Galliano TraininG CenTer expands<br />

Serving for more than a decade as the base of training needs for<br />

the ever-expanding roster of ECO vessel employees, the Galliano<br />

Training Center is beginning <strong>2010</strong> in an expansion mode. The<br />

10,000-square foot center has now doubled in size to provide a<br />

technologically diverse mix of classrooms and simulators, as well<br />

as additional offices and labs.<br />

“The expansion will not only allow us to offer more courses<br />

more frequently, but it will also provide for future growth and<br />

expansion,” said Warren Sanamo, Jr., Director of HSE and Training.<br />

Sanamo cites training statistics to justify the necessity for the<br />

additional room: 1,838 students trained at the center in 2004;<br />

five years later, the number had increased to 3,881 in the same<br />

building. The expanded facility increases the number of offices<br />

from 11 to 20, and the number of classrooms from five to 11.<br />

Sanamo admits that perhaps the crown jewel of the new<br />

expansion resides on the second floor. In the past, students in<br />

the basic and advanced dynamic positioning courses had been<br />

crowded into a small classroom space on the first floor of the<br />

original building. Now they will be met with a dazzling suite<br />

of DP simulators on the second floor of the new portion of the<br />

building.<br />

“Just the basic DP classroom space in the new facility will be far<br />

more room than we have currently,” Sanamo noted. “Students will<br />

immediately notice two large identical simulators fully equipped<br />

with the latest Marine Technologies consoles and large flat<br />

screens on the wall. Transas assisted us in setting up the most<br />

realistic marine scenarios possible.”<br />

An instructor’s room is hidden behind one-way glass between<br />

the two rooms, but that also allows for another unprecedented<br />

advance. Trainers can actually simulate scenarios where the<br />

students in the two rooms can interact with each other’s “vessel”<br />

during training. Sanamo notes that the KIRT CHOUEST,<br />

C-FREEDOM and C-EXPRESS were the three ECO vessels utilized<br />

to model the training scenarios (with a fourth to be determined<br />

later), which are then analyzed by students and instructors<br />

afterwards in a separate debriefing room across the hall.<br />

Another impressive addition is a large, open-floored engineering<br />

lab on the new first floor. Sanamo added, "The space utilization is<br />

still being determined, and will be based on future training needs<br />

as dictated by regulatory agencies. Mechanical, welding,<br />

refrigeration and several other engineering curricula will likely be<br />

taught here, with separate labs and classrooms set aside for such<br />

training."<br />

Sanamo also points out that there will be two new large<br />

classrooms, one specifically outfitted for navigational courses.<br />

With the full opening of the new DP section in the new<br />

expansion within weeks, the retooling of the old DP space will<br />

create additional space for the radar, ECDIS and ARPA classes.<br />

Additionally, the six people on the center’s safety staff are now<br />

in a separate part of the building to allow for privacy concerns.<br />

The outside of the facility includes two new features: a cemented<br />

area that will soon resemble the wooden back deck of an ECO<br />

vessel to facilitate rigging classes and a new parking lot with<br />

pavers that more than triples their previous parking space.<br />

The 13th annual <strong>Chouest</strong> Fest will be held Saturday, March 27,<br />

<strong>2010</strong>, in the Houma-Terrebonne Civic Center from 10 a.m. until<br />

4 p.m. As usual, the event will be a fun-filled day of good food,<br />

great entertainment and lots of prizes to be given away, including<br />

several cash drawings.<br />

Employee registration forms are in the process of being distributed<br />

and must be returned by March 12. If, for some reason, you do<br />

not receive a registration form by early March, please contact the<br />

eCo FleeT addiTions in 2009<br />

Although 2009 will not be fondly recalled by industry analysts, it did prove to be an active and successful year by <strong>Chouest</strong><br />

standards as 20 new vessels entered the fleet. Here’s a review:<br />

anChor handler<br />

Delivered in April, the massive DINO CHOUEST (348’ x 72’ x 31’)<br />

proved to be an impressive addition to ECO’s anchor handling<br />

fleet.<br />

supplY vessels<br />

A total of five 280’ offshore supply vessels joined the ECO fleet<br />

in 2009 after construction and launch at NAF in Houma.<br />

Joining the pictured PÃO DE AÇUCAR were the MR. SIDNEY,<br />

ELLA G., NORBERT BOUZIGA and INGRID.<br />

TraCTor TuGs<br />

Another set of four 110’ x 42’ x 18.75’ tractor tugs were<br />

delivered at mid-year to provide LNG terminal support. The<br />

vessels were sequentially named (and numbered): C-TRACTOR<br />

19-22.<br />

FasT supplY vessels<br />

A total of three fast supply vessels (187’ x 30’ x 13.8’) joined<br />

the ECO fleet in 2009. The COPACABANA (pictured above) and<br />

the identical IPANEMA were delivered earlier in the year, while<br />

the FAST VIKING was delivered to Statoil later in August.<br />

Well sTiMulaTion vessel<br />

The BJ BLUE DOLPHIN was delivered late in the year to some<br />

notoriety <strong>–</strong> it is the largest well stimulation vessel (300’ x 60’<br />

x 24’) in the U.S. Gulf of Mexico. At year’s end, the vessel was<br />

honored as one of Marine Log Magazine’s most distinctive<br />

ships of 2009.<br />

ECO’s Brazilian newbuild market was quite robust in 2009<br />

with six vessels making their debut <strong>–</strong> the pictured CAMPOS<br />

CONTENDER (a 244’ MPSV), and five 280’ supply vessels: the<br />

SANTOS SUPPLIER, THOR SUPPLIER, CAMPOS CAPTAIN,<br />

SANTOS SAILOR and SANTOS SUPPORTER.

C-ChaMpion<br />

The C-CHAMPION, primarily used by the U.S. military throughout<br />

the Pacific region for transport and humanitarian missions,<br />

assisted in search and rescue efforts after the SuperFerry 9,<br />

carrying nearly 1,000 people, capsized and sank off the<br />

Philippine coast on September 6, 2009.<br />

Departing Port Fourchon on November 14, 2009, the AKIRA<br />

CHOUEST was fully loaded with her crew, supplies and third<br />

party personnel, along with instructions for a unique mission.<br />

AKIRA was to be the command post orchestrating the<br />

uprighting of the world’s first MinDOC triangular oil platform,<br />

TITAN, in the Gulf of Mexico.<br />

The DOC in MinDOC is for Doc Laborde, the original patent<br />

holder of this high-tech design. Now 93 years old, he recently<br />

attended the TITAN’s christening ceremony at an Ingleside,<br />

Texas shipyard.<br />

At dawn on November 15th, the AKIRA assisted in pulling the<br />

plugs on the TITAN’s ballast tanks, allowing 8,500,000<br />

gallons of salt water to fill the lower legs and enabling the rig<br />

to stand upright.<br />

Twelve polyester mooring legs will connect the TITAN to the<br />

ocean floor. Under the direction of the AKIRA’s crew, 8,000<br />

tons of magnetite (iron ore from Peru) will be pumped into the<br />

hull for high-density ballast.<br />

The TITAN project started in September 2006 and the platform<br />

will be in production mode soon.<br />

TEMPTRESS, FAST VINICIUS, LOOP LIFTER, MIA and MS. VIRGIE) recently completed their annual USCG/ABS topside inspections<br />

Another successful year of ship building has wrapped up in<br />

Larose. We are looking forward to more new construction and<br />

repair work in this new year. The crews on the panel line and the<br />

new burn table are gearing up for the upcoming work, which<br />

includes running the night shift again.<br />

Final construction is coming to an end on Hull 245, the HOLIDAY,<br />

a 288’ x 66’ x 29.5’ anchor handling tug supply vessel scheduled<br />

for delivery soon. Also nearing completion is the Voith tractor<br />

tug FORTE, Hull 264. This tractor tug is 168’ x 52’ x 24’ and is<br />

scheduled for delivery early in <strong>2010</strong>.<br />

The NAS drydock made five successful lifts during the third<br />

quarter and another six in the fourth quarter, bringing the<br />

cumulative total of lifts to 470. The Fourchon drydock made 13<br />

lifts in the third quarter and six in the fourth, bringing its total<br />

number of lifts to 511.<br />

Randy Cargill, an electrician with 23<br />

years of experience and a six-year<br />

veteran of NAS, was honored to be<br />

chosen as the employee of the quarter.<br />

He recalls his first vessel job at the Larose<br />

yard was the AMY CHOUEST, and most<br />

recently he completed work on the BJ<br />

BLUE DOLPHIN. “I enjoy learning everyday;<br />

every new boat design brings a new challenge,” he said.<br />

Randy added that he can’t imagine any other yard in our area<br />

that can possibly compare to NAS. “These are great people and a<br />

good team. I like the hours and I can make a good living and still<br />

have time off on the weekends,” he noted.<br />

A native of Pekins, IL, Randy has lived in Schriever, LA for the<br />

past nine years. He is also the proud father of a son, Jason. In<br />

his spare time, Randy enjoys playing golf and watching football.<br />

4th Quarter 2009<br />

Danny Price, chosen as the final<br />

employee of the quarter for 2009, has<br />

been working as a pipe welder for<br />

more than 25 years, the last 20 at NAS.<br />

He recalls that the first ECO vessel he<br />

worked on was the renowned<br />

icebreaking research ship NATHANIEL B.<br />

PALMER.<br />

Danny appreciates the work available at the yard, the<br />

opportunity for overtime, and the fact that most of the work is<br />

inside. “No other yard compares to this one,” he said. “It sure is<br />

nice to have all the equipment that you need to do your job.”<br />

Danny is a native of Thibodaux, LA and has lived in Lockport for<br />

the past ten years. He and his wife Angela have one son, Dylan.<br />

NAF had a busy quarter with the launch and delivery of two 280’<br />

OSVs, the NORBERT BOUZIGA (Hull 260) and the INGRID (Hull<br />

261). The NORBERT BOUZIGA was launched at noon on August<br />

21, 2009. It was named after one of <strong>Chouest</strong>’s first boat captains.<br />

When Gary <strong>Chouest</strong> was 16, he spent his summer working as<br />

a deckhand on a shrimp boat that was captained by Norbert<br />

Bouziga. During the christening ceremony, Mr. Gary shared a<br />

story about one of the reasons why he decided to name the<br />

vessel after Norbert. “The biggest lesson I learned was from<br />

Norbert Bouziga. One Saturday I was on the boat and passed by<br />

and overheard Mr. Norbert talking in French to someone about<br />

me. Even though I didn’t understand much French at the time,<br />

I did understand him to say, ‘What are we going to do with this?<br />

He is no good.’ From that day forward, I worked hard every day<br />

to improve.” Joey Bouziga thanked Mr. Gary and his family on his<br />

father’s behalf and christened Hull 260. The vessel was delivered<br />

on September 22, 2009.<br />

all of South Louisiana for their hospitality. She then thanked the<br />

yard for their hard work and concluded her speech with<br />

sprinkling holy water on the vessel before breaking the<br />

traditional champagne bottle across the bow. Hull 261 was<br />

delivered on December 15, 2009.<br />

NAF launched Hull 262, M/V JOE GRIFFIN, on January 21, <strong>2010</strong>.<br />

Hulls 263 and 270 are under construction.<br />

Hector Ramirez began his employment<br />

with NAF in October 2002 as a ship fitter/<br />

tacker. He learned how to weld and was<br />

promoted to structural welder in January<br />

2004. The first vessel Hector worked on<br />

as a welder was the C-LIBERTY. He most<br />

recently assisted in the production of<br />

M/V JOE GRIFFIN, Hull 262.<br />

NAF is the only yard Hector has ever worked for, but he knows<br />

a good thing when he sees it. “There is no reason to look<br />

anywhere else when you have a job like this.” One of the reasons<br />

he likes working for NAF is that he feels that his co-workers are<br />

considerate of their surroundings and safety-conscious. His<br />

superintendent, Tim Tastet, says, “Hector takes pride in his work.”<br />

Born in Mexico, Hector moved to Louisiana when he was only ten<br />

years old. He currently resides in Houma with his wife, Michelle,<br />

and their new daughter, Addisyn.

Estaleiro Navship, LTDA is celebrating the end of its fifth year since groundbreaking.<br />

Navship currently has over 800 full-time employees. The state-ofthe-art<br />

facility in southern Brazil recently delivered its 14th vessel to <strong>Chouest</strong>’s<br />

Brazilian operations division. These include two anchor handlers, 11 PSVs and<br />

a FRAC vessel.<br />

Navship has come a long way since 2005! At that time the land was being<br />

cleared to allow fill material to be trucked in so the facility could be<br />

constructed. The land area covers 50 acres, which is an indicator of the<br />

amount of trucks that were involved. As in Louisiana, much of the land was<br />

marsh, and could not support the trucks, much less the facility and vessels<br />

that would be constructed. When you look at the pictures of the shipyard as it<br />

looks today, what you don’t see are the granite boulders, sand and soil, and<br />

cement piling supports, representing a huge investment in the foundation<br />

upon which the facility now rests.<br />

This area has a history of flooding. The floors of all the buildings are at an<br />

elevation of five feet above high tide, much higher than the original soil. When<br />

major flooding occurred late in 2008, all the land was submerged except for<br />

the buildings. Navship employees feel fortunate to work for a company from<br />

Eduardo Sanchez began his employment with<br />

Gulf Ship in May 2007 as a roustabout. When<br />

congratulated on his perfect attendance since<br />

hired, he said, “I enjoy my job and like working here.<br />

Roger is a good boss and the guys here are good<br />

people.” Eduardo said he likes to stay busy, and<br />

there is always plenty of work to do as a roustabout.<br />

Roger Kendrick, warehouse leaderman, said,<br />

“Eduardo is a hardworking, dependable young man who takes great pride<br />

in his work. The pride he shows in his work is reflected in the results at the<br />

end of the day.”<br />

A native of Mexico, Eduardo has been in the states since 2002. His brother,<br />

Leopoldo Sanchez, and his cousin, Agustin Carmona, also employees of Gulf<br />

Ship, enjoy living on the Gulf<br />

TaMpa ship updaTe<br />

<strong>Edison</strong> <strong>Chouest</strong> <strong>Offshore</strong> acquired Tampa Bay<br />

Shipbuilding and Repair on November 18, 2008, and<br />

renamed the shipyard Tampa Ship, LLC. Just over a<br />

year later, Tampa Ship boasts a strong and productive<br />

workforce of over 400 employees. The shipyard sits on<br />

approximately 30 acres of land.<br />

Currently Tampa Ship is carrying out extensive repairs<br />

to the 580’ x 105’ La Princesa barge at drydock #2. The<br />

La Princesa was battered by Hurricane Ida in the Gulf of<br />

Mexico and later ran aground at Sandbridge Beach in<br />

Virginia Beach. The barge was brought to Tampa Ship<br />

for repairs in mid-December 2009, which will require<br />

approximately 32 tons of renewed steel. Work on La<br />

Princesa is scheduled to be completed this month.<br />

The OSG 351 barge is a new construction and assembly<br />

project being undertaken in drydock #4. The 655’ x<br />

105’ barge is being constructed from two fully erected,<br />

pre-fabricated sections (a bow section and mid-body<br />

section) which were towed to Tampa Ship and a third<br />

stern section built at Tampa Ship. The erection of the<br />

various sections and assemblies is being done using a<br />

recently refurbished heavy capacity crane housed in the<br />

erection building. Work is scheduled to be completed<br />

in February <strong>2010</strong>.<br />

The third project currently underway at Tampa Ship is<br />

the construction of Hull 269, a 280’ vessel. After the<br />

structural work and piping is completed, Hull 269 will<br />

be towed to another <strong>Chouest</strong> shipyard for completion.<br />

The next ship to be built is Hull 271. Cutting of the steel<br />

plates for this project is already underway.<br />

With today’s great advancement in shipbuilding technology,<br />

the greatest craftsmen cannot function without<br />

great facilities and hi-tech machinery. To meet future<br />

demands, Tampa Ship is in the process of upgrading the<br />

panel line building to world-class standards. Employees<br />

are now training on the new plasma cutting machine<br />

and a recently installed Wheelabrator blasting machine.<br />

The panel line building is also scheduled to be outfitted<br />

with a one-sided welding gantry, fitting gantry and<br />

multi-welding gantry.<br />

Tampa Ship is proud to have a highly skilled and<br />

In recent months, one of ECO’s valued customers reported several<br />

instances of intolerance at its work locations. Specifically, some<br />

instances involved the discovery of hangman’s nooses. One such<br />

incident occurred on a <strong>Chouest</strong> vessel, and one of our crew<br />

members admitted his involvement and was terminated.<br />

These unfortunate incidents provide <strong>Chouest</strong> company<br />

management with an opportunity to remind ALL of our employees<br />

that we have a strict Workplace Harassment and Discrimination<br />

Policy that prohibits such behavior. This policy is reprinted<br />

annually in our company newsletter, most recently in June 2009.<br />

While admittedly that policy does contain a strong emphasis on<br />

the prohibition of sexual harassment in the workplace, it does also<br />

contain this language:<br />

We prohibit retaliation and also discrimination or harassment<br />

of employees on the basis of race, color, gender, age, religion,<br />

disability or national origin. Examples of actions that may<br />

constitute discrimination or harassment in violation of this<br />

policy include epithets, slurs or negative stereotyping.<br />

The <strong>Chouest</strong> family of companies now includes in excess of 8,500<br />

employees from practically every U.S. state and several foreign<br />

countries. Therefore, we form a multicultural community of<br />

individuals from many diverse racial, ethnic and class backgrounds.<br />

We MUST accept one another in an environment of positive<br />

engagement and mutual respect.<br />

Acts of racism or any type of harassment directed against<br />

individuals or specific groups of individuals will not be tolerated<br />

and will be dealt with as harshly as the incident described in the<br />

first paragraph. We condemn any and all incidents of intolerance<br />

in our workforce.<br />

We will continue to promote pluralism and diversity, and<br />

encourage all employees to respect and appreciate the value and<br />

dignity of every person and his or her right to an atmosphere not<br />

only free of harassment, hostility and violence, but also supportive<br />

of the individual’s professional growth.<br />

Joins blueCross<br />

As of January 1, <strong>2010</strong>, our move to<br />

BlueCross BlueShield of Louisiana<br />

("BlueCross") was effective. Our new<br />

network and third party administrator<br />

is the largest health insurance carrier,<br />

not only in Louisiana, but nationally.<br />

BlueCross has assured us that we will have a greater amount of<br />

providers to choose from that are participating in their network.<br />

However, if for any reason a member must see a provider who is<br />

not in the BlueCross network, the member will be responsible for<br />

submitting payment. THIS IS A BIG CHANGE FROM OUR CURRENT<br />

PROCEDURE!<br />

BlueCross will process the claims towards the member's out-ofnetwork<br />

benefits; however, the payment will be mailed directly to<br />

the member, and NOT to the provider. BlueCross's system does not<br />

allow for payment of benefits to a non-participating provider.<br />

Please be aware of this, so that when you receive a large check, you<br />

don't spend it on something else! You are getting a check because<br />

you will owe money to a non-participating provider.<br />

The Benefits Department would like to remind employees that,<br />

beginning in <strong>2010</strong>, the open enrollment period will change to October<br />

1 - November 30, with an effective date of January 1, 2011. If you wish<br />

to add or drop coverage on yourself or a qualified dependent, you<br />

must make the change with your location’s Benefits Administrator<br />

before November 30. Open enrollment applies to group health, dental<br />
