo los terremotos e incendios. 

La ciudad prueba a ser más fuerte de lo que le 

sucede; juega con su suerte como lo hacen los 

niños en los antiguos bastiones del casco 

histórico, las razas se mezclan, los viajeros 

buscan reciclar su destino en este horizonte 

de oportunidades, vuelven a erigir 

construcciones invencibles y a dar hálitos de 

progreso en lo más profundo de una recesión. 

La vida, para los lugares y personas expuestas 

a los imprevistos que le dan y le quitan todo, 

parece reinventarse día a día, más como una 

premisa de supervivencia que como un 

capricho estilístico. Porque reciclar es reinventar, y nuestra historia no 

se puede entender de otro modo: basta con subir una escalera 

cualquiera en algún cerro de Valparaíso para darse cuenta que una 

extraña simbiosis de elementos van configurando la trama urbana. 

Arriving to the port it is possible to observe 

towers and silhouettes of palaces, a continuous 

façade composed of warehouses, mansions and 

small houses while ships of all nationalities float 

in the bank. When the city becomes dark it 

disclose us the nightlife that attract sailors, 

gentlemen and bohemians all around the world. 

The twentieth century was received with the 

excitement and majesty that the modernity 

brought to the port, but just unexpectedly as 

the wind change its direction, the earth roared 

again and the collective memory revived the 

earthquakes and fires of the past. 

The city has demonstrated to be strong; it plays 

with its destiny just as the children play in he 

historic town. The different races are mixed and 

travellers looking for recycling their destiny in 

this variety of opportunities. Invincible 

constructions are erected again and signs of 

progress are visualized from the depth of the 

recession. 

Life, for people and places exposed to lose 

everything is reinvented day by day. It is more 

like a principle of survival than a stylistic whim. 

To recycle is to reinvent, and our history cannot 

be understood in a different way. In the simple 

exercise of climbing some stair in Valparaiso it is simple to note that 

the configuration of the urban grid is formed by a strange symbiosis of

Con entretenida 

presentación 

GasValpo y PDI llevan 

mensaje antidrogas a colegio 

de Reñaca Alto. 

Con entretenidos juegos y 

una rutina lúdica que hizo 

participar a los niños y a los 

profesores, se desarrolló la 

presentación de la PDI que en 

el contexto de la celebración 

del aniversario de esa 

institución, llevó un mensaje 

de autocuidado a los alumnos 

del Colegio Enrique Cárdenas 

de Reñaca Alto. 

La iniciativa responde a una 

actividad conjunta realizada 

con GasValpo, empresa 

distribuidora de gas natural 

que en su Programa de 

Responsabilidad Social 

Empresarial entrega apoyo al 

establecimiento educacional, 

uno de los más carenciados 

de la zona y con un alto índice 

de riesgo social. 

Por ello, como una forma de 

aportar al tema de la 

Convivencia Escolar que el 

colegio desarrolla este año, 

GasValpo se coordinó con la 

PDI para presentar a los más 

pequeños del colegio una 

puesta en escena con 

consejos para alejarse de las 

drogas, llevar una vida sana, 

combatir la delincuencia y 

convertirse en un buen 

compañero. 

El mensaje llegó a los niños a 

través de la simpática puesta 

en escena de policías y de la 

mascota Huellas , un perrito 

que forma parte del equipo 

de la PDI y que recorre los 

establecimientos 

educacionales de la zona 

para difundir campañas de 

autocuidado y de combate a 

la drogas entre los más 

pequeños. 

La alianza público privada 

que generó GasValpo 

permitió que 321 niños de 

prekinder a octavo básico 

hicieran una pausa en su 

jornada escolar para recibir 

una positiva y educativa 

presentación, para luego 

finalizar el evento con 

colaciones para todo el 

colegio.

Circuito se enmarca en proyecto Rutas Chile: 

SERNATUR inaugura 

nueva señalética turística 

en el litoral norte de la 

Región de Valparaíso 

Región de Valparaíso 

Con la presencia del Subsecretario de Turismo, Daniel Pardo, el Gobernador 

provincial de Valparaíso, José Pedro Núñez, el Alcalde de Concón, Óscar 

Sumonte y el Director Regional de SERNATUR, Milos Miskovic, entre otras 

autoridades, se inauguró un conjunto de señalética turística en el litoral norte de la 

región de Valparaíso, que se enmarca dentro de la Ruta del Mar, perteneciente al 

proyecto Rutas Chile. 

A esta actividad asistieron además el Seremi de Obras Públicas (S), Christian Véliz y 

el Alcalde de Puchuncaví, Hugo Rojas, y se realizó en el acceso al Parque Ecológico 

Humedal La Isla de Concón, punto donde se ubica una de estas señales informativas, 

correspondientes al circuito del litoral norte. 

El proyecto Rutas Chile consta de 8 rutas turísticas temáticas a lo largo y ancho del 

país, donde el viajero podrá encontrar destinos y atractivos en diferentes circuitos, 

en una iniciativa ejecutada en conjunto por SERNATUR y el Ministerio de Obras 

Públicas, a través de su Dirección de Vialidad. 

Con una inversión de más de 212 millones de pesos en la región de Valparaíso, Rutas 

Chile reúne los elementos más distintivos en materia geográfica, cultural, 

patrimonial y turística, con señales para guiar a los usuarios y turistas, y entregar la 

información necesaria para llegar al destino en forma segura, simple y directa. 

Además, rotulan las distancias a ciudades y localidades, lugares de interés turístico y 

otros servicios. 

El subsecretario de Turismo, Daniel Pardo, señaló que este proyecto básicamente 

cubre la necesidad de tener mejor señalética en el país, por lo tanto lo que hicimos 

fue actualizar los pictogramas y todo el manual de señaléticas, es decir que toda la 

iconografía que está disponible a lo largo de todo Chile, esté representada también 

por los parámetros internacionales, de manera que los turistas extranjeros puedan 

reconocer estas señales. Por otro lado, queremos establecer aquellas rutas 

turísticas que son más atractivas, de manera que podamos entregar mayor 

información a nuestros turistas, con el fin de que se queden por más tiempo y 

aumenten la cantidad de actividades que pueden realizar durante su estadía . 

Por su parte, el gobernador provincial de Valparaíso, José Pedro Núñez, manifestó 

que el destino de nuestras ciudades costeras está ligado al desarrollo del sector 

turismo, que aporta cerca del 10% del producto interno bruto de la región. En ese 

sentido, el Gobierno está dando un paso más al invertir en materia turística, no 

solamente a través de la señalética que hoy estamos inaugurando, sino también con 

la extraordinaria inversión para una futura autopista entre Concón, Quintero y 

Puchuncaví, así que sólo nos falta invitar al sector privado para que crean en estas 

ciudades costeras, inviertan y ayuden a generen empleos . 

Más de 120 señales 

en la región de Valparaíso 

En cuanto a las características de esta Ruta, el Director Regional de SERNATUR, 

Milos Miskovic explicó que la región de Valparaíso va a contar con más de 120 

puntos de señalética turística, tanto en el Litoral Norte como en el Litoral de los 

Poetas, además de Isla de Pascua. Esto es un inversión del Gobierno por sobre 

los 200 millones de pesos, y destacamos el trabajo realizado junto con el 

Ministerio de Obras Públicas, que nos está apoyando en esta iniciativa de dar una 

mayor información a nuestros turistas, lo que equivale a mayores facilidades para 

el desarrollo del turismo y de todas nuestras localidades . 

Al respecto, el seremi de OO.PP. (S), Christian Véliz, afirmó que como Ministerio 

estamos muy contentos de haber podido participar de esta iniciativa, a través de la 

Dirección de Vialidad. Para nosotros es de suma importancia la conectividad, ya que 

esta zona se proyecta como un destino turístico, por lo tanto seguiremos trabajando 

en ello y apoyando a SERNATUR . 

Cabe señalar que sólo en el circuito Litoral Norte de Rutas Chile, existen más de 50 

señaléticas, que se inician en el puente Concón (sobre el Río Aconcagua) y cubren 

todo el borde costero hasta Papudo, incluyendo además a las comunas de Quintero, 

Puchuncaví y Zapallar.

Una de las vistas más 

privilegiadas de la

podremos observar 

en la cima del Paseo 

Yugoslavo, y que tiene 

entre sus atractivos al 

sofisticado Palacio 

Baburizza. 

Ubicado en medio del cerro 

Alegre, podremos llegar desde el 

plan por medio del ascensor El 

Peral, que nos transportará desde 

la Plaza de la Justicia hasta los pies 

del palacio Baburizza, otra 

alternativa es subir caminando por 

calle Urriola, así podremos admirar 

las míticas calles y escaleras 

dispuestas en el lugar. 

El Paseo Yugoslavo se conecta con 

el cerro Concepción por medio de 

la calle Montealegre, precisamente 

esta es una de las primeras calles 

que por el año 1840 registra 

imponentes construcciones que 

hoy restauradas dan testimonio de 

la historia que marcó este territorio. 

En el año 1880 es cuando el lugar 

se hace conocido como un lugar de 

encuentro y en el cual es posible 

admirar la belleza del puerto. 

Originalmente designado como 

Paseo Americano, con piso de 

tierra y barandas de madera. 

El paseo está rodeado por variados 

atractivos, uno de ellos y que fue 

recientemente restaurado es el 

Palacio Baburizza, construido en el 

año 1916 ocupado como lugar de 

residencia de Pascual Baburizza, 

destinado en la actualidad como 

Museo de Bellas Artes de 

Valparaíso.

'Cerro Concepción' through 

Montealegre St.; this is one of the 

first streets of the area that around 

1840 recorded stunning buildings 

that today are restored, testifying 

the history that marked this 

territory. 

In the year 1880 is when this place 

becomes known as a meeting 

place and where you can admire 

the beauty of the harbour. 

Originally called 'Paseo Americano', 

with wooden railings and rustic 

floor. This city walk is surrounded 

by many attractions, one of them 

recently restored, is 'Palacio 

Baburriza' built in 1916 as the 

residence of Pascual Baburriza. This 

place is currently the Museum of 

Fine Arts of Valparaíso.

Es común ver en el centro del mirador, la presencia de un espectáculo de 

títeres confeccionados con desechos, que busca entretener a los niños que 

llegan al lugar con un concepto que busca reutilizar la basura. Además de

Este mirador es uno de los lugares preferidos para presenciar el show 

pirotécnico del año nuevo en el mar. 

It is common to see, at the center of the viewpoint, a puppet show made 

of recycled material that seeks to entertain the children that visit the area. 

Besides being connected with the culture and admiring the splendor of the 

bay, you can taste a great variety of fish dishes from the restaurant 'La 

Colombina'. 

This viewpoint is one of the favorites places to watch the new years

n una ceremonia que 

Econtó con la presencia del 

Ministro de Turismo de 

Mendoza, Javier Espina, los 

Alcaldes Rodrigo Martínez y 

Jorge Castro suscribieron un 

acuerdo de cooperación turística 

con la hermana ciudad argentina, 

en el marco de ser ambas las 

únicas capitales mundiales del 

vino en Sudamérica. 

En una calurosa ceremonia 

realizada al aire libre en el Paseo 

Yugoslavo del Cerro Alegre, en 

Valparaíso, ambos ediles firmaron 

la alianza en torno a Great Wine 

Capitals junto al ministro Espina, 

lo cual permitirá a nuestro país, 

representado por Valparaíso y 

Casablanca ante esta prestigiosa 

comunidad internacional, el 

relacionarse de manera más 

directa con su par trasandino, 

que ya lleva 8 años como Capital 

Mundial del Vino, lo cual le ha 

traído significativos réditos en lo 

turístico.

Minister of Tourism of Mendoza 

Javier Espina; the councils 

Rodrigo Martinez and Jorge 

Castro signed an agreement of 

tourism cooperation with the 

Argentinean city. In the context 

that both are the only world 

capitals of wine in South 

America. 

In a warm ceremony realized in 

the 'Paseo Yugoslavo' of the 

'Cerro Alegre' in Valparaiso, both 

councils signed the Great Wine 

Capitals alliance that will allow to 

our country be represented by 

Valparaiso and Casablanca in this 

prestigious international 

community. The agreement will 

link the Chilean cities with the 

Argentinean counterpart, which 

has been member of the 

community for 8 years until now. 

This has allowed it to receive 

important benefits from tourism.

El Alcalde de Casablanca, Rodrigo 

Martínez Roca, expresó que gracias 

al trabajo, la gestión y el apoyo de 

Valparaíso a través del Alcalde Jorge 

Castro, la denominación de Capital 

Mundial servirá para “ponernos a la 

altura de las grandes ciudades y 

valles productores de vino en el 

mundo”. Respecto a la alianza con 

Mendoza, señaló que ésta “nos va 

a significar potenciar una ruta entre 

los vinos tintos que tiene Mendoza 

con los blancos nuestros y también 

con nuestros tintos”. Agregó que 

“hay mucha gente que participa del 

turismo enológico” y, en ese 

sentido, “todas estas alianzas y 

estrategias nos producen un 

tremendo desarrollo en lo que es 

turismo”. 

La ciudad de Mendoza es miembro 

de la red Great Wine Capitals 

desde 2005 y cuenta con 120 

bodegas de vino abiertas al 

turismo, las que el año pasado 

recibieron a un millón de visitantes 

de todo el mundo. Un muy buen 

referente para las aspiraciones de 

Valparaíso y Casablanca, 

considerando que para el Ministro 

de Turismo de la Provincia de 

Mendoza, Javier Espina, “con la 

incorporación de Chile creo que la 

red Great Wine Capitals termina 

por hacerse altamente prestigiosa”. 

Tras ocho años de experiencia, 

Espina considera que GWC “es 

una red de colaboración de 

muchas actividades a lo largo del 

año que sirven para intercambiar 

buenas experiencias en torno al 

turismo del vino y para estimular el 

enoturismo, así que por supuesto 

que son bienvenidos a Valparaíso y 

al Valle de Casablanca”. 

The Mayor of Casablanca, Rodrigo 

Martínez Roca, stated that thanks 

to the work, management and 

support of Valparaíso through its 

Mayor, Jorge Castro, the World 

Capital designation will be useful 

for being 'at the same level of the 

big wine producers in the world'. 

Regarding to the partnership with 

Mendoza, he quoted that 'this will 

help us to promote a route 

between the red wines of 

Mendoza and our own white and 

red wines' adding, “there are many 

people currently participating of the 

wine tourism”. In that sense, all 

this alliances and strategies produce 

great tourist development. 

The city of Mendoza is member of 

the Great Wine Capitals since 

2005, and has 120 wineries open 

to tourism that last year received 

one million visitors from around 

the world, a good reference 

indeed for Casablanca and 

Valparaiso's aspirations. Also, the 

Tourism Minister of the Province of 

Mendoza, Javier Espina, considers 

that 'with the incorporation of 

Chile to the Great Wine Capitals 

(GWC), the network becomes 

highly prestigious'. After eight years 

of experience Espina considers that 

GWC is “a collaborative network 

of many activities, throughout the 

year ,that are useful to exchange 

good experiences regarding to the 

wine tourism and also to 

encourage its growth. So, of 

course we welcome Valparaíso and 

Casablanca Valley”. 

Finalmente, el Alcalde Rodrigo 

Martínez hizo hincapié en que 

“estamos trabajando fuertemente 

en el tema turístico, no solamente 

para vender vino. A nosotros nos 

interesa que el turismo entre al 

pueblo de Casablanca, nosotros 

tenemos muchas tradiciones, 

tenemos un lugar muy lindo y 

tenemos mucho que ofrecer, 

tenemos artesanía, tenemos folclor 

y queremos que este turismo que 

siempre ha entrado solamente a las 

viñas, entre también al pueblo de 

Casablanca”. 

Finally, the Mayor of Casablanca, 

Rodrigo Martínez, highlighted that 

'we are working hard on the tourist 

track, not only to sell wine. Our 

main interest is regarding to the 

tourism to enter our town, we 

have many traditions, and we have 

a beautiful city and many things to 

offer as our craft and folklore. We 

want that the tourism that has 

always entered the wineries, now

Alcalde de Casablanca, Rodrigo 

Martínez, amante de su ciudad 

quien nos entregó detalles acerca 

de la creciente y ambiciosa 

actividad turística que a pasos 

agigantados se desarrolla en la 

comuna. 

The Casablanca Valley now 

popular for its extensive land 

dedicated to the wine industry, is 

a charming district due to the 

temperance and friendliness of its 

people, attached to the traditions 

that the city council enhances to 

benefit the growing tourism, that 

year after year engages more 

visitors that arrive attracted by 

the smell of the land, the colour 

of its valleys and the warm 

temperature. 

'Miradores' spoke with the mayor 

of Casablanca, Rodrigo Martínez, 

lover of his city who gave us 

details of the ambitious and 

growing tourism industry that is 

developing rapidly in his 

commune.


Alcalde, ¿Cómo Casablanca 

comienza este proceso orientado 

al desarrollo del turismo local? 

Los principales problemas que 

existen en los municipios, son los 

recursos, nosotros no tenemos los 

medios para mantener un buen 

equipo turístico, sin embargo, ello 

nos ha volcado a buscar aliados 

estratégicos y a través de este 

mecanismo vamos desarrollando 

nuestra actividad turística. 

Casablanca por ubicación, por 

lindo y por poco explotado tiene 

un potencial enorme, partimos 

trabajando en que Casablanca sea 

capital mundial del vino, se nombra 

solo uno a nivel país, pensamos en 

un caballero antiguo cercano a 

nosotros como lo es Valparaíso, 

ciudad patrimonio de la 

humanidad, llamamos a su alcalde 

Jorge Castro, quien de inmediato 

nos dio la mano. Es así como 

conseguimos este noble título 

como la Décima Capital Mundial 

del Vino conceptualizada como 

“Valparaíso Casablanca Valley”, 

quedando así al nivel de 

prestigiosas capitales del mundo. 

Con la designación de Casablanca 

como Capital Mundial del Vino, 

¿Se vienen nuevos desafíos? 

Claro, imagina que esta 

designación nos permitió 

establecer una alianza con la 

trasandina ciudad de Mendoza 

(Argentina) para una mayor 

integración turística, vamos a una 

velocidad extremadamente rápida. 

Hemos conformado una 

corporación privada para el 

desarrollo de Casablanca, con el 

objetivo de contar más recursos y 

lograr la designación de la ciudad 

como una Zona de Interés Turística 

(ZOIT) por parte del Estado. Lo 

anterior, nos permitirá una 

protección del territorio y un 

desarrollo sustentable del turismo, 

hace poco tuvimos la amenaza de 

la instalación de un matadero, lo 

que significa la llegada de moscas, 

ruidos y malos olores, este tipo de 

situaciones no serían un problema 

con el nombramiento como ZOIT, 

además de la inyección de más 

recursos. 

La actividad vitivinícola en nuestra 

ciudad es relativamente nueva, una 

historia de cerca de 30 años, 

tenemos 16 bodegas en la 

actualidad, cerca de seis mil 

hectáreas de producción, sin 

embargo, Casablanca hasta hace 

poco ha sido más un productor de 

uva que de vino, a que me refiero 

con esto, muchas de las grandes 

viñas que no tienen sus bodegas en 

la ciudad, utilizan nuestras uvas, 

aunque su historia y tradiciones 

estén asentadas en otro lugar. 

Mayor, How Casablanca is 

beginning this process orientated 

to develop the rural tourism? 

The main problems for the council 

are the resources, we do not have 

the means to maintain a good 

tourism staff, however this has 

made us seek strategic partners, is 

through this mechanism that we 

have been developing our tourism. 

Casablanca has huge potential, 

thanks to its location, its beauty and 

little exploited territory. We started 

working on Casablanca to be 

known as one of the wine capital, 

as it is only one city named per 

country. We spoke to Valparaiso's 

Mayor Jorge Castro, because of 

the 'World Heritage Site' city status, 

who immediately helped us. This is 

how we obtained the title of the 

'10th World Wine Capital', named 

as 'Valparaíso-Casablanca Valley', 

which locates us at the same level 

of prestigious world capitals. 

With the designation of 

Casablanca as a World Capital of 

Wine, are there new challenges? 

Of course, this designation allowed 

us to establish a partnership with 

the city of Mendoza (Argentina) for 

a greater tourism integration, we 

are at a extremely fast pace. We 

have formed a private corporation 

for the development of 

Casablanca, in order to obtain 

more resources and achieve the 

designation of the city as Tourist 

Interest Zone (ZOIT) by the state 

of Chile. This will allow us to have 

land protection and a sustainable 

development of the tourism. 

Recently we had the menace of 

the installation of a slaughterhouse 

facility, which means the arrival of 

flies, noise and bad smells, this type 

of situations wouldn't be a problem 

with the appointment of ZOIT, 

which would also inject more 

resources. 

The world of wine in Casablanca 

has gained strength in recent 

years, how did this process 

begin? 

In our city the wine industry is 

relatively new, with a history of 

nearly 30 years, we have 16 

wineries today and nearly 6 

thousand acre of land production, 

however, Casablanca until recently 

has been more a producer of 

grapes than a producer of wine, 

what I mean by this is that many of 

the big wineries who do not have 

the warehouses in the city, use our 

grapes, even when their story and 

traditions are seated in other 

places.

ha tomado una fuerza mayor en 

los últimos años ¿Cómo comenzó 

este proceso? 



¿Festejan celebraciones típicas? 

Claro, una de las actividades que 

concita gran afluencia de público es 

el Encuentro de Payadores (arte 

poético que consiste en la 

improvisación de frases que rimen 

acompañadas por la música de una 

guitarra) celebración que lleva 19 

años y a la que llegan exponentes 

de diferentes países y que convocó 

a cerca de 25 mil personas en tres 

días. También celebramos la Fiesta 

de la Vendimia, en donde 

congregamos en dos días a más de 

30 mil personas, se vendió todo y 

fue un verdadero éxito. Además de 

Casablanca tenemos los sectores 

costeros de Quintay, Tunquén, 

zonas que tienen un enorme 

potencial turístico. 

En definitiva Alcalde entre todos 

los atractivos y bellezas de 

Casablanca, como lo es el vino, 

sus paisajes, la artesanía y su 

historia, ¿Cuál es su principal 

encanto? 

Su gente. 

Casablanca fue fundada en el año 

1753 bajo en nombre de “Santa 

Bárbara de la Reina de Casablanca”

tiene una superficie de 952.5 km , 

está a 78 kms de Santiago y a 

38.98 de Valparaíso y tiene una 

población cercana a los 22 mil 

habitantes. 

La actividad vitivinícola en nuestra 

ciudad es relativamente nueva, una 

historia de cerca de 30 años, 

tenemos 16 bodegas en la 

actualidad, cerca de seis mil 

hectáreas de producción, sin 

embargo, Casablanca hasta hace

Aparte del enigmático mundo del 

vino, ¿Cuáles son los otros 

atractivos que tiene la ciudad? 

Si bien como alcalde estoy 

preocupado del mundo vitivinícola, 

lo que quiero es que conozcan 

nuestra gente y sus tradiciones, 

queremos que entren a la comuna 

y se empapen de nuestro sistema 

de vida, una vida de pueblo que es 

especial, acá no tenemos ningún 

semáforo y lo que anhelamos en 

mantener nuestro sistema de vida 

y no transformarnos como otras 

ciudades que pierden su identidad. 

Tenemos muy buenos 

restaurantes, centro cultural, una 

iglesia que tiene más de 300 años, 

equipada con una biblioteca con 

textos que datan de siglos atrás, 

tenemos santos, el padre Alberto 

Hurtado se crió acá, el Santuario 

de Lo Vásquez. Estamos armando 

circuitos para que las personas que 

visitan nuestra comuna puedan 

visitar los atractivos de Casablanca, 

así como también, propiciando la 

instalación de hoteles y 

hospederías. 

Are the typical feast celebrated? 

Yes, one activity that attracts large 

number of people is the 'Encuentro 

de Payadores'(poetic art that 

involves improvising rhyming 

phrases accompanied by the music 

of a guitar), celebration that has 

been going for 19 years and has 

exponents from different countries 

and assembled more than 25 

thousand people in three days. We 

also celebrate the 'Fiesta de la 

Vendimia' where we gathered 

more than 30 thousand people in 

two days, it was a success. Besides 

Casablanca we also have coastal 

areas as Quintay and Tunquén, 

which holds huge tourism 

potential. 

Among all the attraction and 

beauties of Casablanca as the 

wine, landscape, crafts and 

history, what is the main 

attraction? 

The people. Casablanca was 

founded in 1753 under the name 

'Santa Barbara de la reina de 

Casablanca', it has an area of 952.5 

km2 and it is 78 km from Santiago 

and 38.98 km from Valparaíso and 

has a population of 22.000 

inhabitants. 

Apart from the enigmatic wine 

world, what is the main 

attraction of Casablanca? 

As a Mayor, I am concerned of the 

wine world, but what I want is that 

the people and its traditions could 

be known. We want the people to 

enter our commune and live our 

special lifestyle, for example here 

we have no traffic lights, and what 

we want is to maintain this type of 

living without losing our identity as 

has happened to other cities. 

We have very good restaurants, a 

cultural center, a church that is 300 

years old with texts that date back 

centuries, we have saints as Padre 

Alberto Hurtado who lived his 

childhood here, the Sanctuary of 

Lo Vásquez. We are building 

circuits so that our guests can visit 

the attractions of Casablanca as 

well as promoting the installation of 

hotels and lodges. M

vineyards, but also a group of

¿Cómo y cuándo nace la 

asociación? 

Llevamos 12 años, comenzamos 

el año 2001 como una necesidad 

de agrupar a los agricultores 

productores de uva y a las viñas 

que se emplazan en el valle de 

Casablanca y ser representados 

en una entidad para lograr su 

desarrollo. 

¿Qué actividades realizan? 

Nosotros enfocamos nuestros 

esfuerzos en tres ámbitos; el 

turismo; la enología y la 

viticultura y responsabilidad 

social empresarial. Las 

actividades son múltiples, por 

ejemplo, charlas para los 

asociados, cursos de plaguicidas, 

tenemos en todo el valle 

estaciones meteorológicas para 

evitar que las heladas arruinen la 

producción de las uvas. 

¿Cuáles son los principales 

clientes del vino que se 

produce en Casablanca? 

Alrededor de un 85 por ciento es 

Mercado externo, exportamos 

mucho dentro de Latinoamérica 

a Brasil, Europa, Estados Unidos 

Canadá, el Medio Oriente y Asia.

organize events, 

lectures, trainings, 

and tourist activities, 

among other tasks 

oriented to promote 

the sustainable

wine industry of 

Casablanca. 

How and when the 

association was born? 

We have 12 years of life, started 

in 2001 as a necessity for 

organizing the agricultural 

producers of grape and the 

vineyards located in the 

Casablanca Valley, and to be 

represented under an entity that 

contribute with their 

development. 

What activities do you 

perform? 

We focus our efforts in three 

areas: tourism; oenology and 

viticulture; and the social 

responsibility of companies. The 

activities are varied, for example 

lectures for partners, courses 

about pesticides, and 

implementation of meteorologic 

stations to prevent the effect of 

frozen of the grapes. 

What are the main clients of 

the wine produced in 

Casablanca? 

Around 85% are international 

clients. We export a lot to Brazil 

in Latin America, Europe, United 

State, Canada, Middle East and 

Asia. 



¿Hay un compromiso con la 

gente de Casablanca? 

Nos preocupamos por que los 

habitantes de la comuna se 

involucren y precisamente 

tenemos muchos programas 

gratuitos que se basan en que los 

habitantes lleguen a las viñas, 

conozcan el proceso de 

elaboración para que hagan parte 

de su historia esta actividad, 

hacemos también el curso del 

vino, en donde se le enseña a la 

comunidad los aspectos básicos 

relativos a cómo servirlo, cual es la 

temperatura adecuada, los tipos 

de vino que les permitirán 

desempeñarse en algún restaurant, 

certificamos a quienes hayan 

rendido este curso. Otro de 

nuestros programas está dirigido a 

los niños de la ciudad, llamado 

“Pintando la Vendimia”, en que 

participan escolares de la comuna 

dibujando su impresión acerca del 

mundo vitivinícola. Cerca del 40% 

de la población de Casablanca 

trabaja directamente en la 

producción de las viñas. 

¿Hay aspectos técnicos del 

clima del valle para la calidad 

del vino? 

Sí, lo principal es un valle de clima 

frío, estamos sólo a 18 kilómetros 

del mar, tenemos neblina matinal, 

diferencias de temperaturas 

fuertes que genera una 

maduración lenta de la uva, lo que 

genera mejores aromas y sabores 

de vino que se esté elaborando. 

¿La designación de Valparaíso 

Casablanca Valley como la 

Décima Capital Mundial del 

Vino es un fuerte impulso al 

turismo local? 

Es una nueva forma de abrir la 

puerta al turismo en Casablanca, 

Valparaíso nos complementa su 

bohemia, la oferta hotelera, 

lugares en donde se pueden 

ofrecer nuestros paquetes 

turísticos, los cuales son 

personalizados dependiendo de lo 

que el turista esté buscando, nos 

entrevistamos con los clientes y le 

ofrecemos lo que tenemos para 

que puedan disfrutar de las 

variadas actividades ya sean en las 

viñas como las costumbres propias 

del campo. 

¿Otro de los hitos importantes 

en este rubro es el acuerdo de 

colaboración con Mendoza, 

Argentina? 

Sí, firmamos este convenio de 

colaboración que consiste en 

publicitarnos mutuamente 

ofreciendo nuestros servicios en 

ambos países, ellos también son 

capital mundial del mundo, somos 

en Latinoamérica las dos únicas

Is there any compromise with 

the people of Casablanca? 

We care about the participation 

of the community. We have a lot 

of free programs based on visits 

to the vineyards, to know the 

elaboration process of wine and 

to be involved in the history of 

this activity. 

We also have the wine course, 

where we teach to the 

community the basics about how 

to serve the wine, its adequate 

temperature and the different 

types. It allows them to work in 

some restaurant and they obtain 

a certificate of the course. 

Another of our programs is 

oriented to the children of the 

city, it is called 'painting the 

harvest', where students of the 

community take part by painting 

their impressions about the wine 

world. 

Near the 40% of the population 

of Casablanca are directly 

involved working in the vineyards 

production. 

Are there technical aspects of 

the valley's weather that 

affects the quality of the wine? 

Yes, the main aspects are that the 

weather of the valley is cold, it is 

located just 18 km from the sea, 

it has a morning fog and strong 

differences of temperatures that 

allow the slow maturation of the 

grapes, obtaining better scents 

and flavours in the elaboration of 

wines. 

Is the designation of 

Valparaiso-Casablanca valley 

as the tenth Wine world 

capital beneficial for the local 

tourism? 

It is a new way to open the door 

to the tourism in Casablanca. It 

is complemented with the 

bohemian life of Valparaiso, its 

hotel offer and places offer our 

tourist packages oriented to 

different kind of tourist according 

what they are looking for. We 

meet the customers and we offer 

them what we have, so they can 

enjoy of the variety of activities 

of the vineyards and the local 

customs of the country. 

Is the agreement with 

Mendoza other important 

fact for the sector? 

Yes, we signed this agreement for 

mutual collaboration in 

advertising our services in both 

countries. They are also World 

Capital of Wine. We are the only 

two cities in Latin America with 

this title and our proximity is 

beneficial for everybody. 

The association is focusing its 

efforts to achieve to be the main 

touristic destiny in the Wine 

World, where is highlighted its 

Pinot Noir and Sauvignon Blanc

Miradores conversó con una de las personalidades más queridas 

en la escena política nacional, hablamos de la actual alcaldesa de 

Viña del Mar Virginia Reginato, quien nos contó sobre las 

bondades de la ciudad considerada como la capital turística de 

Chile y sobre los riegos que traería la ley que privatiza el Casino 

Municipal de la Ciudad, lo que afectaría gravemente a las arcas 

municipales. 

'Miradores' spoke with one of the most beloved personalities in 

the national political scene, the Mayor of Viña del Mar Virginia 

Reginato who spoke about the attractions of the city considered 

the tourist capital of Chile and about the risks of the law that 

would privatize the Municipal Casino that would seriously affect 

the council finances. 

¿Cuáles piensa que son los 

atributos más destacables que 

posee la ciudad con respecto al 

turismo? 

Viña es atractiva todo el año y todo 

el día. En su oferta turística 

destacan su borde mar, con su 

moderno parque costero, el 

remozado paseo del balneario de 

Reñaca, sus playas y el parque 

Costero, cuyo diseño y 

equipamiento lo ha transformado 

en la plaza ciudadana para los 

viñamarinos y en una postal viva 

para que los turistas disfruten junto 

a su familia. 

What are the most significant 

attributes that the city has, 

regarding to the tourism? 

Viña is attractive all year and all day 

long. The tourist offer highlights its 

coastline, the refurbished walk of 

Reñaca, the beaches and the 

coastal walk whose design and 

equipment has resulted in a public 

square for its inhabitants and for 

the tourists to enjoy with their 

families. 



En él se hace deporte, se disfruta 

del sol, del aire puro, de unos 

atardeceres mágicos. Cada sector 

del plan tiene su propio paisaje y 

distintas alternativas para un gran 

panorama. 

La agenda cultura también agrega 

valor a Viña del Mar como opción 

turística. En la Sala Viña del Mar de 

la Corporación Cultural siempre 

hay interesantes exposiciones; e l 

Museo Artequin y Castillo Wulff 

son activos centros culturales y el 

Museo Fonck permite apreciar la 

milenaria cultura de Isla de Pascua. 

El Casino Municipal de juegos, es 

por cierto el protagonista para la 

diversión para adultos, que junto a 

las alternativas gastronómicas, 

hace de la noche viñamarina una 

buena manera para alargar los 

días. 

¿Es Viña del Mar la capital turística 

de Chile? 

No sólo por volumen de visitantes, 

también lo es por reconocimiento. 

Durante los tres últimos años 

importantes e independientes 

estudios de opinión han destacado 

a Viña del Mar como la mejor 

ciudad de Chile, para vivir, trabajar, 

estudiar y visitar. Este marcado 

posicionamiento nos da también 

un claro liderazgo dentro del 

sector turístico. Y si a lo anterior 

sumamos estudios de audiencia y 

de posicionamiento internacional, 

hace que eventos emblemáticos de 

la ciudad, como el Festival de Viña 

del Mar y el ATP sean reconocidos 

como grandes aportes de la 

imagen país, por lo que no se 

puede negar que Viña es la capital 

turística de Chile.

¿Cuáles son los desafíos que

Los desafíos los estamos 

abordando hoy. Se están 

realizando importantes obras de 

adelanto en materia vial, como la 

subida Alessandri, pavimentación 

numerosas calles en la población 

Vergara, y en el sector de Reñaca 

se está construyendo una nueva vía 

que mejora la conectividad norte 

sur de la comuna. A ello 

agregamos los estacionamientos 

subterráneos en e l subsuelo de la 

Plaza Sucre. 

En materia de gestión pública, 

nuestra gran tarea es la cruzada de 

defensa por mantener bajo la 

propiedad municipal las licencias 

de nuestro casino de juegos. 

In this place people can practice 

sports, enjoy the sun, pure air and 

magical sunsets. Each area of the 

center has its own landscape and 

different alternatives for having a 

good time. 

The cultural offer also adds value to 

Viña del Mar as a tourist alternative. 

In “Sala Viña del Mar” of the 

Cultural Chamber there are always 

interesting exhibitions. Both the 

Museum 'Artequin' and 'Castillo 

Wulff' are active cultural sites, and 

the 'Fonck' museum shows the 

ancient culture of Eastern Island. 

Certainly, the Municipal Casino is 

the main adult attraction along with 

the gastronomic alternatives, that 

makes of the Viña del Mar nights a 

good way to lengthen the days. 

Is Viña del Mar the tourist 

capital of Chile? 

Yes, not only because of the 

volume of tourists, but also 

because it is recognized as the 

tourist capital. During the last 

three years important opinion 

surveys have highlighted Viña del 

Mar as the best city to live, work, 

study and visit. This positioning 

gives us the leadership in the 

tourism sector. Also, if we consider 

survey results and international 

positioning, they make those iconic 

events as the Festival of Viña del 

Mar and ATP to be recognized as 

mayor contributions to the country 

image. We can't deny that Viña is 

the tourism capital of Chile. 

What activities carry out the 

city council to encourage the 

tourist visitors? 

There is a technical office that 

permanently brings together the 

public and private sector to collect 

information of the tourist offer and 

also agreements on promotional 

strategies for the big industry of this 

sector as well as for the public. 

Our commitment is with the local 

tourism, regarding to Santiago, and 

with Argentina, Brazil and Perú in 

what concerns to international 

markets. 

What are the challenges that 

face the city in the next years? 

We are addressing the challenges 

today. There are significant 

roadworks in progress as the one 

in 'Subida Alessandri', paving a 

number of streets in 'Población 

Vergara' and in Reñaca there is a 

work in progress that improves the 

north to south connectivity of the 

district. Finally, we can add the 

underground parking in the 

basement of 'Plaza Sucre'. 

In terms of public management our 

main task is to maintain under the 

city council property the licenses of 

our Casino. 

¿Qué actividades realiza el 

municipio para incentivar la llegada 

de visitantes? 

Existe una mesa de trabajo que de 

forma permanente y técnica reúne 

al sector público y privado para 

levantar información de la oferta 

turística y también para consensuar 

las estrategias promocionales, tanto 

para las empresas mayoristas del 

turismo, como también para el 

público final con dedicación a los 



¿Es la cultura un punto fundamental 

en la vida social de la ciudad y sus 

habitantes? 

La comunidad viñamarina desde su 

fundación ha sido amiga del arte de 

la cultura y el deporte. Ello se 

refleja en sus edificios patrimoniales 

y en su trazado urbano. Por ello la 

Municipalidad siempre ha tenido 

que asumir un importante rol 

gestor en esta área. Esta 

Municipalidad es dueña del Casino 

de juegos, de importante hoteles, y 

de los principales edificios y 

parques de la comuna. También ha 

sido la creadora de grandes 

eventos, como el Festival 

Internacional de la Canción, el 

Festival Internacional de Cine, el 

concurso ejecución musical Luis 

Sigall y a través de la Corporación, 

cada año genera la temporada 

cultural. 

Durante mi administración además, 

la Casa del Deporte ha sido la 

unidad municipal que ha impulsado 

el desarrollo deportivo de la 

comuna, tanto en infraestructura, 

como en programas gratuitos para 

la actividad física de toda la familia. 

Llama la atención la alta aprobación 

que su gestión como jefa comunal 

despierta en sus habitantes. 

¿A qué piensa que se deba? 

Yo solo tengo palabras de 

agradecimientos a los viñamarinos 

por su confianza, apoyo y cariño, 

que por cierto es recíproco, 

porque esta ciudad es parte 

fundamental de mi vida y por eso 

le dedico cada día a trabajar por su 

progreso y el bienestar de todos 

sus habitantes. 

El desarrollo que se registra 

actualmente en la ciudad se debe 

en gran parte a los ingresos que se 

reciben por el Casino Municipal, 

¿Cómo los afectaría la nueva ley 

que entra en vigencia en dos años 

más y que privatiza dichas salas de 

juegos? 

Perder la licencia del Casino 

Municipal sería una gran tragedia. 

Sin estos recursos Viña del Mar 

iniciaría un progresivo período de 

deterioro y su Municipalidad 

perdería toda su capacidad de 

gestión para realizar obras de 

adelanto. Sin Casino no hay 

progreso, esto no es un slogan, es 

una lamentable pero gran verdad. 

¿Que actividades realizarán para 

impedir que esta ley se concrete? 

Esta es una lucha no sólo de Viña 

del Mar, sino que además una 

batalla de Arica, Iquique, 

Coquimbo, Pucón, Puerto Varas y 

Puerto Natales. Estas 7 comunas 

nos hemos organizado en una 

Asociación de Municipios con 

Casinos, que yo tengo el honor de 

presidir y de liderar todas las 

gestiones que se han hecho, se 

hacen y se harán a nivel de 

Gobierno, el Parlamento y también 

de acciones de participación 

ciudadana para mostrarles a las 

autoridades que no permitiremos 

tal injusto despojo. Todavía tengo 

esperanza que este gobierno 

evitará una tragedia que afectará a 

más de un millón de chilenos. 

Is the culture a main aspect of 

the social life of the city and its 

inhabitants? 

Since its foundation, the 

community of Viña del Mar has 

been a friend of the culture, art and 

sports. This is reflected in its 

buildings and urban layout. The 

city council has always had to 

assume an important management 

role in this area. This council is the 

owner of its casino, major hotels 

and important buildings and parks 

of the district. This city has also 

been the creator of major events 

as the 'Festival Internacional de la 

Canción', 'Festival Internacional de 

Cine', the music performance 

contests 'Luis Sigal' and each year 

through the corporation new 

cultural offer is generated. 

During my administration the 

'House of Sports' has been the unit 

that has driven the district sport's 

development, both in infrastructure 

as well as free physical activities for 

the whole family. 

Draws attention the high 

approval of the community to 

your administration. What do 

you think about this? 

I have only words of gratitude to 

the local community for their trust, 

support and love. It is reciprocal 

because the city is part of my life 

and as everyday I work for its 

progress and welfare of all its 

inhabitants. 

effect of the law that becomes 

effective in two more years and 

privatizes the casino? 

Loosing the Casino license would 

be a great tragedy. Without these 

resources will start a period of 

deterioration and the Council will 

loose its ability to manage 

development works. 'No Casino, 

No Development', this is not a 

slogan but it is a sad truth. 

What activities will be taken 

place to prevent this law to 

become effective? 

This is not only a Viña del Mar 

struggle, but also of Arica, Iquique, 

Coquimbo, Pucón, Puerto Varas 

and Puerto Natales. These 7 

districts have been organized as the 

"Association of Councils with 

Casinos”, which I have the honor 

to lead and direct all the efforts that 

have been made and will be made 

at a Government level to show to 

the authorities that we will not 

authorize such unjust measure. I 

still have the hope that this 

Government will prevent a tragedy 

that will affect more than one 

million Chileans. M 

The positive development that 

today we have in our city is 

due, in great measure, to the 

income received by the Casino. 

How do you think will be the

of Viña del Mar we find one of the

the tourists; Peru Avenue, whose 

construction dates back to 1930. 

Located between the street Uno 

Norte and San Martín Avenue, 

emerges as a meeting point for the 

tourists who are fascinated by the 

beauty of its sidewalks and its magic 

proximity to the coast, separated 

only by a set of rocks, on which 

many people spend long hours 

either contemplating the horizon 

or watching a romantic sunset 

coming. 

Among its numerous attractions, 

we will be able to distinguish 

restaurants and cafes and also the 

classic Casino Enjoy. In its central 

part, the area is adorned by the 

Square Colombia, where it is 

common to find puppet shows to 

entertain the little ones, in addition 

to three-wheeled pedal bikes for 

children and multiple playgrounds.

Los más grandes también tienen la oportunidad de jugar, un servicio que 

ofrece este lugar es el arriendo de bicicletas dobles y cuádruples para 

disfrutar de un paseo lleno de aventuras en un entorno donde se combina

de artistas locales. En definitiva, Avenida Perú constituye uno de los paseos 

preferidos por los turistas quienes aparte de disfrutar del abanico de 

actividades y lugares de entretención, tendrán la singular oportunidad de 

sentir el rocío del mar en su rostro, además de escuchar el imponente 

estruendo de las olas al chocar con las rocas del borde costero.

Miradores conversó con José Asquet, gerente zonal V 

Región de Caja Los Andes, quien nos comentó acerca 

de la importante labor que realiza esta organización, 

que desde el año 1953 entrega múltiples beneficios a 

sus afiliados. José Asquet lleva siete años a la cabeza de 

Caja Los Andes en la Región de Valparaíso, este 

hombre oriundo de la Séptima Región, casado y padre 

de dos hijos argumentó el importante rol que juega en 

la sociedad la institución que él representa, tanto en el 

aspecto social, económico y cultural de sus afiliados. 

¿Cuáles son los beneficios que entrega Caja Los 

Andes? 

Los beneficios que entrega Caja Los Andes, se dividen 

en tres grandes grupos, por un lado están las 

prestaciones legales, donde se agrupan las asignaciones 

familiares, el pago de licencias médicas de las personas 

que pertenecen a Fonasa y el subsidio de cesantía. En 

otro nivel se encuentran las prestaciones adicionales, 

donde destacan los beneficios vacacionales, becas de 

estudio y seguros de vida. Finalmente, el tercer grupo 

corresponde a las prestaciones complementarias. 

'Miradores' spoke with José Asquet, area manager of 

the V region of 'Caja Los Andes' who told us about the 

important task of this organization that since 1953 is 

delivering many benefits to its members. José Asquet 

has leaded Caja los Andes for seven years in the V 

region; he was born in the seventh region, married and 

a father of two. He highlighted the important role that 

the company represented by him is playing in the 

society, whether in the social, economic, and cultural 

aspects of its members. 

What are the benefits provided by “Caja los Andes”? 

They are divided into three groups, on the one hand 

are the legal benefits where we find the family 

allowances, the payment of medical licenses in case 

they belong to FONASA and the unemployment 

insurance. At other level we find the additional benefits 

where we find holiday benefits, scholarships and life 

insurance. Finally in the third level we find the 

complementary benefits.


Un dato importante a destacar, es 

la meta que nos hemos propuesto 

denominada “Desafío 2020”, cuyo 

objetivo es multiplicar por 14 los 

beneficios que se entregan 

actualmente, lo que significa un 

esfuerzo enorme teniendo en 

cuenta que sólo este año vamos a 

entregar 100 millones de dólares 

en beneficios sociales. 

¿Promueven actividades 

culturales? 

Sin duda, tenemos iniciativas 

propias y convenios a nivel nacional 

en el ámbito de la cultura. 

Localmente, tenemos un convenio 

con el edificio Cousiño del Duoc, 

apoyamos su cartelera cultural. 

Organizamos también el Festival de 

la Primavera en la Quinta Vergara, 

en donde logramos una 

convocatoria de 15 mil personas, 

próximamente realizaremos una 

nueva versión. 

En cada comuna de la Quinta 

Región trabajamos activamente 

para concretar proyectos 

culturales. 

¿En nuestro país, se respetan los 

adultos mayores? 

Creo que estamos al debe, falta un 

mayor respeto a nuestros adultos 

mayores, nosotros sabemos que el 

país se está envejeciendo, 

precisamente por esta razón 

queremos que la caja se 

transforme en el lugar de 

encuentro de las personas de la 

tercera edad, muchos de ellos 

están solos, hemos tomado un rol 

relevante en segmento de la 

población. 

Lo anterior, toma más fuerza 

teniendo en cuenta que esta región 

es la que registra la mayor cantidad 

de personas con edad avanzada, 

contamos con 40 mil pensionados 

que están afiliados a nuestra 

organización lo que representa el 

10 % a nivel país. 

Sin duda, la región es una zona 

privilegiada para los adultos 

mayores, muchas personas cuando 

les toca jubilar se trasladan a la 

Quinta Región por factores que 

recaen en las buenas condiciones 

climáticas existentes y lo bello de sus 

paisajes. 

¿Qué proyectos tiene la Caja los 

Andes en la región? 

Uno de nuestros principales anhelos 

es contar con un centro turístico y 

recreacional en el borde costero; 

abrir una Agencia en Isla de Pascua, 

para así estar presentes en todos los 

rincones de la región. Durante el 

segundo semestre de este año, 

inauguraremos una segunda 

sucursal en Valparaíso. 

Otro de nuestros grandes proyectos 

es la construcción de nuestro 

Edificio Corporativo en Viña del Mar, 

que en sus ocho pisos incluirá un 

Centro Día, una especie de 

guardería para adultos mayores, 

dotado de variados servicios como 

por ejemplo, talleres, cursos, piscina 

temperada, entre muchas otras 

actividades. Proyectamos inaugurar 

estas nuevas instalaciones durante el 

primer semestre del 2015. No nos 

cabe duda alguna que este edificio, 

con sus 8 mil mts.2, se constituirá en 

un referente de la seguridad social 

en la zona. 

An important point to highlight is 

our goal called 'Challenge 2020' 

which is to achieve multiply to 14 

today's benefits, which means a 

huge effort considering that for this 

year we are already delivering 100 

million dollars in social benefits. 

Do you promote cultural 

activities? 

Definitely, we have our own 

initiatives and also national 

agreements in this area. Locally we 

have an arrangement with the 

'Cousiño Building' of Duoc UC, we 

support its cultural program. Also, 

we organize the Spring Festival in 

'Quinta Vergara' where we 

gathered 15 thousand people, we 

will soon be having a new version. 

In each district of the V region we 

work hard to materialize cultural 

projects. 

In our country, are the elderly 

respected? 

I think there is a need of mayor 

respect towards our seniors. We 

know that the country is getting old 

and it is because of this reason that 

'Caja los Andes' wants to become 

the meeting place for the elderly 

people, many of them are alone. 

We have assumed an important 

role in this society segment. 

This point is even more important 

as this region is the highest number 

of elderly people; there are 40 

thousand pensioners who 

represent a 10% of the whole 

country. 

Undoubtedly, the region is a 

privileged area for seniors, it is 

common that when retiring people 

decide to move to the V region 

because of the good climate 

conditions and the beauty of its 

landscapes. 

What projects has “Caja los 

Andes” in the region? 

One our main dreams is to have a 

tourist and recreational center on 

the coast and open a branch in 

Eastern Island in order to be 

present in every corner of the V 

region. During the second 

semester of this year we will open 

a second branch in Valparaíso. 

Another of our major projects is 

the construction of our corporative 

building in Viña del Mar, in its eight 

floors will include a day center, 

something as a nursery for seniors 

that will have workshops, heated 

pool, among other activities. We 

plan to open these new facilities in 

the first semester of 2015. We 

have no doubts that this building 

with its 8 thousand square meters 

will become a benchmark of the 

social security in our region. M

The clay's corner. Flavours and customs of our land 

l entrar al restaurante “El Rincón de la Greda” lo 

Aprimero que logramos identificar es que la gente está 

cenando como si estuviera en la comodidad de su 

casa. Risas, buena compañía, melodías folclóricas que 

mezcladas con el aroma de los variados platos de comida 

chilena que se preparan, hacen de este local un excelente 

panorama para degustar los míticos sabores de nuestra 

gastronomía criolla, todo en un entorno caracterizado por la 

buena atención y la variedad de su carta. 

En plena Avenida San Martín, cercano al Casino Municipal y 

en medio de una variada oferta gastronómica, emerge esta 

singular propuesta, única en el sector que busca rescatar 

esas recetas que han marcado un sello propio a la cocina 

chilena. 

Upon entering to the restaurant 'The clay's corner', the first 

thing that we can identify is people comfortably dining, as if 

they were in their home. Laughs, good company and 

folkloric melodies are mixed with the scents of the variety of 

Chilean dishes offered by the restaurant. This makes it an 

excellent alternative to taste the mystical flavours of our 

native gastronomy in an atmosphere of good customer 

service and variety of the menu. 

The restaurant is located in San Martin Avenue, near the 

Municipal Casino and surrounded by an extensive 

gastronomic offer. This singular proposal is unique in the 

field looking to rescue the recipes that has marked its 

particular stamp in the Chilean cuisine.

gerente general del restaurante, 

Rodrigo Quintanilla, quien nos 

manifestó su pasión por evocar 

recuerdos a sus clientes 

mediante la comida. 

¿Cómo nace la idea de instalar un 

restaurante de comida chilena en 

el centro de Viña del Mar? 

Era un sueño que tenía desde que 

era pequeño, pero nunca se me 

dio la oportunidad de concretarlo, 

yo vengo de un mundo totalmente 

distinto al de la gastronomía, antes 

trabajaba en una empresa familiar 

de camiones, pero tras planes y la 

idea latente, decidí junto a mi 

esposa cambiar el rumbo, así es 

como el 27 de septiembre del año 

2012 inauguramos “El Rincón de la 

Greda”. 

¿La idea fue siempre focalizarlo 

en las comidas típicas chilenas? 

Siempre, la cocina chilena es muy 

bonita, tiene muchos platos y miles 

de sabores que se entremezclan 

La recolección de recetas fue un 

trabajo de aproximadamente un 

año recorriendo distintos rincones 

del país. identificando sabores, 

aromas, presentaciones y cuidando 

que la preparación se ajustara a la 

receta original, es así que platos 

como las pancutras o los porotos 

con cuero de chancho toman un 

rol protagonista en las mesas del 

local. 

¿Y qué tal la respuesta del 

público? 

Muy buena, nunca pensé que en 

tan poco tiempo íbamos a tener el 

éxito que hemos alcanzado el día 

de hoy, generalemente la gente en 

la zona es muy conservadora y van 

a comer a lugares determinados, 

pero las personas que llegan a 

probar nuestros platos siempre 

vuelven, incluso hay fines de 

semana que se hacen filas para 

entrar al restaurante. 

¿Existe una importante valoración 

al rescate cultural de la cocina 

chilena? 

Sí, ése es nuestro objetivo, hay un 

tema patrimonial importante y por 

ejemplo queda de manifiesto 

cuando un cliente al comer alguna 

de nuestras preparaciones 

comenta que le recuerda a los 

sabores que experimentaron en su 

niñez, y es que rescatamos muchas 

recetas que con el paso del tiempo 

han quedado en el olvido o platos 

que la gente hoy en día reemplaza 

por comida rápida o internacional. 

'Miradores' spoke with the 

general manager of the 

restaurant Rodrigo Quintanilla, 

who told us about his passion for 

evoking memories in the clients 

through the food. 

How the idea of installing a Chilean 

food restaurant in the centre of 

Viña del Mar was born? 

It was a dream that I had since I 

was a child, but I never had the 

opportunity to do it. I have a 

background completely different to 

gastronomy. I worked before in the 

family business of trucks, but after 

planning with my wife, we decided 

to change our direction. So, on 

September 27th of 2012 we 

opened the restaurant. 

Was the focus on Chilean food 

always your idea? 

Always, the Chilean food is 

beautiful. There are a lot of 

different dishes and thousand of 

flavours mixed together. The 

collection of recipes took around 

one year around different corners 

of the country, identifying flavours, 

scents and presentations. 

We are concerned about the 

preparation for maintaining the 

original recipe. In this way, dishes 

as 'Pancutras' and 'Porotos with 

pigskin' are protagonist in the 

restaurant menu. 

How has been the client's 

response? 

It has been really good. I never 

though that we were going to be 

so successful in a short time. 

Generally, local people are very 

conservative and they eat in specific 

places, but when they try our 

dishes they always come back. 

Even on weekends there is a 

queue to enter the restaurant. 

Is there any important valuation 

of the rescue of Chilean cuisine? 

Yes, that is our goal. There is an 

important patrimonial topic that is 

showed for example when clients 

remember their child age thankyou 

to some special dish. We rescued a 

lot of recipes that with the time has 

been forgotten or changed for fast 

food or international.

Mientras conversamos con este 

amante de la cocina chilena, 

además de degustar un costillar 

con puré picante, las mesas 

comienzan a llenarse de 

comensales encantados por el 

ambiente que se respira en el 

restaurante, porque además de la 

variada oferta gastronómica, el 

lugar está decorado con diferentes 

adornos y jarrones de greda, todo 

en armonía para trasladar a sus 

clientes a lo más genuino de 

nuestra cultura popular. 

Avanzamos en la conversación, 

adentrándonos en el ámbito 

familiar, este padre de dos hijas 

pequeñas nos contó que este 

desafió fue posible gracias al apoyo 

incondicional otorgado por sus 

padres y su esposa. 

¿Fue importante el apoyo 

familiar? 

Si, siempre este trabajo demanda 

mucho tiempo, los fines de semana 

generalmente hay mucho trabajo, 

pero es necesario compatibilizarlo 

con la familia. Nosotros somos 

cinco hermanos, todos deportistas 

y una de las enseñanzas 

fundamentales que nos inculcó 

nuestro padre es hacer las cosas 

bien, sino, mejor no hacerlas y 

creo que gran parte del éxito 

obtenido hoy en día radica en esas 

lecciones. 

En cuento al equipo de trabajo, 

¿Costó encontrar al personal ? 

Sí, fue un trabajo bastante difícil, 

pero finalmente encontramos a las 

personas idóneas para los puestos, 

somos una familia y eso trato de 

demostarlo día tras día, si alguno 

tiene un problema tratamos de 

resolverlo, existe la preocupación. 

Por ejemplo, en la hora de 

colación nos sentamos juntos a la 

mesa y compartimos de una 

agradable conversación, es 

importante mantener un buen 

clima al interior del restaurante. 

¿Hay recetas que despiertan más 

interés en el público? 

Todos los platos tienen una historia 

particular, tenemos por ejemplo el 

“curanto” con una receta de un 

viaje que realicé a Puerto Montt, 

otro de los apetecidos platos que 

ofrecemos son las prietas 

artesanales, que nos confecciona 

una empresa en la ciudad de 

Constitución. 

Los postres, también llaman 

mucho la atención y por supuesto 

siguen con la línea, tenemos; leche 

asada, torta de mil hojas, mote con 

huesillos, suspiro del Elqui y leche 

nevada. 

As we speak with this lover of 

Chilean cuisine, tasting a rib with 

spicy mash, the tables of the 

restaurant begin to fill with clients 

delighted by the atmosphere. In 

addition to the variety of the menu, 

different ornaments and clay jars 

decorate this place, in harmony 

with the most genuine of our 

popular culture. 

We follow up the conversation on 

the family topic. This father of two 

small daughters told us that this 

challenge was possible thanks to 

the support of his parents and his 

wife. 

Was family support important? 

Yes, this job is always demanding a 

lot of time. Generally, on 

weekends there are a lot of work, 

but it is necessary to complement it 

with the family time. We are five 

brothers, all of us sportspeople; 

one of the main learning from our 

father was to do things right, 

otherwise not to do it. I thing that 

one of the main causes of our 

success is thank to this learning. 

Was too difficult to find the work 

staff? 

Yes, It was a really hard job, but 

finally we found the right people 

for covering the positions. We are 

a family and I try to demonstrate it 

day by day, if somebody has a 

problem we work to solve it, for 

example in the lunch time we sit 

together and share a nice 

conversation. It is important to 

maintain a good working 

environment in the restaurant. 

Are there more attractive recipes 

for the customers? 

All the dishes have a particular 

history, for example the 'Curanto' 

has a recipe that I made in Puerto 

Montt. Another of the desired 

dishes that we offer is the 

'handmade prietas', made in the 

city of Constitucion. 

The desserts are also very popular, 

and of course are in the same line. 

We have 'Leche asada', 'Pastel de 

milhojas', 'Mote con huesillos', 

'Suspiro del Elqui' and 'Leche

Our business is to improve the image of our clients 

"Producciones Digitales"nace en el año 1997 con el objetivo de prestar 

un servicio integral a sus clientes, hoy en día es una de las empresas 

destacadas de la región en donde resalta la juventud de sus 

trabajadores y la calidad de sus productos. 

"Miradores" conversó con Maritza Barrera, ingeniera de 24 años, 

quien pese a su corta edad, asumió la gerencia en gestión de procesos 

de la compañía viñamarina "Producciones Digitales", empresa que 

trabaja en el rubro grá co, en donde podremos encontrar servicio de 

impresión tradicional y digital, aparte de la elaboración de 

estructuras metálicas e instalaciones. 

¨Digital Productions¨ was founded in 1997 with the aim of providing a 

fundamental service to its clients. Nowadays is one of the leading 

companies of the region, in which stands out the youth of the workers 

and the quality of the products. 

¨Miradores¨ spoked with Maritza Barrera, a 24-years-old engineer, 

who despite her young age, took over the process of administration of 

the company ¨Digital Productions¨, located in Viña del Mar. The 

company specializes in the graphic area and we can nd traditional 

and digital printing service, in addition to the production of metal 

structures and installations.

¿Cómo nace Producciones 

Digitales? 

La empresa comenzó sus 

funciones en el año 1997 

enfocándose principalmente a 

labores de imprenta y estructuras 

metálicas, poco a poco fue 

creciendo, invirtiendo en otros 

proyectos y fue aumentando la 

oferta, después se trasladó a este 

nuevo local y la respuesta del 

público ha sido favorable. Al 

principio el fundador de la 

empresa muchas veces hizo 

múltiples labores, ahora es 

distinto, somos cerca de 55 

personas, dedicadas a la atención 

del cliente.

How was ¨Digital Productions¨ 

born? 

The company began its 

operations in 1997 focusing 

mainly on metal structures and 

printing work. It was gradually 

growing by investing in other 

projects and by increasing the 

offer, later moved to this new 

location and the public response 

was favorable. At the beginning, 

the founder of the company was 

often doing multiple tasks; it is 

different now, we are nearly 55 

people dedicated to the 

attention of the customer.

Por lo que pudimos apreciar en 

su mayoría los trabajadores son 

bastante jóvenes, ¿Están 

enfocados en este sentido? 

El promedio de edad de nuestros 

trabajadores rodea los 32 años, 

generalmente son las personas 

jóvenes los más interesados en 

trabajar en el ámbito del diseño, 

sin embargo, a la hora de reclutar 

gente, la edad no es un factor 

preponderante, lo que sí nos 

interesa es trabajar con personas 

que entiendan la necesidad de 

nuestros clientes, esa es la base 

de nuestra labor cotidiana, a 

veces llegan clientes que buscan 

algo rápido y práctico u otros 

que se interesan por algo 

novedoso y creativo, que a veces 

demanda un poco más de 

tiempo. 

¿Es competitivo el rubro de la 

impresión y del diseño en la 

Quinta Región? 

Las empresas más grandes están 

en la Región Metropolitana. 

Nuestro servicio es único en la 

zona, entregamos un producto 

íntegro, no sólo en impresión, 

sino que también puede incluir el 

diseño, asesorando a nuestros 

clientes. 

Es así como hemos logrado 

mantener importantes clientes, 

tales como: Ilustre Municipalidad 

de Viña de Mar, Mall Marina 

Arauco, establecimientos de 

educación superior, tiendas 

comerciales, inmobiliarias, etc. 

A tu corta edad, ¿Es complejo 

tener que tomar decisiones? 

No, la verdad que este trabajo es 

un desafió constante, nunca me 

había tocado trabajar con 

diseñadores, es un mundo 

totalmente distinto. Hay un clima 

propicio para trabajar, sin 

embargo, siempre las reglas son 

claras. 

By what we can see, the majority 

of the workers are quite young. 

Are you focused on this 

direction? 

The average age of our workers is 

about 32 years. Generally, young 

people are more interested in 

working in the field of design. 

However, at the moment of 

recruiting people, age is not a 

prevailing factor. What we want 

is to work with people who 

understand the needs of our 

customers; this is the basis of our 

daily work. Sometimes clients 

come looking for something 

quick and convenient or others 

who are interested in something 

original and creative, which 

usually demands a little more 

time. 

Is the area of printing and 

design competitive in the Fifth 

Region? 

The largest enterprises are in the 

Metropolitan Region. Our service 

is unique to the area, we deliver a 

trustworthy product, not only in 

printing, but it can also include 

the design, advising at the same 

time our clients. 

This is how we have managed to 

have important customers, such 

as: the distinguished Municipality 

of Viña del Mar, the shopping 

centre Marina Arauco, 

establishments of higher 

education, shops, real estate 

agencies etc. 

Is it complicated to have to 

make decisions at your age? 

No, the truth is that this work is a 

constant challenge. I had never 

worked with designers before; it 

is an entirely different world. 

There is a favourable 

environment to work; 

nevertheless, the rules are always

Esta verdadera joya, que 

evidencia una época de 

esplendor económica en 

Viña del Mar está ubicada en 

calle Quillota con 3 Norte, en la 

época colonial este lugar era una 

vía de conectividad que unía el 

Valle de Aconcagua con el 

puerto de Valparaíso. 

Corría el año 1907 cuando el 

acaudalado empresario y hombre 

ligado a la banca, Fernando Rioja 

Medel adquirió 40 mil metros 

cuadrados de la Quinta San 

Francisco en la comuna de Viña 

del Mar. Para la construcción del 

enorme palacio confió en el 

talentoso arquitecto Alfredo 

Azancot Levi, dejando a un grupo 

de arquitectos para que se 

encargaran de la decoración del 

interior, los que posteriormente 

plasmaron en la mansión los 

estilos del Barroco Imperio, 

Rococó y Chesterfield. 

This real gem which shows a time 

of economic splendor in Viña del 

Mar, is located in 'Calle Quillota' 

with '3 norte'. In colonial times 

this place was a connectivity 

pathway linking the Aconcagua 

Valley with the port of 

Valparaíso. 

It was on 1907 when the wealthy 

businessman Fernando Rioja 

Medel bought 40 thousand 

square meters of the 'Quinta San 

Francisco' in Viña del Mar district. 

For the construction of the 

palace he trusted the talented 

architect Alfredo Azancot leaving 

a group of architects in charge of 

the interior decoration, who 

embodied the place with the 

Baroque, Rococo and 

Chesterfield styles.

La construcción del palacio se 

realiza con materiales 

antisísmicos, tras la experiencia 

vivida en el terremoto de 1906 en 

donde las rígidas obras de ladrillo 

sufrieron los embates de la 

naturaleza. Los mil 620 metros 

cuadrados se edificaron a base 

de una tabiquería de madera de 

roble apernada, reforzada por 

vigas de fierro. 

El elegante e imponente Palacio 

Rioja es el claro reflejo de la 

recordada "Belle Époque" que en 

1910 vivió la sociedad de Viña del 

Mar. De sus habitaciones, destaca 

el gran salón, el comedor, la 

biblioteca y los salones imperio, 

Los Boulles, Rosado y Celeste. 

Sus muebles los componen 

piezas importadas principalmente 

de España y Francia. En sus 

jardines podremos podremos 

admirar especies arbóreas 

originales de Japón, Brasil, 

Australia, China e Islas Norfolk. 

Originalmente, el terreno en 

donde está emplazado el palacio, 

denominado como Quinta San 

Franciso, constituyó la primera 

residencia de la reconocida 

familia Vergara, quienes luego de 

venderla se trasladan en forma 

definitiva hasta la Quinta Vergara. 

Cabe destacar, que 

anteriormente al palacio y sus 

jardines se anexaban cuatro 

manzanas unidas, rodeadas por 

un parque palmario y entre sus 

dependencias podíamos 

encontrar canchas de tenis, 

piscinas, teatro al aire libre y 

caballerizas. Hoy su extensión 

está reducida sólo al palacio y 

jardín, sin embargo, conserva su 

distinguida estructura y singular 

historia. 

En julio de 1956, el palacio es 

adquirido por la Municipalidad 

de Viña del Mar, desde entonces 

sus instalaciones son ocupadas 

para diversos actos culturales . 

Para el año 1971 funciona como 

sede de la alcaldía y finalmente 

en 1979 el Palacio Rioja fue 

destinado como Museo de Arte 

Decorativo con una colección de 

fines del siglo XIX y principios del 

siglo XX. 

El 14 de mayo de 1985 fue 

declarado Monumento Histórico 

Nacional por el Ministerio de 

Educación. 

The construction of the palace 

was made with special 

earthquake-resistant materials, 

following the experience of the 

earthquake of 1906 in which 

many of the brick walls suffered 

the consequences. The 620 

square meters were built based 

on oak reinforced on iron beams. 

The elegant and imposing 

“Palacio Rioja” is a clear 

reflection of the memorable 

'Belle Epoque' in which the Viña 

del Mar society lived by the year 

1910. Among the rooms, the 

highlights are the great hall, the 

dining room, the library and the 

saloons 'The Imperial', 'The 

Boulles', 'The Pink' and 'The blue'. 

The furniture pieces are 

composed by pieces imported 

mainly from France and Spain. 

Also, in the garden we can 

admire original tree species from 

Japan, Brazil, Australia, China and 

Norfolk Islands. 

Originally, the land where the 

palace is currently located, 

known as 'Quinta San Francisco', 

was the first residence of the 

well-known family 'Vergara' who 

after selling it moved to the 

'Quinta Vergara'. 

Also, prior to the existence of 

the palace and its gardens, four 

blocks were attached to the land, 

surrounded by a palm tree park 

and swimming pools, tennis 

courts, outdoor theater and 

horse stables. Today its extension 

is reduced only to the palace and 

garden, however it still retains its 

unique structure and 

distinguished story. 

In July of 1956, the palace was 

acquired by the Council of Viña 

del Mar and since then its 

facilities are occupied for 

different cultural events. In the 

year 1971 it serves as the 

headquarters of the Council and 

finally in the year 1979 the 

“Palacio Rioja” it is occupied as a 

“Museum of Decorative Arts” 

with a collection of the late 

nineteenth and early twentieth 

centuries. 

The 14th of May of 1985 the 

Ministry of Education declared 

the palace a National Historic

La comuna de Concón podríamos definirla como una ciudad que 

se destaca por la importancia que le da al desarrollo de su 

gastronomía, platos y lugares a los que se le anexa un hermoso 

paisaje, bellas costas y un tradicional campo dunar. En al año 

1995 la ciudad se independizó de su vecina Viña del Mar y 

comenzó un rápido crecer turístico, como respuesta a una gran 

oferta hotelera y gastronómica. Miradores conversó con el primer 

y actual alcalde de la Comuna, Oscar Sumonte, quien nos entregó 

su apreciación respecto al crecimiento y paralelamente al 

resguardo de su patrimonio local. 

The district of Con-Cón can be defined as a city that is known for 

the importance given to the development of its gastronomy, 

adding beautiful landscapes, a lovely coastline and a traditional 

dune field. In the year 1995 the city became independent from its 

neighboring city Viña del Mar and gained a fast paced tourism 

growth, in response to a wide offer of hotels and restaurants. 

'Miradores' spoke with the first and current Mayor, Oscar 

Sumonte, who gave his assessment of the growth and also of the 

preservation of the city's local heritage. 

¿Cómo podría conceptualizar a la 

comuna de Concón? 

Esencialmente nuestra comuna es 

acogedora del turista, ya sea 

nacional o internacional, tiene la 

particularidad de ser la capital 

gastronómica de Chile, tenemos 

una extensa red de restaurantes a 

lo largo de la costa y a la vez en el 

plan de la ciudad. Durante el año 

preparamos una serie de 

celebraciones que buscan por un 

lado resguardar nuestra identidad , 

y por otro, ofrecer una 

oportunidad para que el turista 

conozca la cultura de Concón. 

How could you define the 

commune of Con-Cón? 

Essentially our commune is a very 

welcoming one with their guests, 

whether he is local or foreigner. It 

also has the singularity of being the 

gastronomic capital of Chile; we 

have an extensive network of 

hotels and restaurants along our 

coastline and also in the city center. 

During the year, we prepare a 

variety of celebrations that seek, on 

the one hand, to protect our 

identity and, on the other, to 

provide the tourist an opportunity 

to know the local culture of Con- 

Cón.

Uno de los eventos que convoca a 

gran cantidad de visitantes en la 

preparación de la Corvina más 

grande del mundo ¿Cómo nace la 

idea? 

Esta celebración que realizamos 

durante el mes de febrero, nace 

con el fin de buscar una identidad 

de la comuna, justamente en el 

año que nos separamos de Viña 

del Mar, nos reunimos con 

empresarios del rubro 

gastronómico y turístico para 

buscar un proyecto que rescatara 

el alma de Concón. Un tema 

importante a destacar, es que 

Concón es la primera ciudad que 

firma un acuerdo de producción 

limpia en el sector gastronómico. 

Partimos con 100 metros de 

corvina y año tras año rompemos 

nuestro récord ya estamos en 109 

metros y el próximo año lo 

inscribiremos en el libro récord 

Ginness. 

En el encuentro participan cerca de 

20 locales de comida, quienes 

preparan este tradicional pescado, 

todo esto en un marco de baile y 

música en vivo lo que encanta a las 

personas que nos visitan. 

¿Cuáles son los atractivos que 

despierta la ciudad en las personas 

que llegan a sus costas? 

A los turistas les atrae mucho el 

hecho de tener la posibilidad de 

comprar el pescado fresco, 

tenemos dos caletas de 

pescadores, en donde pueden 

encontrar gran variedad de 

mariscos y pescados a precios 

razonables, estas mismas caletas se 

preocupan en mantener viva la 

celebración religiosa de San Pedro 

en el mes de julio, donde los 

trabajadores del mar realizan 

diversas ceremonias con el fin de 

tener un año que se les genere 

tranquilidad económica. 

Concón en los últimos años ha 

crecido bastante en cuanto a la 

oferta inmobiliaria, grandes y 

lujosos edificios se han emplazado 

sobre su superficie ¿El municipio 

realiza gestiones para evitar la 

saturación de estos proyectos? 

Cuando creamos la ciudad como 

tal, el plan regulador que rige las

One of the events that gather a 

huge quantity of visitors is the 

preparation of the Largest 

Corvine fish of the World. How 

this idea was born? 

This event, that takes place in 

February, is born in order to find an 

identity for the district in the year 

we became independent from Viña 

del Mar, we gathered with the 

tourism and gastronomic 

businessmen to find a project that 

would exalt the soul of Con-Cón. 

An important issue to highlight is 

that Con-Cón is the first city on 

signing a clean gastronomic 

production agreement. We started 

with 100 meters of Corvine fish 

and year after year we broke our 

own record, today we are in 109 

meters and next year we will be in 

the Guinness Records. 

This event gathers around 20 

restaurants that prepare this 

traditional fish, among dances and 

live music, which is delightful to our 

guests. 

What are the attractions of the 

city for the visitors? 

Many tourists love to have the 

opportunity to buy fresh fish, we 

have two fishing villages where 

they can find a large variety of 

seafood and fish at reasonable 

prices. These fishing villages also 

are the ones that maintain alive the 

traditional religious celebration of 

“San Pedro”, celebrated in July, 

where the fisherman perform 

some ceremonies in order to have 

a good economic year. 

In the last years Con-Cón has 

seen a considerable growth in 

terms of property offer, large and 

luxurious buildings have been 

placed around. Does the Council 

take actions for avoiding the 

saturation of these projects? 

When we created the city, the 

regulatory plan that provides the 

rules for the district was the same 

as for Viña del Mar, this regulation 

allowed the construction of tall 

buildings among other measures. 

Gradually the rules are changing 

with the aim to maintain a friendly 

district. 


Uno de los sectores que más llama la atención es el campo dunar, no 

sólo por el interés científico que despierta, sino también porque son 

tradicionales del sector, ¿Continua la defensa del sector para evitar la 

concreción de proyectos inmobiliarios? 

Las dunas son un tremendo patrimonio, lamentablemente cuando 

pertenecían a Viña no se cuidaron como era debido, originalmente iban a 

ser 50 hectáreas protegidas, finalmente estas se redujeron a 30. La presión 

inmobiliaria y económica nos hace que sea un desafió para los conconinos 

proteger este verdadero santuario de la naturaleza. 

Otro de los atractivos de Concón es la fiesta pirotécnica de fin de año, 

¿Cuáles son las sorpresas para este año? 

Hace algunos años nos sumamos a esta celebración típica de Valparaíso y a 

la que se plegó también Viña del Mar, este año las tres comunas 

inscribiremos esta celebración como el lanzamiento pirotécnico más largo 

del mundo en el Libro Guinness, en Concón existirán dos nuevos puntos 

de lanzamiento con lo cual será una gran fiesta que esperamos que 

impresione a quienes la observen. 

One of the most sticking areas is the dune field, not only because the 

scientific interest that it awakes but also because this is traditional of 

this area. Does the protection of this site continues in order to prevent 

further real state projects in the area? 

The dune fields are an important heritage, but sadly while they belonged to 

Viña del Mar they were not looked after properly, originally 50 acres were 

to be protected and eventually this was reduced to 30 acres. The 

economic and real state pressure makes a challenge for the locals to 

protect this nature's sanctuary. 

One of the attractions of Con- Cón is the pyrotechnics show of the 

new years eve, What are the surprises for this year? 

A few years ago we joined this typical celebration of Valparaíso, and well as 

Viña del Mar, and this year this three communes will enrol this celebration 

in the Guinness Record Book as the world's longest pyrotechnic launch. 

This year we will also add two new launching points making a big new 

year's eve party. M

incluye un paseo por sus 

playas, un recorrido por el 

humedal La Isla o una cabalgata 

junto a la desembocadura del río 

Aconcagua. Las actividades son 

múltiples en esta comuna costera 

situada hacia el norte de la 

región, pero sea cual sea el 

panorama, pasar por alguno de 

sus restoranes es una parada 

obligada: imposible no detenerse 

a probar sus especialidades en 

pescados y mariscos, además de 

sus tradicionales empanadas 

fritas rellenas con algún producto 

recién salido del mar. 

Undoubtedly, a visit in Con Con 

includes a walk along its beaches, 

a tour by the wetland La Isla or a 

horseback ride along the estuary 

of the Aconcagua River. The 

activities are numerous in this 

coastal town, which is located 

towards the north side of the 

region, but whatever the 

panorama, it is compulsory to 

pass by one of its restaurants: 

seems impossible not to cease to 

try their specialties in fish and 

seafood, in addition to their 

traditional fried pies stuffed with 

some product that has just come 

out from the sea.

su afán por compartirla con sus

posicionarla como su principal 

atractivo. Esa es la apuesta del 

Comité de Desarrollo Turístico 

de Concón, organización que 

reúne a empresarios de hoteles y 

restoranes locales con el 

propósito de promover su 

quehacer en otras ciudades y 

países vecinos, al punto de 

catalogar a Concón como 

“capital gastronómica de Chile”. 

Lilian Sánchez, presidenta de la 

agrupación, recuerda que el 

concepto nació como una 

inquietud de Concejales 

Municipales que querían impulsar 

el crecimiento de la ciudad a 

partir de una característica 

propia. Y precisamente las 

actividades gastronómicas se 

realizan hace años en el borde 

costero de Concón, desde que 

las pescaderías ubicadas junto a 

la playa empezaron a habilitar sus 

pisos superiores para recibir a los 

comensales. 

Así fue como las que 

originalmente eran viviendas de 

los mismos pescadores se 

transformaron en pequeños 

restoranes sin perder el ambiente 

marítimo, pues desde entonces 

sus especialidades son platos a 

base de salmón, congrio, corvina, 

reineta o mariscales. Los 

negocios familiares continuaron 

creciendo y hoy muchos ya son 

dirigidos por la segunda 

generación, permitiendo a los 

turistas que visitan la zona 


cumplir uno de sus más 

frecuentes deseos: disfrutar la 

buena mesa justo al lado del mar. 

Al polo gastronómico situado 

junto a playa La Boca, donde el 

río Aconcagua llega al Pacífico, 

luego se sumaron nuevos 

establecimientos que ampliaron 

la oferta con cartas para todos 

los gustos y todos los 

presupuestos, tal como ocurre 

con aquellos ubicados en la 

avenida Concón-Reñaca. Similar 

crecimiento ha tenido la 

hotelería, que ya cuenta incluso 

con un recinto de cinco estrellas. 

Lilian Sánchez destaca, además, 

que los locales de Concón fueron 

los primeros restoranes que, el 

año 2008, se certificaron 

voluntariamente con el Consejo 

de Producción Limpia, que 

garantiza la higiene durante todo 

el proceso de manipulación de 

los alimentos. 

El importante desarrollo 

inmobiliario experimentado por 

la comuna también ha 

contribuido a cambiar su cara: la 

construcción de grandes zonas 

residenciales trajo consigo la 

llegada de nuevos bancos, 

supermercados y más comercio, 

así como la pavimentación de 

muchas calles, además de 

proveer una segunda vivienda 

para cientos de turistas que 

aprovechan cada temporada 

festiva. Sin embargo, a pesar del 

crecimiento, la ciudad sigue 

siendo un destino principalmente 

familiar, que cada año atrae sobre 

todo a turistas de Brasil, 

Mendoza y Santiago. 

The locals know that this culinary 

tradition is an important part of 

their identity and, in addition to 

their desire to share it with their 

visitors they work, at the present 

time, in order to position it as the 

main attraction of the place. This 

is the bet of the Committee of 

Tourist Development of Con 

Con, an organisation that brings 

together the entrepreneurs of 

local hotels and restaurants, with 

the intention of promoting their 

task in other cities and neighbour 

countries, at the point of 

classifying Con Con as 

¨gastronomic capital of Chile¨. 

Lilian Sanchez, president of the 

association, recalls that the 

concept was born as a concern 

of the City´s Counsellors, who 

wanted to motivate the growth 

of the city starting from a proper 

feature. And, precisely, the 

gastronomic activities have been 

realised for years in the coastal 

border of Con Con, since the fish 

stores located next to the beach 

have started to enable their 

upper floors to receive the 

diners. 

This was how the original homes 

of the fishermen were 

transformed into small 

restaurants without losing the 

nautical environment. Since then, 

their specialities are dishes based 

on salmon, conger, croaker, 

pippin or marshals. The family 

businesses continued growing 

and, nowadays, many are already 

managed by the second 

generation, allowing the tourists 

who visit the area to fulfil one of 

their more frequent wishes: enjoy 

the good food right next to the 

sea. 

Along with the gastronomic pole 

located next to the beach La 

Boca, where the Aconcagua River 

reaches the Pacific, new 

establishments were joined later 

that expanded the menu´s offer 

for all the tastes and all the 

budgets, as it happens with those 

located in the Con Con – Reñaca 

Avenue. A similar growth has 

occurred to the hospitality 

sector, which by now counts 

even premises of five stars. 

Moreover, Lilian Sanchez 

emphasises that the restaurants 

of Con Con were the first that in 

the year of 2008, were certified 

voluntarily by the Council of 

Clean Production, which ensures 

hygiene throughout the process 

of handling the food. 

The significant development of 

the real estate that experienced 

the area has also contributed to 

the change of the place: the 

construction of large, residential 

areas brought new banks, 

supermarkets and more 

businesses, as well as the paving 

of many streets, plus providing a 

second home for hundreds of 

tourists that enjoy every festive 

season. In spite of the town´s 

growth, it remains, principally, a 

family destination that every year 

attracts tourists mostly from 

Brazil, Mendoza and Santiago.

El próximo desafío, explica Lilian 

Sánchez es lograr que la ciudad 

sea un destino turístico que no se 

limita sólo al verano, por lo que 

ya trabajan en la creación de 

programas, ofertas y actividades 

apropiadas para otras estaciones. 

Por ejemplo, ya planean una feria 

gastronómica destinada a atraer 

visitantes incluso en pleno 

invierno. 

Hoy, con alrededor de dos mil 

camas de hotelería y un centenar 

de restoranes, Concón ya se ha 

ganado el reconocimiento de 

quienes visitan la región: su 

oferta culinaria destaca ante los 

atractivos de Valparaíso y Viña 

del Mar, dejando atrás la 

sensación de postergación que 

los conconinos tenían ante sus 

vecinos tradicionalmente 

dedicados al turismo. Su opción, 

sin embargo, no es competir con 

estas ciudades, sino 

complementar la oferta para que 

quienes visitan el Puerto o la 

Ciudad Jardín también puedan 

disfrutar las dunas, practicar surf 

en las playas de Concón y, por 

cierto, probar las bondades de su 

cocina. 

A great number of these visits are 

the result of the work realised by 

the Committee of Tourist 

Development of Con Con, which 

achieved to position the 

commune as an example of the 

national cuisine, thanks to the 

association between the public 

and private sectors. It took 

several years of promotion 

activities, such as national and 

international gastronomic 

conferences, that brought the 

local food tradition to the tables 

of Chile and neighbour countries. 

The next challenge, as Lilian 

Sanchez explains, is to achieve 

that the town will not be a 

tourist destination just for the 

summer. Thus, they have already 

started working on the creation 

of programmes, offers and 

suitable activities for other 

seasons of the year. For instance, 

they are planning a gastronomic 

fair destined to attract visitors 

even in midwinter. 

Nowadays, with around two 

thousand available beds in local 

hotels and a hundred of 

restaurants, Con Con has already 

gained the recognition of those 

who visit the region: its culinary 

offer stands out from the 

attractions of Valparaiso and Viña 

del Mar, leaving behind the 

emotion of contempt that the 

locals felt for their neighbours, 

who were traditionally dedicated 

to tourism. The option of the 

town as a tourist destination, 

however, is not to compete with 

these cities, but to complement 

the offer for those who visit ¨The 

Port¨ or ¨The Garden City¨, so as 

to be able to enjoy the dunes, to 

practise surfing in the beaches of 

Con Con and, certainly, taste the 

excellent quality of its cuisine. M

Quilpué es la capital de la 

Provincia de Marga-Marga, 

en la Región de Valparaíso, 

ubicada en la zona oriente del área 

metropolitana del Gran Valparaíso. 

Las unidades territoriales son el 

mismo Quilpué y El Belloto. Esta 

comuna es conocida como "La 

ciudad del Sol", ya que se mantiene 

mucho mas soleada y cálida que 

las comunas costeras de la ciudad 

de Valparaíso, gracias a su geografía 

que no permite el ingreso de la 

nubosidad costera al Valle de 

Marga-Marga donde se ubica, junto 

a Villa Alemana. 

Al asumir la administración 

comunal, el año 2004, el actual 

alcalde de Quilpué, Mauricio 

Viñambre Adasme, ocupó un rol 

protagónico en la Asociación de 

Municipalidades de Quilpué, Villa 

Alemana, Limache y Olmué para la 

creación de la Provincia de Marga- 

Marga en el año 2010. Este hito ha 

posibilitado la entrega de recursos 

más directos para la zona, que se 

han visto reflejados en los últimos 

3 años.

comunas, Quilpué y Villa Alemana,

En específico, ¿Cuál es el fuerte 

hoy de la comuna de Quilpué? 

“El fuerte de la comuna está en el 

área empresarial, de servicios y de 

comercio. El zoológico si bien es 

un atractivo, lo es a nivel regional, 

y el actual objetivo con el parque 

es más bien de tipo educativo”. 

En Quilpué, el Alcalde dio un paso 

fundamental en infraestructura con 

la reducción del histórico déficit 

de pavimentos, que en ese 

entonces era de casi un 63%. Tras 

un intenso trabajo que implicó 

gestiones ante las autoridades de 

Gobierno y un fuerte impulso a los 

Comités de Pavimentos 

Participativos, se logró reducir ese 

déficit a un 12%, según revelan las 

últimas cifras que entregó el edil.

The mayor took a fundamental 

step on the infrastructure 

development by reducing the 

historical shortage of pavements. 

After an intense work that 

included negotiations with 

government authorities and a 

strong support to the 

'Participative pavements', the 

shortage was reduced from 63% 

to 12%, according to the last data 

released by the mayor.

siempre he tratado de fomentar en 

la comuna y que ahora se podrá 

consolidar de manera más 

sistemática con la compra y 

reparación del antiguo Teatro 

Velarde que se ubica en el corazón 

de la ciudad. 

En la plaza vieja de la ciudad 

también se pretende instaurar un 

espacio público para la cultura y 

las diversas expresiones artísticas, a 

través de exposiciones y eventos, a 

fin de que en la plaza la población 

pueda encontrar un lugar de 

esparcimiento y de entretención 

permanente”. 

Quilpué es una ciudad pujante y 

con un crecimiento exponencial 

en los últimos años ¿Cómo 

pretende manejar eso? 

“Me preocupa el crecimiento 

inmobiliario, no queremos 

llenarnos de edificios y de casas, 

queremos que Quilpué sea vivible. 

He visitado bares y restaurantes de 

la ciudad y se ha convertido en 

una ciudad muy agradable, la gente 

anda tranquila por las calles y nos 

interesa mantener ese aspecto 

cultural y de entretención que 

tiene hoy Quilpué”.

Is there any other project in the 

commune under your 

administration? 

Another infrastructure project has 

been to recover the public spaces 

trough the implementation of 

exercise machines and by buying a 

commercial land converted later 

into a playground . Also, we are 

promoting the culture by buying 

and restoring the old 'Velarde' 

theatre, located in the heart of the 

city. 

In addition, we are planning to 

create a public space for culture 

and artistic expressions trough the 

implementation of expositions and 

events. The idea is that the 

community have a permanent 

place for meeting and 

entertainment. 

Quilpue has been an exponentially 

growing city during the last years. 

How do you pretend to manage 

this tendency? 

I am concerned about the real 

state growth in the city. We don't 

want to be full of buildings and 

housings; we want Quilpue as a 

live able city. 

I have visited restaurants and pubs 

of the city and I can observe that 

it has been turned into a nice city 

and people can walk quiet on the 

streets. We want to maintain the 

current cultural and entertainment 

characteristics of Quilpue. M

Con solo 7 meses en el cargo, el

perimetral del recinto, y así 

evitar el ingreso irregular de 

personas o animales que 

provocaban muchos daños al 

interior, fue una de las primeras 

de ellas, y que tuvo un costo

municipio. En este momento ya 

están abocados también a 

restaurar y pintar el parque, 

mejorar las jaulas y espacios de 

los animales, así como a 

acondicionar nuevos espacios 

para recibir a nuevas especies 

en un futuro no tan lejano. 

Asimismo, se logró adquirir una 

importante cámara de

fresca, gracias al apoyo del Sr. 

Alcalde Mauricio Viñambres 

que ha aprobado los 

presupuestos necesarios para la 

ejecución de todas estas obras. 

El personal veterinario del 

zoológico se ocupa a diario de 

velar por la salud y dieta 

específica de cada uno de los 

animales, además de aquellas 

dietas especialmente 

elaboradas como parte del 

tratamiento prescrito para 

curarles enfermedades. La 

medicamentación también 

forma parte de sus labores, 

junto con practicar por 

supuesto procedimientos 

médicos y cirugías de menor 

complejidad, que son llevadas a 

cabo en la clínica del mismo 

zoológico. 

El parque zoológico de Quilpué 

cuenta hoy en día con los 

estándares y protocolos que 

cumplen todos los zoológicos 

del mundo y, a nivel nacional, se 

somete a permanentes 

fiscalizaciones del Servicio 

Agrícola y Ganadero (SAG), que 

está fuertemente posicionado a 

nivel internacional como uno de 

los más eficientes del mundo. 

Sin perjuicio de ello, el 

zoológico de Quilpué siempre 

se ha caracterizado por ser un 

lugar de recuperación de 

especies, puesto que la mayoría 

de ellos han ingresado por 

maltrato de particulares o 

desde circos donde vivían en 

malas condiciones. 

De este modo, entre los 

objetivos del parque también 

está el constituirse en un agente 

para evitar la extinción de 

distintas especies que se 

encuentran en peligro 

actualmente y a futuro lograr 

incluso crear mejores espacios 

donde algunos de estos 

animales no parezcan estar en 

una cárcel sino en un ambiente 

más natural. La motivación del 

personal es una de las grandes 

preocupaciones del actual 

director, quien confiesa que hoy 

se ha logrado avanzar en un 

mejor trabajo de equipo para 

lograr los objetivos trazados. 

Parte de estos objetivos se han 

definido gracias a la visita que 

su director ha realizado a otros 

zoológicos del mundo para 

traer ideas frescas, quien no 

descarta por ejemplo 

implementar a corto plazo 

visitas guiadas, una tienda de 

souvenirs y charlas o eventos 

menores relativos a los animales 

en el auditorio del zoológico 

que ya está operativo para los 

colegios de la zona, con una 

capacidad promedio de 30 

personas.

who is only seven months in 

charge, brought forward some of 

the new investments carried out 

during his new management, 

mainly in order to give better 

habitation conditions to the 

animals. 

The investment that was made, 

so as to realize all the perimeter 

closure of the site and, thus, to 

avoid irregular entry of persons 

or animals that provoke many 

damages to the inside, was one 

of the first of them and it had a 

significant cost for the 

Municipality. At this time, they 

are also focused on restoring and 

painting the park, improving the 

conditions of the cages and 

spaces of the animals, as well as 

preparing new spots in order to 

receive, in the near future, new 

species. In addition, he managed 

to purchase an important cooling 

chamber for the food 

preservation of the animals and 

to ensure that the nourishment is 

completely fresh, thanks to the 

support of the Mayor of the city 

Mr. Mauricio Viñambres, who has 

approved all the budgets required 

for the realisation of all this work.

The veterinary staff of the Zoo is 

responsible daily to ensure the 

health and specific diet of each 

of the animals, in addition to the 

especially developed nutrition as 

part of the prescribed treatment 

to cure diseases. The medication 

of the animals is also part of their 

work, along with practicing 

medical procedures and surgeries 

of minor complexity that are 

realised in the clinic of the same 

Zoo.

Without prejudice to it, the Zoo 

of Quilpue has always been 

characterised of being a place of 

species´ recovery, since the

Thereby, among other targets of 

the park is also to become an 

agent with the aim of preventing 

the extinction of different 

species that are currently in 

danger and to create even better 

spaces for the animals in the 

future where some of them will 

not seem to be in a prison, but in 

a more natural environment. The 

motivation of the staff is a major 

concern of the current Director, 

who confesses that today a 

better teamwork has been 

achieved, in order to accomplish 

the planned targets. 

Part of these goals have been 

defined thanks to the visits made 

by the Director to other Zoos of 

the world so as to bring new 

ideas, such as introducing guided 

tours within a short time, a 

souvenirs shop and lectures or 

minor events in the auditorium 

of the Zoo relating to the 

animals, which is already 

operational for the schools of 

the area with an average 

capacity of thirty people. M 

Nowadays, the Zoo of Quilpue 

counts on standards and 

protocols that fulfil all the Zoos 

in the world and, at a national 

level, is subjected to permanent 

supervisions of the Agriculture
