That’s why GE supports the work<br />
of EPIC, the Energy Policy Institute<br />
of Canada. In a report to the Energy<br />
Ministers in Kananaskis, Alberta<br />
last year (follow-up work is being<br />
presented to the Ministers when<br />
they meet in Charlottetown, PEI this<br />
September), EPIC called for action<br />
around five key areas.<br />
1. Improve Canada’s regulatory<br />
framework. The International<br />
Energy <strong>Association</strong> calls our<br />
framework frequently complex,<br />
with unpredictable environmental<br />
outcomes of the energy project<br />
approval process. EPIC and GE<br />
are pleased that governments<br />
are taking steps to streamline<br />
the approval process and<br />
establish deadlines. This requires<br />
the right balance between<br />
speed and due consideration of<br />
environmental impacts.<br />
2. Enhance Canada’s energy<br />
security. GE sees this as a function<br />
of the reliability and continued<br />
diversification of our delivery<br />
system—pipelines, transmission<br />
and distribution. <strong>Canadian</strong><br />
policy should support market<br />
diversification to a global customer<br />
base while addressing the needs<br />
of communities affected by<br />
infrastructure development.<br />
3. Create a national carbon<br />
management regime. Some<br />
provinces have begun putting a<br />
dollar value on carbon emissions,<br />
and most business leaders feel<br />
that carbon pricing must be part<br />
of Canada’s energy strategy.<br />
That’s a powerful, market-based<br />
incentive to: 1) drive energy<br />
efficiency; 2) develop innovative<br />
technologies and alternative<br />
energy sources and 3) make<br />
consumers understand the cost of<br />
energy consumption.<br />
To avoid damaging Canada’s<br />
economy, carbon pricing should<br />
move gradually. But pricing<br />
can position <strong>Canadian</strong> firms as<br />
competitive suppliers of less<br />
carbon-intensive products and<br />
services, and help drive technology<br />
development. It can also help confer<br />
the social license that business<br />
requires for resource development.<br />
4. Promote energy innovation.<br />
Canada’s advantage lies not only<br />
in our natural resources but in the<br />
human and financial resources<br />
we bring to innovate. Consider<br />
the opportunities to find more<br />
economical and sustainable ways<br />
to extract fossil fuels, develop<br />
renewable energy sources to<br />
compete with hydrocarbons, or<br />
build energy-smart communities.<br />
5. Promote energy literacy and<br />
conservation. Many <strong>Canadian</strong>s<br />
don’t think about the financial or<br />
environmental costs of energy.<br />
A more aggressive approach to<br />
conservation could also spur<br />
innovative thinking on issues<br />
ranging from public transportation<br />
to smart grids. Ultimately, more<br />
efficient energy use means a more<br />
efficient <strong>Canadian</strong> economy.<br />
INNOVATION IS THE DRIVER<br />
The energy industry is grappling<br />
with complex questions. How do you<br />
operate in an environmentally responsible<br />
manner Work efficiently and<br />
safely in harsh environments Ensure<br />
the social licence to produce Or add<br />
to your place in the value chain, with<br />
new technology and new solutions<br />
The answer to all: innovation.<br />
For GE, innovation is at the heart<br />
of our business. It should drive the<br />
energy sector as well.<br />
The challenges the energy sector<br />
faces actually represent a huge<br />
opportunity. There’s a high correlation<br />
between innovation and<br />
collaboration, certainly in energy,<br />
which requires large capital investments<br />
in technology. Think of the<br />
advantage of sharing risks and innovating<br />
in incremental steps, perhaps<br />
in pilots with partners. Beyond industry<br />
partnerships, academia can be an<br />
important partner in R&D and the<br />
journey to commercializing research.<br />
Canada can be known for both<br />
the extent of our energy resources<br />
and the breadth of energy we bring<br />
to develop value-added technology,<br />
and create unique energy solutions.<br />
So often, <strong>Canadian</strong> resources are<br />
found on the frontier; our country<br />
also has to find its place on the policy<br />
and innovation frontiers.<br />
We’ve come a long way from the<br />
proverbial drawers of water and hewers<br />
of wood. Our resource industries<br />
are in fact high-tech and knowledge<br />
industries. Abundant resources plus<br />
advanced technology plus good governance<br />
equals economic prosperity.<br />
That formula will help propel Canada<br />
to even greater heights, and we<br />
should embrace it.<br />
