This course was open to the public as well as to military officers. The DISPI and otherintelligence agencies have sent several analysts and civilian employees to this course.From 1998 on, the War College added specialties within its Masters program, such asPolitical and Strategic Analysis, Defense and Deterrence, Military Sociology, and StrategicPlanning and Management. Since 2002, a Masters in Military Sciences with a StrategicIntelligence Certificate grew from an initiative that was first launched at the Universityof Chile.From 1994 on, the Naval War College has offered a Masters in Integrated Policy Programs,with certificates in Analysis Theory and Methods, Planning and Strategy, and CrisisManagement. This course is three semesters long and is offered to both civilian and militaryservice members. Some DIRINTA members have attended this program as well.On the other hand, the National Academy for Political and Strategic Studies (ANEPE),created in 1974, is a senior learning institute subordinate to the Ministry of Defense. Itsmission is to increase knowledge and understanding concerning National Security andDefense issues. For several decades it has been offering developmental courses to the military(High Command Course) and to national civilian employees (Program in Politicaland Strategic Studies). 477In 1999, the ANEPE began its first Masters program on Security and Defense, with theparticipation of 31 professionals from diverse national sectors. This course offered twocertificates: one in Political-Strategic Management, and another in Defense ResourceManagement. A second version of the Masters program was initiated in 2000 and offerstwo Certificates that are taught in the third and fourth semester, dealing with PoliticalStrategic Management and Political Strategic Intelligence.By and large, civilian intelligence studies initiatives have been concentrated at the universities.The most important effort was the University of Chile’s Institute for PoliticalScience’s Certificate in Methodology of Intelligence Analysis for Public and Private ManagementDecisionmaking. This university is the oldest and most prestigious governmentinstitution in the country. Spearheaded by Professor Guillermo Holzmann and his colleagues,this course was offered for three years, from 1999 to 2001. Although it was originallydesigned for civilians from the private and public sectors — mainly for companieswith supranational financial and economic interests — mostly Intelligence Communityemployees attended.The central assumption of the graduate program was the need to properly prepare governmentand private sector professionals, on subjects like strategic intelligence, economicintelligence and other topics, at a time when the country was beginning to open itself tothe world and to compete for markets.
