Cuando se casó y decidió formar su familia, adquirió la vivienda porque le pareció una zona tranquila; no imaginó el caos vial que se generaría, derivado de la falta de cultura de los conductores y los peatones. Después de sufrir varios accidentes –en los que salió ileso- inició una campaña para hacer conciencia en la población de respetar los señalamientos. Imprimió tres mil volantes –con recursos propios- que entregó a vecinos. Narró que la falta de señalamientos en todo el corredor que provocaría accidentes de tránsito, es un temor con el que vive diariamente, él y su esposa, por su hijo de dos años de edad. Planean poner freno a accidentes FOTO: José Alfredo Jiménez La ciudad En Tijuana existe una necesidad de 25 puentes peatonales, aunque el gobierno municipal tiene presupuesto para tres, informó el secretario de Desarrollo Urbano y Ecología, Roberto Sánchez Martínez, quien anunció una estrategia para buscar el financiamiento a través de la Iniciativa Privada (IP). Uno está en el kilómetro 11 y seis del corredor, sobre el bulevard 2000 la altura del fraccionamiento El Refugio. Otro puente autorizado es el que solicitaron alumnos de la preparatoria ubicada sobre el bulevar Clouthier y Benítez. “Ese puente ya está con recursos asignados para que en los primeros meses de 2016 se empiece a construir, recursos que el gobierno del estado va a ejercer”, precisó. Sánchez Martínez afirmó que los puentes tendrán rampas de acceso para personas con discapacidad. En la ruta troncal van a construirse ocho puentes peatonales, a lo largo del Río Tijuana, que van a comunicar a las estaciones que servirán para el Sistema Integral del Transporte (SIT). Dijo que es a través de concesiones se arrancará con el proyecto a cambio de que las personas recuperen la inversión por medio de la publicidad. La propuesta llegaría a cabildo antes de concluir enero, dijo, e iniciar con el proyecto; ahora existe una necesidad de 25 puentes en el municipio. La concesión sería entre 10 y 15 años. En el gobierno local están registradas seis empresas que tienen concesiones. Los requisitos con los que las empresas están obligadas a cumplir para tener una concesión es que no Registra la ciudad de Tijuana un déficit de infraestructura; millonaria inversión para puentes peatonales registren incumplimientos en obras ejecutadas, que la empresa esté debidamente constituida y una capacidad financiera. Los dos puentes prioritarios tienen un costo estimado de 12 millones de pesos, con rampas para personas con discapacidad. “Los puentes que no tienen rampa para discapacidad son un poquito más baratos, andan entre siete y ocho millones de pesos”, precisó Sánchez Martínez. El gobierno del estado sería el encargado de asignar recursos correspondientes a la edificación de los puentes en la ciudad. “No utilizaríamos recursos que no tenemos para ese rubro, para la construcción de puentes. Son recursos únicamente que el estado está aportando, no tenemos recursos municipales”, señaló. Puentes aprobados: dos en el bulevar 2000 y uno en el crucero de Insurgentes y bulevar Clouthier. El gobierno local tiene 38 puentes concesionados, el resto -40 aproximadamente- son puentes construidos con recursos fiscales que el ayuntamiento se hace cargo de ellos. Asignan recursos estatales y federales La recomendación es que exista un puente cada 500 metros, para que puedan trasladarse de zonas habitacionales a comerciales. Entre 10 y 15 millones de pesos cuesta cada puente peatonal que se necesita en varios puntos del corredor 2000. Explicó que hay zonas en Tijuana en las que se tiene que corregir la geometría que se construyó accidentadamente, ya que no se contempló la habilitación de vialidades nuevas y puentes peatonales desembocan en vías lentas. Reparación y mantenimiento La reparación de alumbrado en los puentes peatonales es una prioridad, de acuerdo a las demandas de la población, sostuvo el secretario de Desarrollo Urbano. Sin embargo, argumentó que son los concesionarios quienes deben dar el mantenimiento, aunque algunos no lo hacen. Incumplimiento Actualmente son seis empresas que tienen concesiones para la construcción de puentes, aunque no todos han cumplido con el contrato que se establece con el gobierno local. “Ha medio funcionado porque en algunos casos no han cumplido con el compromiso, no han construido las rampas para personas con discapacidad y es un requisito”, subrayó Roberto Sánchez Martínez. En el bulevar 2000 El secretario de Infraestructura y Desarrollo Urbano (SIDUE), Manuel Guevara Morales informó que se construirían al menos cuatro puentes peatonales a lo largo del bulevar 2000, una zona que abarca Tijuana y Playas de Rosarito. La situación es complicada en esa área, debido a que está cada vez más poblada y los recursos del gobierno estatal resultan insuficientes para mantener la infraestructura adecuada. “El bulevar 2000 mide 42 kilómetros, a cada cuatro kilómetro debería haber un puente peatonal y apenas llevamos tres”, puntualizó. Se requieren al menos 155 millones de pesos (mdp) –de acuerdo a datos de SI- DUE- para determinar las condiciones del corredor 2000, que se considera como zona prioritaria. Los focos rojos se encendieron cuando en octubre fallecieron dos estudiantes de preparatoria, al ser atropelladas cuando cruzaban por una zona no permitida para peatones, ubicada a unos metros del puente peatonal. Fue entonces cuando se colocó un cerco metálico para evitar que los peatones cruzaran por la vía pública y se habilitaron luminarias en el puente. Vecinos de colonias aledañas al bulevar 2000 se quejan de la inseguridad, la falta de señalamientos y cultura vial por parte de los residentes de la Zona Este. El diputado federal, Jorge Ramos Hernández anunció que más tardar en mayo estarían listas dos concesiones para realizar el mismo número de puentes sobre el bulevar 2000, independientes de las obras municipales. El proyecto consiste en entregar folletos con información de señalamientos e incorporar a la policía municipal.
