Public aid granted to entrepreneurs, in the analyzed period of 2004-2006, is
characterized by major concentration. The vast majority of means is directed to Śląskie
region, which results from the State support for mining and metallurgy industry sectors.
These regions received, in 2006, one fourth of the overall value of public aid and in
2005 over one third of it.
In 2006, Dolnośląskie region was ranked as the second with respective share of 17%.
This resulted form a significant value of public aid granted to LG Philips and its
cooperating partners. Major assistance, especially in the period of 2004-2005, exceeding
8% of total value, went to Pomorskie regions. This was connected with aid granted to
Stocznia Gdynia S.A. (Gdynia Shipyard, Joint Stock Company) which is at present
undergoing scrutiny by the European Commission, and also the entities functioning in
the area of Pomorska Specific Economic Zone.
Nothing has changed with regard to the lowest granted value of public aid – below 2%,
which was received by businesses in Opolskie region and the, so called, “eastern wall”
area – Podlaskie and Lubelskie regions. The observed tendency results in persisting and
growing differences, which have already existed before in relation to economic
development between particular regions of the country.
Conclusions
Public aid represents one of state interventionism instruments applied in economy. Its
objective is to enhance social and economic development of the country and to curb
negative phenomena following rationality as its basic attribute. It is the ultimate
denominator of state aid oriented activities. In market economy competition plays the
