The course aims to provide the students with knowledge of the phenomena relevant for an effective and efficient handling of the technological
and management solutions in health care. The course includes references to insurances for both clinical and non clinical risks in health care.
Topics
PRINCIPLES OF HEALTH ECONOMICS
1) Principles and development of health economics
• Health economics: principles and utility for health care professionals
• Efficiency and effectiveness
• Demand and utility in the health care market
2) Resources and policy for health
• Classification and financing of health care systems
• Prospective Payment Systems and other financing scheme (DRG, outpatient care funding…).
MANAGEMENT OF HEALTH CARE ORGANISATION
3) Health care organisations in the Italian National Health Service (INHS)
• Definition of health care organisations
• Organisation of health care provision in Italy
4) Governance of health care organisations
• Management (data for managament, accounting methods and organisation of accounting systems)
• Tools for management: Budgeting e Reporting.
• Costs and productivity (production funcion; total cost, variable and fixed costs).
• Costs and productivity: the hospital as an example (cost of hospital admissions, cost drivers..)
5) Pharmacoeconomics
• The Pharmaceutical market (supply and demand for innovative products);
• Reimbursement and pricing.
• Drug Value.

5) Economic Evaluation in health: purpose and limitations
• What role for economic evaluation in health
• Clinical and Economic evaluation.
• Cost analysis & Cost-minimization analysis;
• Cost-effectiveness analysis, Cost-utility analysis & Cost-benefit analysis.
Exam
written, with possible additional oral examination.
