Sockeyes have shown lack<br />
of drive since Christmas<br />

As the soccer season has wound<br />
down so have the flair and abilities<br />
of the Sockeyes, easily exemplified<br />
by the girls' 1-1 saw-off with Port<br />
Alberni.<br />
Prior <strong>to</strong> Christmas the Sockeyes<br />
were almost invincible with their<br />
only loss coming at the hands of the<br />
highly <strong>to</strong>oted University of Vic<strong>to</strong>ria<br />
squad. The Sockeyes combined an<br />
- excellent attitude, good practices,<br />
hard work and an excellently<br />
executed system of play in showing<br />
a class of soccer rarely seen in<br />
Vic<strong>to</strong>ria.<br />
But since the long lay-off over<br />
Christmas the Sockeyes have faltered<br />
badly, not only in their record<br />
(four wins, two losses and two ties)<br />
but also in their attitude and style<br />
of play.<br />
The inconsistency of their play<br />
is reflective of poor practice attendance,<br />
poor game attendance and a<br />
lack of drive, something the girls<br />
excelled in prior <strong>to</strong> Christmas.<br />
ONLY 11 PLAYERS<br />
Last weekend's game brought<br />
out many of these points as the<br />
Sockeyes travelled <strong>to</strong> Port Alberni.<br />
The team could only muster 11<br />
players off a roster of 18 for the<br />
game, plus one newcomer <strong>to</strong> the<br />
team for a <strong>to</strong>tal of 12 players.<br />
The local girls played well<br />
enough <strong>to</strong> gain the tie and actually<br />
held the lead most of the way on a<br />
goal from Shauneen Spence. That<br />
one goal should have held up but<br />
the team tired from 80 minutes of<br />
soccer, with no bench strength,<br />
and allowed a latei goal <strong>to</strong> create<br />
the tie.<br />
Gone are the Sockeyes' consistency<br />
and their winning ways, but<br />
most disturbing is the loss of their<br />
style of play. The Sockeyes have<br />
always been renowned for their<br />
excellent passing style and strong<br />
positional soccer. Somehow these<br />
have become something of the past<br />
as the team has begun <strong>to</strong> play the<br />
long ball and is content <strong>to</strong> rely on<br />
individual runs instead of teamwork.<br />
LACK OF PLAYERS<br />
But, once again, a lot of this is<br />
due <strong>to</strong> lack of player strength<br />
causing line-up shuffles.<br />
It has been a disappointing<br />
spring for the manager and coach<br />
of the team as they have tried <strong>to</strong><br />
rekindle the spirit and style of the<br />
78 Sockeyes.<br />
Even so, there have been some<br />
bright spots: Janice Hull's solid<br />
play in goal; the steady play of the<br />
Sockeyes' defensive corps; the<br />
sparkling play of Shauneen Spence<br />
in offence; the rapid improvement<br />
of youngsters Lynn Spittle and<br />
Geraldine Hagan and newcomer<br />
Brenda Akerman; and especially<br />
CEMENT MASON<br />

with the Sockeyes could regain<br />
their flair and turn on their charms<br />
in their <strong>to</strong>urnament match against<br />
Peninsula.<br />

Our men's team did themselves<br />
proud in the B.P. A. roll-offs held in<br />
Duncan on Sunday. They placed<br />
second, just a mere 26 pins behind<br />
the winning team. Sorry <strong>to</strong> say that<br />
our ladies' team did not fair so<br />
well. Still, there's always next<br />
year. Here are the better scores of<br />

With the roll-offs coming up in<br />
the various leagues here are a few<br />
pointers for you <strong>to</strong> remember. They<br />
can only help <strong>to</strong> improve your<br />
game.<br />
(1) Always concentrate don't<br />
daydream.<br />
(2) Hold the ball on the fingertips<br />
don't cup it in the palm of<br />
the hand.<br />
(3) Slow and easy does h<br />
don't rush your approach.<br />
(4) Smooth out your delivery....<br />
don't be jerky.<br />
(5) Use the pendulum swing<br />
don't exaggerate the backswing.<br />
(6) Keep the arm close <strong>to</strong> the<br />
body....don't sidearm your delivery.<br />
(7) Deliver the ball beyond the<br />
foul-line and follow through<br />
don't release it <strong>to</strong>o soon.<br />
(8) Toes should point directly at<br />
your target don't finish sideways<br />
at the foul-line.<br />

Fined $200<br />
under Canada<br />
Shipping Act<br />
Alfred J. McKinnell of Burnaby<br />
was fined $200 in court in Vic<strong>to</strong>ria<br />
Tuesday after he was found guilty<br />
on a charge under the Canada<br />
Shipping Act.<br />
McKinnell was charged by<br />
Ganges RCMPon July 29,1978, of<br />
obstructing the passage of a ferry<br />
travelling through Active Pass.<br />

McKinnell's 18-foot pleasure craft<br />
and the Queen of Vancouver, <strong>to</strong>ok<br />

GOLFING<br />
with Pat Doherty<br />
Herewith the report on the outcome<br />
of the <strong>Salt</strong> <strong>Spring</strong> Golf and<br />
Country Club's winter bridge <strong>to</strong>urnament.<br />
Tournament chairman<br />
Audrey Allan reports another very<br />
successful and highly enjoyable<br />
winter schedule has been completed<br />
with 34 teams playingforthe<br />
club's Alice Hammett Bridge<br />
Trophy. This bridge <strong>to</strong>urnament is<br />
held each winter, and benefits the<br />
ladies' section Improvement Fund<br />
for the Golf Club <strong>to</strong> the tune of over<br />
$400 annually, for which the club is<br />
eternally grateful.<br />
This year's winner is the Phyllis<br />
Henderson and Janet Saunders<br />
team with runners-up the team of<br />
Helen Shandro and Margaret<br />
Mayo. The highest score for grand<br />
slams was made by the team of<br />
Helen Insley and Flo Stewart, while<br />
the best score for small slams went<br />
<strong>to</strong> the team of Mabel Moore and<br />
Audrey Allan.<br />
At the wind-up coffee party held<br />
at the club on Wednesday. April 4,<br />
Charlotte Cooper, the women's<br />
team captain, presented the club's<br />
trophy, while Phyllis Henderson,<br />
last year's <strong>to</strong>urnament chairman,<br />
presented the other prizes.<br />
Those presiding at the coffee<br />
table were the two lady members on<br />
the Golf Club board, Cass Black<br />
and Irene Hawksworth, and this<br />
year's winning team of Phyllis<br />
Henderson and Janet Saunders.<br />
OVER 60 ENTRANTS<br />
The golf end of our operation is<br />
stirring in<strong>to</strong> life and as usual it is the<br />
ladies who are getting the ball rolling<br />
down the fairway. On their<br />
opening day kick off <strong>to</strong>urnament<br />
on April 3, they have over 60<br />
entrants on what promises <strong>to</strong> be a<br />
real fun day. The 18 and the 9-hole<br />
ladies are involved in a mini <strong>to</strong>urnament<br />
that will satisfy everyone.<br />
There are prizes for the closest <strong>to</strong><br />
the hole, longest drive, low gross,<br />
low net, loan of a car for a year, you<br />
name it, you've got it.<br />
One only has <strong>to</strong> look at the fixture<br />
card for the year and compare<br />
the number of ladies' events <strong>to</strong><br />
men's events <strong>to</strong> realize who are the<br />
swingers and shakers and movers<br />
around this club.<br />
The men have started play ing in a<br />
nine-hole golf club home and home<br />
<strong>to</strong>urnament, the men from Prospect<br />
Lake have been <strong>to</strong> <strong>Salt</strong> <strong>Spring</strong>,<br />
and this week the men from <strong>Salt</strong><br />
<strong>Spring</strong> travel <strong>to</strong> Ardmore.<br />
The annual general meeting was<br />
held on Thursday and after the<br />
usual meeting business, a motion<br />
wa^put <strong>to</strong> the members that they<br />
should entertain the idea of a<br />
curling rink being erected on club<br />
property.<br />
NEW MANAGEMENT<br />
Those who have been around the<br />
club will know that the coffee shop<br />
has been reopened under new management.<br />
Those delicious aromas<br />
that waft down cannot fail but <strong>to</strong><br />
get your taste buds anticipating<br />
something extraordinary. The difference<br />
between this and going up<br />
<strong>to</strong> a closed coffee shop and mixing<br />
your own instant coffee is as night is<br />
<strong>to</strong> day. The lady responsible for<br />
these tantalizing aromas is Helga,<br />
who has all sorts of wonderful tasty<br />
dishes for your pleasure, and if you<br />
get lucky you may be there on the<br />
day she has the Black Forest cake.<br />
A new innovation is being tried<br />
out by Helga and that is Saturday<br />
dinners at the club. The first one is<br />
planned for April 7. The menu is<br />
<strong>to</strong>ssed salad, Cordon Bleu, red cabbage,<br />
baked pota<strong>to</strong> with sour cream<br />
and chives, apple pie, coffee or tea,<br />
and the price for all this is only $5.<br />
At that price you can hardly<br />
afford <strong>to</strong> stay home and eat. Reservations<br />
can be made for the dinner<br />
at either the Pro shop or the coffee<br />
shop. A happy hour will precede the<br />
dinner for those who wish <strong>to</strong><br />
partake.<br />
The golf course is in probably the<br />
best shape it will be in all year, and<br />
we are fortunate indeed <strong>to</strong> have Bud<br />
as greenskeeper.<br />
Malcolm Robertson was the successful<br />
candidate for the position of<br />
club manager, and this cannot help<br />
but be a plus <strong>to</strong> the operation of the<br />
club where his knowledge of golf<br />
rules "and regulations cannot but<br />
help tyro club captains.<br />
We hope that everyone will participate<br />
in every club competition<br />
for which they are eligible, and we<br />
wish you all the very best golf season,<br />
and this may be just the year<br />
when you get it all <strong>to</strong>gether, and 1<br />
hope <strong>to</strong> be around when you score<br />
your first Hole in One.<br />

Weekend jamboree <strong>to</strong> close<br />
successful soccer season<br />

The Intra-island schedule came<br />
<strong>to</strong> a close last weekend with its final<br />
jamboree of the soccer season. A<br />
successful season which started<br />
seven months ago with 70 <strong>to</strong> 80<br />
players wrapped up under sunny<br />
skies at Portlock Park.<br />
The season started with a record<br />
number of teams: Cosmos, Red<br />
Devils, Goblins, Wildcats, Hornets<br />
and Junior Canadians, and a<br />
record number of players ranging<br />
fromfive<strong>to</strong> lOyears of age.<br />
The Canadians won thefirst jamboree<br />
in Oc<strong>to</strong>ber and the Cosmos<br />
came up with the November version<br />
of this event.<br />
In February the Cosmos<br />
wrapped up first place in league<br />
play over the Goblins and by mid-<br />
March the awesome Cosmos had<br />
over-powered everyone <strong>to</strong> win the<br />
Coers Cup as well.<br />
But the final jamboree belonged<br />
<strong>to</strong> the Red Devils, coached by their<br />
master-mind, Lyle Brown, the Devils<br />
over-whelmed the Canadians 2-0<br />
on goals from Mike Brown and<br />
Mark Nordine, then nipped the<br />
Hornets 1-0 on Mike Browns'long<br />
shot and finally clung on <strong>to</strong> a 0-0 tie<br />
with the Wildcats <strong>to</strong> attain the<br />
ribbons.<br />
CLAIMED THREE TIES<br />
Probably the surprise of thejamboree<br />
was the Wildcats who<br />
claimed three ties and looked very<br />
competitive throughout. Jessica<br />
Speed, Joey Moger and Jennifer<br />
Anderson were stand-outs.<br />
The Canadians faired quite well<br />
behind their youth movement with<br />
George and Bobby Akerman playing<br />
very strong games.<br />
All the players were able <strong>to</strong> relax<br />
and enjoy a free pop at the games'<br />

of games and a lot of soccer fun.<br />

in many hours teaching the players<br />

PRIORITIES<br />
And what's in s<strong>to</strong>re next year?<br />
The Soccer Association has laid<br />
down some priorities for the intraisland<br />
such as:<br />
1. A two-tier lay-out of teams<br />
with Division 1 having players<br />
seven, six and five years of age and<br />
Division II having players eight<br />
years of age and older,<br />
2. New uniforms for all the teams<br />
and shorts for all the players.<br />
3. Every month will include an<br />
I I-a-side match <strong>to</strong> prepare players<br />
for off-island play.<br />
4. Increased exchanges at this<br />
Walkathon<br />
<strong>to</strong> include<br />
bicycles<br />
New entrant in<strong>to</strong> the world of<br />
walkathons is the bicycle.<br />
When the Lions stage their<br />
annual Walkathon on <strong>Salt</strong> <strong>Spring</strong><br />
<strong>Island</strong> on April 14, the walkers will<br />
be preceded by cyclists.<br />
And the man who's making all<br />
the arrangements is not even a<br />
Lion. In charge of the cycle contest<br />
will be Bob Simons, of Fulford, and<br />
the Cycle Shop in Ganges.<br />
The bicycle event will take over<br />
from the chariots, which have been<br />
discontinued. Cyclists may be<br />
youthful and novices or ancient and<br />
long-experienced. They may ride<br />
two-wheelers or three-wheelers.<br />
They may be racing cyclists or<br />
plodders, but they are all invited <strong>to</strong><br />
take part, says Simons.<br />
The Walkathon is the annual<br />
fund-raising project of the Lions.<br />
Major change this year is the<br />
starting time. Walkers will leave<br />
Centennial Park in Ganges at 10<br />
o'clock on Easter Saturday. Cyclists<br />
will leave a little earlier.<br />
There is one pre-requisite <strong>to</strong><br />
riding in the Walkathon. All cycles<br />
must be checked out for mechanical<br />
defects before the start of the<br />
event. Checking will be at 9.30 am.<br />

Ltd. are busy on <strong>Salt</strong> <strong>Spring</strong> <strong>Island</strong><br />
this week paving a number of the<br />
island's dirt roads.<br />
Highways ministry spokesman<br />
Dave Shepherd said Tuesday that<br />
crews will be paving 6.77 kilometres<br />
of roads on both <strong>Salt</strong> <strong>Spring</strong><br />
and Fender <strong>Island</strong>s. Total cost of<br />
Mayne meeting<br />
On Thursday, May 5, the<br />
Mayne <strong>Island</strong> Trust Committee will<br />
stage a public meeting in the<br />
Agricultural Hall <strong>to</strong> discuss the<br />
proposed changes <strong>to</strong> the island<br />
zoning bylaw.<br />
the paving will be $200,000.<br />
On <strong>Salt</strong> <strong>Spring</strong>, roads being<br />
surfaced include North Beach,<br />
Rainbow, Mansell, Reynolds, St.<br />
Mary's Highlands, Fort St., Blain,<br />

The whole of North Beach Road is<br />

hall, the new space takes a bit of<br />
getting used <strong>to</strong> in "running backwards"!<br />
Twice this season the Fender<br />
dub has visited the <strong>Salt</strong> <strong>Spring</strong><br />
club and three times the <strong>Salt</strong><br />
<strong>Spring</strong> club has come <strong>to</strong> Fender,<br />
the last time on Sunday night<br />
March 25. So far the <strong>Salt</strong> <strong>Spring</strong><br />
club has proved superior in competition<br />
but Fender badmin<strong>to</strong>n players<br />
plan <strong>to</strong> change this situation<br />
soon.<br />
Thursday morning when the<br />
kids are in play school the young<br />
mothers get a chance <strong>to</strong> play and<br />
practice; others play Wednesday<br />
and Sunday evenings.<br />

former B.C. badmin<strong>to</strong>n champion,<br />

Lion's Club on Fender <strong>Island</strong><br />
has 30 members who do an awful<br />
lot of work. For example, the Care<br />
project, the Pearson Tree, contributed<br />
more than any other Lions<br />
Club in the district.<br />
Right now, it's the Easter Seal<br />
fund they are working on. All the<br />
money donated <strong>to</strong> this fund is used<br />
<strong>to</strong> help handicapped children. A<br />
camp on Vancouver <strong>Island</strong> for<br />
crippled children is supported so<br />
they can have their week at camp<br />
just as other children do in the<br />
summer holidays.<br />

have an opportunity each year <strong>to</strong><br />
compete for the Wally Cunliffe<br />
Scholarship, which the Lions Club<br />

NDP policies outlined by Manly<br />
at informal meeting at Fender<br />
On the day before the announcement<br />
of the federal election,<br />
NDP candidate Jim Manly met 20<br />
Penderites at an informal coffee<br />
party organized by Andre Vasilev.<br />
The gathering, held at the Port<br />
Washing<strong>to</strong>n home of Mr. and Mrs.<br />
Edmund Morrison, was part of a<br />
<strong>to</strong>ur the Manlys were making of all<br />
the Gulf <strong>Island</strong>s.<br />
Manly began by outlining the<br />
four basic concerns of the national<br />
NDP: adoption of a national industrial<br />
policy, Canadian control of<br />
resources and basic policy, maintenance<br />
of universal medicare and<br />
establishment of a fair prices<br />
commission.<br />
Responding <strong>to</strong> constituents'<br />
questions, Manly commented on<br />
subjects as diverse as agricultural<br />
policy, mortgage interest rates, the<br />
Canada Council, enforced retirement<br />
and pensions, milfoil spraying<br />
and nuclear development.<br />
The party's national agricultural<br />
policy, Manly said, is concerned<br />
with food self-sufficiency, establishment<br />
of marketing boards, and<br />
development of technologies like<br />
solar energy.<br />
Regarding mortgage interest<br />
rates, he said the NDP would<br />
like <strong>to</strong> see every financial institution<br />
set aside a portion of their<br />
funds for low interest loans.<br />
He also criticized the practice of<br />
"interlocking direc<strong>to</strong>rates" in financial<br />
institutions and corporations<br />
sharing direc<strong>to</strong>rs.<br />
The NDP favours the Canada<br />
Council continuing as an independent<br />
body <strong>to</strong> fund the arts. Manly<br />
said, "I think it should have more<br />
money; it's not perfect but it is<br />
preferable <strong>to</strong> leaving arts funding<br />
<strong>to</strong> private corporations."<br />
While admitting the party<br />
hasn't a perfect record on 2,4-D<br />
spraying, Manly said he is against<br />
it and fellow members are also<br />
coming <strong>to</strong> the conclusion that<br />
spraying on lakes is wrong.<br />
"The party doesn't speak with<br />
a single voice on nuclear development,"<br />
according <strong>to</strong> Manly. There<br />
are some powerful supporters in<br />
the east, notably in Ontario where<br />
the Pickering plant supplies much<br />
power.<br />
"But," he noted, "it is an<br />
evolving situation and more and<br />
more party members are seeing<br />
that it is not the answer "<br />
FLEXIBILITY<br />
Speaking on old age pensions<br />
and retirement, Manly stressed<br />
flexibility. He said the party is<br />
moving <strong>to</strong>ward lowering pension<br />
age and advocated development of<br />
policies <strong>to</strong> allow progressive retirement;<br />
shorter and shorter hours<br />
<strong>to</strong> accus<strong>to</strong>m people <strong>to</strong> retirement.<br />
At one point, Manly found<br />
himself defending marketing<br />
boards <strong>to</strong> someone who claimed<br />
they work against small producers<br />
and Gulf <strong>Island</strong>ers in particular.<br />
"I believe in family farms,"<br />
Manly said, "and I also believe<br />
that marketing boards smooth out<br />
fluctuations in prices and try <strong>to</strong><br />
maintain a reasonable return for<br />
producers."<br />
In conclusion, Manly stressed<br />
that the NDP wants <strong>to</strong> see a strong<br />
central government <strong>to</strong> plan the<br />
national economy but not <strong>to</strong> saddle<br />
local authorities with a "choking<br />
bureaucracy".<br />
Mike Clement wants out!<br />

To move exclusion of <strong>Salt</strong> <strong>Spring</strong> <strong>Island</strong><br />
Regional direc<strong>to</strong>r for <strong>Salt</strong><br />
<strong>Spring</strong> <strong>Island</strong>, Mike Cement, last<br />
week echoed islanders' views on<br />
transportation.<br />
The direc<strong>to</strong>r was acting on the<br />
nearly unanimous call from islanders<br />
<strong>to</strong> oppose the inclusion of <strong>Salt</strong><br />
<strong>Spring</strong> <strong>Island</strong> within the transportation<br />
tax area.<br />
Clement <strong>to</strong>ld his colleagues on<br />
the Capital Regional Board Wednesday<br />
that <strong>Salt</strong> <strong>Spring</strong> <strong>Island</strong><br />
wants out. He gave notice that he<br />
will move its exclusion.<br />
He has not abandoned his<br />
principles, he <strong>to</strong>ld the board, which<br />
would have all the regional district<br />
included. Nevertheless, inclusion<br />
would work a hardship on the<br />
island, he urged.<br />

Students lacking in English Oxygen unit<br />
for Queen<br />
Writing skills dismay ministry after tests of s<strong>to</strong>rm<br />
Provincial assessment of writing skills in British Columbia<br />
schools has brought about some changes.<br />
In Saanich School District the<br />
school board has required that all<br />
teachers assess written assignments<br />
in the quality of their English<br />
composition as well as the<br />
subject on which they are writing.<br />
Provincial ministry of education<br />
has assessed about 9,000 students<br />
across the province. The analysis<br />
of accomplishment in English is<br />
not impressive, says the report.<br />
Ability in "written expression"<br />
at the end of secondary grades was<br />
extremely disturbing the ministry<br />
reported. Ability <strong>to</strong> write was analyzed<br />
and divided in<strong>to</strong> a variety of<br />
skills including spelling, punctuation,<br />
syntax, fluency in ideas and<br />
association, proper selection of<br />
words, focus, <strong>to</strong>ne, the ability <strong>to</strong><br />
elaborate and other abilities.<br />
Grade 12 students, according <strong>to</strong><br />
the government tests across the<br />
province, were satisfac<strong>to</strong>ry in three<br />
skills of the 31 assessed.<br />

Before teacher went south<br />
They learned <strong>to</strong> love English<br />
No English, no nothing, said the new teacher and<br />
disobeyed every rule in the book.<br />
In weeks the school was well away in English. In<br />
months they were back on curriculum. They could<br />
now understand English.<br />
The pattern had a second character <strong>to</strong> it. Every<br />
time their crazy principal noted that they had a spare<br />
period and invited them <strong>to</strong> name a subject, the<br />
classes would plump for English. He had taught<br />
them English and he had taught them <strong>to</strong> enjoy English<br />
as he did.<br />
The school board was warm in its praise. He was<br />
the best they had had, he was <strong>to</strong>ld. They'd had some<br />
prizes there!<br />
And away he went, back <strong>to</strong> the warm climes of the<br />
sub-tropics. The students? Who knows? Some of<br />
them may still be able <strong>to</strong> read!<br />

The deterioration of standards in<br />
English occurs after the primary<br />
grades. Tests had shown that students<br />
at the end of the primary<br />
grades showed adequate command<br />
of 18 of the 27 skills tested at that<br />

He was new <strong>to</strong> the wilds of Vancouver <strong>Island</strong><br />
when he went <strong>to</strong> teach in a logging camp. In fact, he<br />
was new <strong>to</strong> teaching in British Columbia. He had<br />
previously taught in boarding schools in South<br />
America.<br />
The new school intrigued him. The students had<br />
no faintest idea how <strong>to</strong> express themselves. As from<br />
his first day in class, he instituted a new curriculum.<br />
Until the students were up <strong>to</strong> the level of their grades<br />
in English, no other subjects would be taught.<br />
The dismay among students was almost measurable.<br />
For day after day after miserable day they studied<br />
English almost exclusively. It's no good<br />
learning any other subject, said their crazy teacher,<br />
until you can express yourself.<br />
The inspec<strong>to</strong>r came <strong>to</strong> the school and expressed<br />
utter horror. He recognized first degree blasphemy<br />
and <strong>to</strong>re his garments. To no avail!<br />
and the choice between similarlysounding<br />
words, or homonyms.<br />
The bot<strong>to</strong>m skills were grammatical<br />
usage, such as agreement<br />
between the subject and the verb<br />
and the summary of the main ideas<br />
of a passage. Sentence structure<br />
and recognition of common<br />
abbreviations were in the problem<br />
area.<br />
ALL PROVINCE<br />
The results of the tests, Assessment<br />
of Written Expression, 1978,<br />
were not broken down in<strong>to</strong> school<br />
districts or areas. The analysis is of<br />
all students in the 9,000 assessed.<br />
The report shows that other<br />
areas in which tested students<br />
showed poor results were the<br />
organization of written work,<br />
appropriate vocabulary, formats<br />
of letters and envelopes, descriptive<br />
skills (such as the ability <strong>to</strong><br />
convey personality traits or <strong>to</strong> describe<br />
human features) and narrative<br />
writing.<br />
Writing simple instructions,<br />
organizing details and ideas had<br />
also proved <strong>to</strong> be areas of weakness.<br />
Exposi<strong>to</strong>ry writing, completing<br />
forms or adjusting writing<br />
<strong>to</strong>nes <strong>to</strong> a specific audience were<br />
not good.<br />
BRIGHT SIDE<br />
Grade Four was cited as the<br />
bright side of the coin. Students in<br />
that grade had shown themselves<br />
<strong>to</strong> be competent in originality, capitalization<br />
and punctuation. They<br />
could organize details and ideas<br />
and support opinions or judgments.<br />

Casey R. Carpentier, 18, of<br />
Saturna <strong>Island</strong> has been put on one<br />
year's probation after pleading<br />
guilty <strong>to</strong> a charge of breaking and<br />
entry and theft.<br />
Carpentier was charged after he<br />
was found in the home of a<br />
neighbour on March 10. He<br />
appeared in provincial court at<br />
Ganges on Wednesday.<br />

Research verifies<br />
insulation value:<br />
readings of the aerial<br />
thermography program are doublechecked<br />
by comparing a sampling of the<br />
aerial thermograms of volunteer Hydro<br />
employees' homes with their actual<br />
insulation values. The aerial readings<br />
have proven remarkably accurate.<br />
And more research:<br />
Hydro is also studying energy<br />
and dollar savings in twelve test-homes<br />
located around the province. These<br />
homes have been fitted with newly<br />
recommended insulation levels<br />
in roofs, walls and windows—t<br />
and their heat savings<br />
moni<strong>to</strong>red on a continuing<br />
basis. Preliminary results<br />
indicate savings in excess<br />
of 20%, over levels usuall<br />
encountered.<br />

For region's 210 miles of shoreline<br />
Management plan<br />
under way in region<br />
Maximizing the existing benefits<br />
of shoreland resources and<br />
assisting in preserving those<br />
resources are two of the goals of a<br />
shoreland management program<br />
for the Capital Regional District.<br />
The program was begun last year<br />
by the regional district in order <strong>to</strong><br />
develop a plan for the 210 miles of<br />
shoreline in the region. The<br />
program was prompted by<br />
problems that have arisen from<br />
shoreland developments that have<br />
taken place in the past:<br />
• Soil erosion and pollution of<br />
coastal waters from inferior<br />
construction or development<br />
practices.<br />
• Interference with the natural<br />
movement of shore materials <strong>to</strong> the<br />
limited sandy beaches by structural<br />
modifications in foreshore areas<br />
such as groynes and bulkheads<br />
(seawalls).<br />
• Elimination of highly<br />
productive and sensitive wildlife<br />
habitats.<br />
According <strong>to</strong> a report from the<br />
CRD, most of the program's work<br />
so far has dealt with an inven<strong>to</strong>ry of<br />
natural and man-made systems.<br />
Examinations have been made of<br />
vegetation types, fish and wildlife<br />
distribution, soils and substrate<br />
materials, wind and wave energy<br />
velocities, shoreland geology and<br />
hazards, shore types and visual<br />
Gas theft<br />
Charges are pending against a<br />
man suspected of gasoline theft.<br />
Last week Jack Clement of<br />
Langley St. reported <strong>to</strong> the RCMP<br />
at Ganges the theft of gas from a<br />
tank on the back of his truck.<br />
Charges follow police investigation.<br />

Other progress made includes a<br />
review of coastal programs in other<br />
areas of the continent and<br />
incorporation of shoreland<br />
management policies in the Central<br />
Saanich community plan. Coastal<br />
research is being carried out by a<br />
number of government agencies<br />
and a public information program<br />
is also under way with an audiovisual<br />
slide presentation and<br />
graphic displays.<br />
Following are the key elements<br />
of the planning process as outlined<br />
in the CRD report:<br />
• Inven<strong>to</strong>ry of natural and manmade<br />
features and activities.<br />
• Identify problems and<br />
opportunities.<br />
• Analyze use demands and<br />
shoreland compatibility.<br />
• Initiate public involvement.<br />
• Develop shoreland management<br />
goals and objectives.<br />
• Formulate a shoreland<br />
management plan.<br />
• Implement the plan through an<br />
official regional plan, community<br />
plans, zoning and subdivision<br />
bylaws, public land acquisition and<br />
action programs.<br />
The plan, the report explains,<br />
would reflect not only shoreland<br />
capability and anticipated use<br />
requirements, but also the specific<br />
goals and objectives of residents of<br />
the region. Regional shoreland<br />
policies would be developed and<br />
<strong>guide</strong>lines established for future<br />
activities within theshoreland area.<br />
"This program is <strong>to</strong> a large extent<br />
dependent on pu blic awareness and<br />
acceptance, strong political<br />
leadership, and ongoing planning<br />
efforts," the report concludes.<br />
War isn't lost yet<br />
Arnott tells Trust<br />
Urban Transit Authority has<br />
ruled that the Gulf <strong>Island</strong>s are <strong>to</strong> be<br />
included in the Capital Region for<br />
the purposes of public transportation.<br />

<strong>Island</strong> Transportation Committee,<br />
Ken Arnott, reported the authority's<br />
ruling when he addressed the<br />
<strong>Salt</strong> <strong>Spring</strong> <strong>Island</strong> Trust Committee<br />
on Wednesday afternoon last<br />
week.<br />
The transportation committee is<br />
a function of the Trust.<br />
The affirmation by the transit<br />
authority was made at the request<br />
of the Capital Regional District.<br />
Arnott remarked that he had<br />
not found the ruling surprising in<br />
view of the fact that both Saanich<br />
Mayor Mel Couvelier and Vic<strong>to</strong>ria<br />
Alderman Bill Tindall are serving<br />
on both the transit authority and<br />
the regional board.<br />
"It's the left hand shaking<br />
hands with the right," he jibed.<br />
The inclusion of the islands is<br />
still under consideration by the<br />
Minister of Municipal Affairs, added<br />
Ken Arnott.<br />

They're off <strong>to</strong> Quebec April 19<br />
A Driftwood reporter with a<br />
camera had a <strong>to</strong>ugh time completing<br />
his pho<strong>to</strong> assignment last week<br />
when some of these young ladies<br />
from Gulf <strong>Island</strong>s Secondary School<br />
proved <strong>to</strong> be very unco-operative<br />
subjects. However, they were not<br />
at all unco-operative in their work<br />
that day, which consisted of cleaning<br />
up Ganges. The girls picked up<br />
enough garbage <strong>to</strong> fill more than<br />
three Volkswagen vans.<br />
