The President of the <strong>Makivik</strong> Corporation<br />
and the Chair of the Kativik Regional<br />
Government (KRG) were given an hourand-a-half<br />
to meet with Premier Philippe<br />
Couillard on October 8 th , 2014. Only 40<br />
years ago this meeting would certainly<br />
almost be impossible. Qallunaaq leaders<br />
in those days did not find reason to meet<br />
with Inuit leaders. However, thanks in part<br />
to the JBNQA all that has changed.<br />
<strong>Makivik</strong> Corporation President Jobie<br />
Tukkiapik and the Chairperson of the<br />
Kativik Regional Government (KRG), Maggie<br />
Emudluk travelled to Québec City for this<br />
meeting with Premier Couillard. Also in<br />
attendance: Pierre Arcand, the Minister of<br />
Energy and Natural Resources and Minister<br />
responsible for the Northern Plan; Geoffrey<br />
Kelley, the Minister responsible for Native<br />
Affairs, and Jean Boucher, the Member of<br />
the National Assembly for Ungava.<br />
During the meeting, the Premier and<br />
the Minister responsible for the Northern<br />
Plan introduced their government’s investment<br />
and economic development aims<br />
for the North. Premier Couillard reassured<br />
the Inuit delegation that the Québec government<br />
does not have a secret plan for<br />
resource development in Nunavik. Premier<br />
Couillard says development must be a collaborative<br />
effort between the Québec and<br />
the Aboriginal community.<br />
President Tukkiapik reiterated that Inuit<br />
are as prepared as ever to deal with discussions<br />
regarding mineral exploitation. This<br />
is associated with the work done through<br />
the Parnasimautik process, the most comprehensive<br />
consultation with the Nunavik<br />
