That’s why GE supports the work
of EPIC, the Energy Policy Institute
of Canada. In a report to the Energy
Ministers in Kananaskis, Alberta
last year (follow-up work is being
presented to the Ministers when
they meet in Charlottetown, PEI this
September), EPIC called for action
around five key areas.
1. Improve Canada’s regulatory
framework. The International
Energy Association calls our
framework frequently complex,
with unpredictable environmental
outcomes of the energy project
approval process. EPIC and GE
are pleased that governments
are taking steps to streamline
the approval process and
establish deadlines. This requires
the right balance between
speed and due consideration of
environmental impacts.
2. Enhance Canada’s energy
security. GE sees this as a function
of the reliability and continued
diversification of our delivery
system—pipelines, transmission
and distribution. Canadian
policy should support market
diversification to a global customer
base while addressing the needs
of communities affected by
infrastructure development.
3. Create a national carbon
management regime. Some
provinces have begun putting a
dollar value on carbon emissions,
and most business leaders feel
that carbon pricing must be part
of Canada’s energy strategy.
That’s a powerful, market-based
incentive to: 1) drive energy
efficiency; 2) develop innovative
technologies and alternative
energy sources and 3) make
consumers understand the cost of
energy consumption.
To avoid damaging Canada’s
economy, carbon pricing should
move gradually. But pricing
can position Canadian firms as
competitive suppliers of less
carbon-intensive products and
services, and help drive technology
development. It can also help confer
the social license that business
requires for resource development.
4. Promote energy innovation.
Canada’s advantage lies not only
in our natural resources but in the
human and financial resources
we bring to innovate. Consider
the opportunities to find more
economical and sustainable ways
to extract fossil fuels, develop
renewable energy sources to
compete with hydrocarbons, or
build energy-smart communities.
5. Promote energy literacy and
conservation. Many Canadians
don’t think about the financial or
environmental costs of energy.
A more aggressive approach to
conservation could also spur
innovative thinking on issues
ranging from public transportation
to smart grids. Ultimately, more
efficient energy use means a more
efficient Canadian economy.
INNOVATION IS THE DRIVER
The energy industry is grappling
with complex questions. How do you
operate in an environmentally responsible
manner Work efficiently and
safely in harsh environments Ensure
the social licence to produce Or add
to your place in the value chain, with
new technology and new solutions
The answer to all: innovation.
For GE, innovation is at the heart
of our business. It should drive the
energy sector as well.
The challenges the energy sector
faces actually represent a huge
opportunity. There’s a high correlation
between innovation and
collaboration, certainly in energy,
which requires large capital investments
in technology. Think of the
advantage of sharing risks and innovating
in incremental steps, perhaps
in pilots with partners. Beyond industry
partnerships, academia can be an
important partner in R&D and the
journey to commercializing research.
Canada can be known for both
the extent of our energy resources
and the breadth of energy we bring
to develop value-added technology,
and create unique energy solutions.
So often, Canadian resources are
found on the frontier; our country
also has to find its place on the policy
and innovation frontiers.
We’ve come a long way from the
proverbial drawers of water and hewers
of wood. Our resource industries
are in fact high-tech and knowledge
industries. Abundant resources plus
advanced technology plus good governance
equals economic prosperity.
That formula will help propel Canada
to even greater heights, and we
should embrace it.
