Galliano TraininG CenTer expands
Serving for more than a decade as the base of training needs for
the ever-expanding roster of ECO vessel employees, the Galliano
Training Center is beginning 2010 in an expansion mode. The
10,000-square foot center has now doubled in size to provide a
technologically diverse mix of classrooms and simulators, as well
as additional offices and labs.
“The expansion will not only allow us to offer more courses
more frequently, but it will also provide for future growth and
expansion,” said Warren Sanamo, Jr., Director of HSE and Training.
Sanamo cites training statistics to justify the necessity for the
additional room: 1,838 students trained at the center in 2004;
five years later, the number had increased to 3,881 in the same
building. The expanded facility increases the number of offices
from 11 to 20, and the number of classrooms from five to 11.
Sanamo admits that perhaps the crown jewel of the new
expansion resides on the second floor. In the past, students in
the basic and advanced dynamic positioning courses had been
crowded into a small classroom space on the first floor of the
original building. Now they will be met with a dazzling suite
of DP simulators on the second floor of the new portion of the
building.
“Just the basic DP classroom space in the new facility will be far
more room than we have currently,” Sanamo noted. “Students will
immediately notice two large identical simulators fully equipped
with the latest Marine Technologies consoles and large flat
screens on the wall. Transas assisted us in setting up the most
realistic marine scenarios possible.”
An instructor’s room is hidden behind one-way glass between
the two rooms, but that also allows for another unprecedented
advance. Trainers can actually simulate scenarios where the
students in the two rooms can interact with each other’s “vessel”
during training. Sanamo notes that the KIRT CHOUEST,
C-FREEDOM and C-EXPRESS were the three ECO vessels utilized
to model the training scenarios (with a fourth to be determined
later), which are then analyzed by students and instructors
afterwards in a separate debriefing room across the hall.
Another impressive addition is a large, open-floored engineering
lab on the new first floor. Sanamo added, "The space utilization is
still being determined, and will be based on future training needs
as dictated by regulatory agencies. Mechanical, welding,
refrigeration and several other engineering curricula will likely be
taught here, with separate labs and classrooms set aside for such
training."
Sanamo also points out that there will be two new large
classrooms, one specifically outfitted for navigational courses.
With the full opening of the new DP section in the new
expansion within weeks, the retooling of the old DP space will
create additional space for the radar, ECDIS and ARPA classes.
Additionally, the six people on the center’s safety staff are now
in a separate part of the building to allow for privacy concerns.
The outside of the facility includes two new features: a cemented
area that will soon resemble the wooden back deck of an ECO
vessel to facilitate rigging classes and a new parking lot with
pavers that more than triples their previous parking space.
ChouesT Trivia
At present, over 2,000 skilled men and women crew
the ECO fleet worldwide. Those represented on our
vessel crews reside in several foreign countries and 46
U.S. states. Which four states do NOT currently have an
ECO vessel employee residing in them?
eCo FleeT addiTions in 2009
Although 2009 will not be fondly recalled by industry analysts, it did prove to be an active and successful year by Chouest
standards as 20 new vessels entered the fleet. Here’s a review:
anChor handler
Delivered in April, the massive DINO CHOUEST (348’ x 72’ x 31’)
proved to be an impressive addition to ECO’s anchor handling
fleet.
supplY vessels
A total of five 280’ offshore supply vessels joined the ECO fleet
in 2009 after construction and launch at NAF in Houma.
Joining the pictured PÃO DE AÇUCAR were the MR. SIDNEY,
ELLA G., NORBERT BOUZIGA and INGRID.
TraCTor TuGs
Another set of four 110’ x 42’ x 18.75’ tractor tugs were
delivered at mid-year to provide LNG terminal support. The
vessels were sequentially named (and numbered): C-TRACTOR
19-22.
FasT supplY vessels
A total of three fast supply vessels (187’ x 30’ x 13.8’) joined
the ECO fleet in 2009. The COPACABANA (pictured above) and
the identical IPANEMA were delivered earlier in the year, while
the FAST VIKING was delivered to Statoil later in August.
Well sTiMulaTion vessel
The BJ BLUE DOLPHIN was delivered late in the year to some
notoriety – it is the largest well stimulation vessel (300’ x 60’
x 24’) in the U.S. Gulf of Mexico. At year’s end, the vessel was
honored as one of Marine Log Magazine’s most distinctive
ships of 2009.
brazil
ECO’s Brazilian newbuild market was quite robust in 2009
with six vessels making their debut – the pictured CAMPOS
CONTENDER (a 244’ MPSV), and five 280’ supply vessels: the
SANTOS SUPPLIER, THOR SUPPLIER, CAMPOS CAPTAIN,
SANTOS SAILOR and SANTOS SUPPORTER.

The C-CHAMPION, primarily used by the U.S. military throughout
the Pacific region for transport and humanitarian missions,
assisted in search and rescue efforts after the SuperFerry 9,
carrying nearly 1,000 people, capsized and sank off the
Philippine coast on September 6, 2009.
Soon after
meeting military
boats at the scene, the
C-CHAMPION’s medics
began treating the
injured that were lifted
onto their vessel.
The C-CHAMPION was
specifically utilized
as a communications and search/transport vessel during the
operation.
According to published reports, 832 passengers were rescued
but, tragically, ten perished.
Submitted by Captain David Hare
Departing Port Fourchon on November 14, 2009, the AKIRA
CHOUEST was fully loaded with her crew, supplies and third
party personnel, along with instructions for a unique mission.
AKIRA was to be the command post orchestrating the
uprighting of the world’s first MinDOC triangular oil platform,
TITAN, in the Gulf of Mexico.
The DOC in MinDOC is for Doc Laborde, the original patent
holder of this high-tech design. Now 93 years old, he recently
attended the TITAN’s christening ceremony at an Ingleside,
Texas shipyard.
At dawn on November 15th, the AKIRA assisted in pulling the
plugs on the TITAN’s ballast tanks, allowing 8,500,000
gallons of salt water to fill the lower legs and enabling the rig
to stand upright.
Twelve polyester mooring legs will connect the TITAN to the
ocean floor. Under the direction of the AKIRA’s crew, 8,000
tons of magnetite (iron ore from Peru) will be pumped into the
hull for high-density ballast.
The TITAN project started in September 2006 and the platform
will be in production mode soon.
In a letter to Gary Chouest dated August 25, 2009, Captain Brian Boone expressed
his satisfaction with the crew’s inspection performance: “They worked very hard
to make this ship ready and did so while maintaining a high level of safety. They
are as respectful as they are knowledgeable of their duties; I could not be more
proud of this crew. Hank Dufrene and Mike Cuneo have done a great job in
Another successful year of ship building has wrapped up in
Larose. We are looking forward to more new construction and
repair work in this new year. The crews on the panel line and the
new burn table are gearing up for the upcoming work, which
includes running the night shift again.
Final construction is coming to an end on Hull 245, the HOLIDAY,
a 288’ x 66’ x 29.5’ anchor handling tug supply vessel scheduled
for delivery soon. Also nearing completion is the Voith tractor
tug FORTE, Hull 264. This tractor tug is 168’ x 52’ x 24’ and is
scheduled for delivery early in 2010.
The NAS drydock made five successful lifts during the third
quarter and another six in the fourth quarter, bringing the
cumulative total of lifts to 470. The Fourchon drydock made 13
lifts in the third quarter and six in the fourth, bringing its total
number of lifts to 511.
nas employee of the Quarter
3rd Quarter 2009
Randy Cargill, an electrician with 23
years of experience and a six-year
veteran of NAS, was honored to be
chosen as the employee of the quarter.
He recalls his first vessel job at the Larose
yard was the AMY CHOUEST, and most
recently he completed work on the BJ
BLUE DOLPHIN. “I enjoy learning everyday;
every new boat design brings a new challenge,” he said.
Randy added that he can’t imagine any other yard in our area
that can possibly compare to NAS. “These are great people and a
good team. I like the hours and I can make a good living and still
have time off on the weekends,” he noted.
A native of Pekins, IL, Randy has lived in Schriever, LA for the
past nine years. He is also the proud father of a son, Jason. In
his spare time, Randy enjoys playing golf and watching football.
nas employee of the Quarter
4th Quarter 2009
Danny Price, chosen as the final
employee of the quarter for 2009, has
been working as a pipe welder for
more than 25 years, the last 20 at NAS.
He recalls that the first ECO vessel he
worked on was the renowned
icebreaking research ship NATHANIEL B.
PALMER.
Danny appreciates the work available at the yard, the
opportunity for overtime, and the fact that most of the work is
inside. “No other yard compares to this one,” he said. “It sure is
nice to have all the equipment that you need to do your job.”
Danny is a native of Thibodaux, LA and has lived in Lockport for
the past ten years. He and his wife Angela have one son, Dylan.
NAF had a busy quarter with the launch and delivery of two 280’
OSVs, the NORBERT BOUZIGA (Hull 260) and the INGRID (Hull
261). The NORBERT BOUZIGA was launched at noon on August
21, 2009. It was named after one of Chouest’s first boat captains.
When Gary Chouest was 16, he spent his summer working as
a deckhand on a shrimp boat that was captained by Norbert
Bouziga. During the christening ceremony, Mr. Gary shared a
story about one of the reasons why he decided to name the
vessel after Norbert. “The biggest lesson I learned was from
Norbert Bouziga. One Saturday I was on the boat and passed by
and overheard Mr. Norbert talking in French to someone about
me. Even though I didn’t understand much French at the time,
I did understand him to say, ‘What are we going to do with this?
He is no good.’ From that day forward, I worked hard every day
to improve.” Joey Bouziga thanked Mr. Gary and his family on his
father’s behalf and christened Hull 260. The vessel was delivered
on September 22, 2009.
The INGRID, named after
the daughter of Morten
Ulstein, was launched on
Tuesday, November 3,
2009. Ingrid (pictured here
with her namesake vessel)
traveled from Norway to be
present for the launch. Fr.
Greg Fratt blessed the
vessel and Ingrid thanked
Ms. Carolyn, Mr. Gary and
all of South Louisiana for their hospitality. She then thanked the
yard for their hard work and concluded her speech with
sprinkling holy water on the vessel before breaking the
traditional champagne bottle across the bow. Hull 261 was
delivered on December 15, 2009.
NAF launched Hull 262, M/V JOE GRIFFIN, on January 21, 2010.
Hulls 263 and 270 are under construction.
naF employee of the Quarter
Hector Ramirez began his employment
with NAF in October 2002 as a ship fitter/
tacker. He learned how to weld and was
promoted to structural welder in January
2004. The first vessel Hector worked on
as a welder was the C-LIBERTY. He most
recently assisted in the production of
M/V JOE GRIFFIN, Hull 262.
NAF is the only yard Hector has ever worked for, but he knows
a good thing when he sees it. “There is no reason to look
anywhere else when you have a job like this.” One of the reasons
he likes working for NAF is that he feels that his co-workers are
considerate of their surroundings and safety-conscious. His
superintendent, Tim Tastet, says, “Hector takes pride in his work.”
Born in Mexico, Hector moved to Louisiana when he was only ten
years old. He currently resides in Houma with his wife, Michelle,
and their new daughter, Addisyn.

Estaleiro Navship, LTDA is celebrating the end of its fifth year since groundbreaking.
Navship currently has over 800 full-time employees. The state-ofthe-art
facility in southern Brazil recently delivered its 14th vessel to Chouest’s
Brazilian operations division. These include two anchor handlers, 11 PSVs and
a FRAC vessel.
Navship has come a long way since 2005! At that time the land was being
cleared to allow fill material to be trucked in so the facility could be
constructed. The land area covers 50 acres, which is an indicator of the
amount of trucks that were involved. As in Louisiana, much of the land was
marsh, and could not support the trucks, much less the facility and vessels
that would be constructed. When you look at the pictures of the shipyard as it
looks today, what you don’t see are the granite boulders, sand and soil, and
cement piling supports, representing a huge investment in the foundation
upon which the facility now rests.
This area has a history of flooding. The floors of all the buildings are at an
elevation of five feet above high tide, much higher than the original soil. When
major flooding occurred late in 2008, all the land was submerged except for
the buildings. Navship employees feel fortunate to work for a company from
Louisiana who had the
experience and foresight to
elevate the facility to deal with
this eventuality.
Eduardo Sanchez began his employment with
Gulf Ship in May 2007 as a roustabout. When
congratulated on his perfect attendance since
hired, he said, “I enjoy my job and like working here.
Roger is a good boss and the guys here are good
people.” Eduardo said he likes to stay busy, and
there is always plenty of work to do as a roustabout.
Roger Kendrick, warehouse leaderman, said,
“Eduardo is a hardworking, dependable young man who takes great pride
in his work. The pride he shows in his work is reflected in the results at the
end of the day.”
A native of Mexico, Eduardo has been in the states since 2002. His brother,
Leopoldo Sanchez, and his cousin, Agustin Carmona, also employees of Gulf
Ship, enjoy living on the Gulf
Coast. Eduardo says in his free
time he enjoys watching movies
on television and playing soccer.
Edison Chouest Offshore acquired Tampa Bay
Shipbuilding and Repair on November 18, 2008, and
renamed the shipyard Tampa Ship, LLC. Just over a
year later, Tampa Ship boasts a strong and productive
workforce of over 400 employees. The shipyard sits on
approximately 30 acres of land.
Currently Tampa Ship is carrying out extensive repairs
to the 580’ x 105’ La Princesa barge at drydock #2. The
La Princesa was battered by Hurricane Ida in the Gulf of
Mexico and later ran aground at Sandbridge Beach in
Virginia Beach. The barge was brought to Tampa Ship
for repairs in mid-December 2009, which will require
approximately 32 tons of renewed steel. Work on La
Princesa is scheduled to be completed this month.
The OSG 351 barge is a new construction and assembly
project being undertaken in drydock #4. The 655’ x
105’ barge is being constructed from two fully erected,
pre-fabricated sections (a bow section and mid-body
section) which were towed to Tampa Ship and a third
stern section built at Tampa Ship. The erection of the
various sections and assemblies is being done using a
recently refurbished heavy capacity crane housed in the
erection building. Work is scheduled to be completed
in February 2010.
The third project currently underway at Tampa Ship is
the construction of Hull 269, a 280’ vessel. After the
structural work and piping is completed, Hull 269 will
be towed to another Chouest shipyard for completion.
The next ship to be built is Hull 271. Cutting of the steel
plates for this project is already underway.
With today’s great advancement in shipbuilding technology,
the greatest craftsmen cannot function without
great facilities and hi-tech machinery. To meet future
demands, Tampa Ship is in the process of upgrading the
panel line building to world-class standards. Employees
are now training on the new plasma cutting machine
and a recently installed Wheelabrator blasting machine.
The panel line building is also scheduled to be outfitted
with a one-sided welding gantry, fitting gantry and
multi-welding gantry.
Tampa Ship is proud to have a highly skilled and
experienced workforce of great men and women!
10 Ways to Stay Healthy at Work
1. Wash your hands frequently. Wash with
soap and water for at least 20 seconds.
2. Avoid close contact with sick people. If
you need to care for the ill, use universal precautions.
3. Cover all coughs and sneezes.
4. Maintain healthy living. Proper nutrition, daily exercise and a
good night’s sleep will keep your immune system functioning
at a high level.
5. Avoid unnecessarily touching your mouth, nose and eyes, as
these are the most common portals of entry for germs.
6. Keep all frequently touched surfaces clean.
7. Get vaccinated for seasonal flu – no sooner than October.
8. Avoid sharing handheld devices such as cell phones and desk
phones.
9. If you are sick, take all measures necessary to prevent the
spread of your illness.
10. Do not share eating utensils or cups with others.
In recent months, one of ECO’s valued customers reported several
instances of intolerance at its work locations. Specifically, some
instances involved the discovery of hangman’s nooses. One such
incident occurred on a Chouest vessel, and one of our crew
members admitted his involvement and was terminated.
These unfortunate incidents provide Chouest company
management with an opportunity to remind ALL of our employees
that we have a strict Workplace Harassment and Discrimination
Policy that prohibits such behavior. This policy is reprinted
annually in our company newsletter, most recently in June 2009.
While admittedly that policy does contain a strong emphasis on
the prohibition of sexual harassment in the workplace, it does also
contain this language:
We prohibit retaliation and also discrimination or harassment
of employees on the basis of race, color, gender, age, religion,
disability or national origin. Examples of actions that may
constitute discrimination or harassment in violation of this
policy include epithets, slurs or negative stereotyping.
The Chouest family of companies now includes in excess of 8,500
employees from practically every U.S. state and several foreign
countries. Therefore, we form a multicultural community of
individuals from many diverse racial, ethnic and class backgrounds.
We MUST accept one another in an environment of positive
engagement and mutual respect.
Acts of racism or any type of harassment directed against
individuals or specific groups of individuals will not be tolerated
and will be dealt with as harshly as the incident described in the
first paragraph. We condemn any and all incidents of intolerance
in our workforce.
We will continue to promote pluralism and diversity, and
encourage all employees to respect and appreciate the value and
dignity of every person and his or her right to an atmosphere not
only free of harassment, hostility and violence, but also supportive
of the individual’s professional growth.
Joins blueCross
As of January 1, 2010, our move to
BlueCross BlueShield of Louisiana
("BlueCross") was effective. Our new
network and third party administrator
is the largest health insurance carrier,
not only in Louisiana, but nationally.
BlueCross has assured us that we will have a greater amount of
providers to choose from that are participating in their network.
However, if for any reason a member must see a provider who is
not in the BlueCross network, the member will be responsible for
submitting payment. THIS IS A BIG CHANGE FROM OUR CURRENT
PROCEDURE!
BlueCross will process the claims towards the member's out-ofnetwork
benefits; however, the payment will be mailed directly to
the member, and NOT to the provider. BlueCross's system does not
allow for payment of benefits to a non-participating provider.
Please be aware of this, so that when you receive a large check, you
don't spend it on something else! You are getting a check because
you will owe money to a non-participating provider.
If you have any questions, please call Group Health Employee
Advocate Norma Bonvillain at 985-601-4301.
The Benefits Department would like to remind employees that,
beginning in 2010, the open enrollment period will change to October
1 - November 30, with an effective date of January 1, 2011. If you wish
to add or drop coverage on yourself or a qualified dependent, you
must make the change with your location’s Benefits Administrator
before November 30. Open enrollment applies to group health, dental
and vision insurance.
