Karel Lacina MANAGEMENT PRINCIPLES IMPLEMENTATION IN CONTEMPORARY BRITISH<br />

PUBLIC ADMINISTRATION<br />

The necessity to improve the European public administration management in general<br />

was and is determined first of all by the fact that it is facing great pressures.The most<br />

significant of them were and are :<br />

- budgetary squeeze;<br />

- the need for the new transnational or cross-border administrative cooperation;<br />

- the membership in the European Union, which has both direct and indirect<br />

impact on the scope of purely national sectoral activities on domestic<br />

administrative structures and on policy networks;<br />

- the necessity to solve cricial environmental issues;<br />

- the so called feminism (the struggle for equal opportunities for women and men<br />

in the working process as well as the public life); and<br />

- the so called consumerism .<br />

The contemporary public administration is also influenced generally by the<br />

„technological change". This factor is contributing to the transformation of<br />

organisational structures, working practices and skills. It is partly connected with the<br />

personal management and services delivery.<br />

Last but not least the public administration in the European Union countries has also<br />

been affected now by the so called “post-modernist managerial revolution“ which<br />

advocates smaller, more flexible, more specialised and more autonomous units run by<br />

enterprising managers - and not by typical officials .<br />

The first important common step to the management principles realization in the<br />

European public administration execution was represented by reforms of state<br />

administration although the scope, the intensity and the objectives of the reforms<br />

programmes have differed widely. The second one oriented to the implementation of<br />

decentralization, deconcentration and subsidiarity principles expresses the direction to<br />

the strenghtening of the role of local government execution in the local level and by the<br />

creation of the regional local government.<br />

Such an orientation became one of very typical features of public administration<br />

execution in the United Kingdom. It was implemented in a smaller scale also in<br />

Germany, France, Portugal, Italy, Spain, the Netherlands, France and the Federal<br />

Republic of Germany public administration since the last third of the last century.These<br />

approaches were implemented mainly in the form of several middle- range reforms<br />

implemented since the 1980s till now.<br />

Administration reforms included a wide variety of policies.Those range from the<br />

restructuring of ministries and the creation of new administration bodies to the<br />

implementation of a serie of democratic attitudes inside the whole public<br />

administration.Reforms were oriented in such a way to the underlining of the economy,<br />

efficiency and effectiveness principles in the public administration execution.These<br />

„3Es” representing the key principles of the so called New Public Management<br />

(N.P.M.) started to be implemented in the United Kingdom public administration.<br />

It is possible to stress that NPM relates to the global operation of public<br />

administrations and it is linked to the notion of the so called “hollowing out the<br />

state“.Generally New Public Management involves fragmentation of decision-making<br />
