4, Water rates and local improvements are not included in
said c0"mmutation of taxes, and said the E. B. Eddy Company Li-
mited shall be obliged to pay its water rates and local improve-
inents upon the real value, as entered in the assessment roll for itf
properties and lands, according- to the By-Law governing watev
rates.
5. Said conimutation of taxes shall not extend to works tc
be done to water courses, side-walks and ieoads depending of saiC
immovables.
6. The assessment to be entered every year on said assess-
ment roll, shall be the real value of said properby but for the im-
position of municipal taxes as herein set forth, it shall be reduced
during each and every of said year to said sum of Four Million
dollars [$4,00,000,001..
7. Said By-Law shall have effect only during the tiibe said
industry will be in operation in an uninterrupted and regular man-
ner, and if said Company its successors or assigns discontinue
abandon or suspend its operations at any time, for a period of three
consecutive months, thi present By-Law shall become nul1 IPSC
.FACTO and shall cease to have any effect, and said Company or
its successors or assigns, shall then be liable'to pay to the City ol
Hull Municipal taxes on al1 and every buildings and construction^
the whole according to the assessment roll then in force.
8. The present By-Law is passed on condition that said com-
pany give to the extent of 85%, for the puypose of i'cszindustry
mployment to persons residing in the City of Hull. This clausc
