4ECO Announces Newbuild CampaignECO recently announced plans to design and construct eightnew deepwater platform supply vessels. “Since 2003, thecore of our newbuild program has been a series of 42 newgeneration 4,750 deadweight ton (DWT) 280’ offshore supplyvessels,” said ECO’s Vice President of Operations Dino <strong>Chouest</strong>.“Our next generation includes 13 vessels in our 300’, 5,150 DWTclass.” That group is currently under construction, with the firsttwo undergoing sea trials and preparing for delivery.The new class of eight PSVs is in the early stages ofconstruction. “Three vessels are currently underway,” said<strong>Chouest</strong>. “Our design plans also take into account thepotential of future modifications for deployment in the Arctic.”ECO also has under construction, at two of its south Louisianashipyards, the hull and superstructure for a <strong>36</strong>1’ Arctic ice classanchor handling tug supply vessel, slated for delivery in early2012 to Shell in Alaska.Brazilian OSRVsIn the wake of the 2010 Deepwater Horizon tragedy, ECOproved early on to be a most important player in the industry’songoing response efforts. While future U.S. responseregulations are still to be determined, <strong>Chouest</strong> vessels havealready set the trend in Brazilian waters.Four ECO OSVs – the CASEY CHOUEST, C-COMMODORE,C-COURAGEOUS and C-ESCORT – have already been modifiedand dedicated for use in Brazil. Additionally, Petrobrashas awarded the contract for another seven vessels to beconverted for OSRV (Oil Spill Response Vessel) service: theAMY CHOUEST, C-ACCLAIM, C-ADMIRAL, C-AGGRESSOR,C-AMBASSADOR, C-ATLAS and C-SAILOR. These vessels willmake up the single largest dedicated OSRV fleet in the country.These converted vessels feature 750 m 3 of dedicated oilstorage tanks and are equipped with containment boom reels,high flow skimmers, dispersant spray systems, a dedicatedworkboat to tow the booms and equipment, and othermeteorological and oceanographic data systems and radars.C-CHAMPIONThe crew of the C-CHAMPION and sailors from the U.S. MilitarySealift Command (MSC) rescued five people, including twosmall children, from their capsized boat in the Philippine Seaon February 21, <strong>2011</strong>.While conducting joint military drills with counterparts fromthe Philippines near the coast of Tawi-Tawi Island, a mateon the C-CHAMPION spotted a man in the water clinging todebris. He immediately jumped into the water and swam 900feet to reach the man. Meanwhile, a life ring was tossed intothe water, and one of the vessel’s small boats was launched.When reached by the mate, the man overboard motioned inthe general direction of where the remaining members of hisfamily were adrift. From MSC published reports, it was notedthat the man was pulled from the water, and, within twominutes, his wife, their two small children and the children’sgrandmother were spotted and rescued. Tragically, theThe newly announced group of eight vessels is in additionto a total of 25 other newbuilds ECO and its affiliates alreadyhave under construction at shipyards in the U.S., Brazil andPoland. <strong>Chouest</strong> anticipates the new group of vessels, underconstruction at <strong>Chouest</strong> affiliate shipyards North AmericanShipbuilding, La Ship and Tampa Ship, will be delivered withinthe next 12-<strong>36</strong> months.A number of ECO vessels are now deployed outside of U.S.waters in the post-Deepwater Horizon industry market. “Ourintention is to continue to replace those assets and addressfuture needs in the U.S. Jones Act market,” noted <strong>Chouest</strong>. “Ourgoal is to maintain our position as the preeminent solutionsprovider in the market, both domestic and international.”children’s grandfather hadalready drowned prior tothe start of rescue efforts.All five family memberswere severely dehydratedand fatigued when pulledfrom the sea and ontothe C-CHAMPION. A crewmember was able to communicate with them through theirTagalog dialect, and they were all fed and hydrated. The familymembers repeatedly expressed gratitude to the crew for theirrescue. First aid, food and clothes were provided to the familybefore their arrival at a local hospital the following day.Additionally, the crew of the C-CHAMPION collected all thePhilippine money they had (about $230) and presented it tothe family for food and clothing.


C-TRACTOR 5FAST SAILOR,FAST SCOUTThe C-TRACTOR 5 was recently used in a drill with the MaritimeExpeditionary Security Squadron 10 (MSRON 10) to conductvisit, board, search and seizure (VBSS) training. The vessel’screw of Mark Raffield, Walter Remsey and Jason Remsey wereutilized to hide and act uncooperatively while the trainingteam boarded. NAS NEWSSubmitted by Mitch HamptonWork continues on Hull 247, a <strong>36</strong>0.7’ x 80’ x 34’ A3 ice anchorhandling tug supply vessel. In addition to the challenges of thisnew construction project, the NAS dry dock lifted 11 vessels inrecent months, bringing its cumulative total of lifts to 502.The AMY CHOUEST, C-ESCORT, C-EXPRESS and C-PACER wereall put on dry dock to mobilize them for service in Brazil. Inaddition, the C-ATLAS underwent repairs; the FAST SCOUTwas mobilized for work in Africa; the CAROL CHOUEST hadthe seals on its tunnel thrusters changed; and the C-LEADER,IPANEMA and LOOP LIFTER were in the yard for ABS and/or USCGinspections.In addition, the Fourchon dry dock recorded 50 lifts in recentmonths, bringing its cumulative total to 618.UpdateSubmitted by Bruce KayNavship continues to operate at high capacity. BRAM BRASIL(Hull B123) was the first clean design diesel electric vessel to belaunched by Navship. Documentation from ABS and Port Statehas been received to allow the vessel to work for Petrobras. Thesecond ship in the series, BRAM BAHIA (Hull B124), was launchedon May 19, <strong>2011</strong>.In addition to new construction projects, Navship has beenbusy performing service work on a number of vessels. BLUESHARK received a major overhaul and upgrade and has goneback to work with Baker Hughes/Petrobras. C-ENFORCER wasoutfitted with a frac plant on deck to work for Schlumberger/OGX. C-SAILOR is being converted for oil recovery, while stillmaintaining anchor-handling capability. The vessel is scheduledto go to work with Petrobras in early June.Construction of a new dry dock that will measure 326’ x 140’and have a capacity of about 9,000 tons is also in full swing withNAF NEWSSubmitted by Reggie MottFrom the momentthe doors opened in1996, North AmericanFabricators (NAF)has been a fixture inthe community andin the lives of manyemployees and theirfamilies. The firstvessel delivered by NAF was the C-COMMANDER in July 1997.Since then, NAF has made providing quality vessels its toppriority. The employees from NAF are bringing the same qualityworkmanship with them through the transition to La Ship.two sections of the dry dock having been launched. At thistime, Navship has nearly 800 full-time employees, and they arehiring to support the new dry dock and production schedule.Looking ahead, Navship has 14 vessels currently scheduled to beconstructed though 2015.UpdateSubmitted by Reggie MottExciting things have been happening at La Shipwith the arrival of employees from NAF. Workcontinues in Building #1 on Hull 272, a 311’ 3” x 60’x 26’ well stimulation vessel. Also in Building #1,work continues on the superstructure for Hull 247, a<strong>36</strong>0.7’ x 80’ x 34’ A3 ice anchor handling tug supplyvessel. Dockside work continues on Hull 263, BLUETARPON, a 300’ x 60’ x 24’ well stimulation vessel,and on Hull 270, DEEP STIM BRASIL I, a 311’ 3” x 60’ x26’ well stimulation vessel.8


Shipyard Employees of the QuarterNAF (4 th Quarter 2010)Claude Babin has been a pipefitter at NAF sinceMarch 2006, with a total of 15 years’ experiencein the trade. The first hull that Claude worked onwas Hull 233, the CAROL CHOUEST. He currentlyworks on many vessels during road jobs. Claudesays, “I like the challenges that the road jobsbring. New construction is okay, but I like the troubleshooting.”Claude likes the hours he is working right now. When othershipyards in the area are cutting hours, he is able to make overtime.Claude said, “There is no other shipyard that can compare to NAF.My co-workers are great to work with. Everyone knows his or herjob. I’m glad that safety is put first on every job.” He feels that Mr.Gary and the <strong>Chouest</strong> family are doing a great thing for the area bycreating jobs for those that want to work.Claude was born in Houma, but has been living in Thibodaux for thelast 18 years. He and his wife, Shannon, have two children, Brittany,18, and Blake, 19.La Ship (1 st Quarter <strong>2011</strong>)Randy Boudreaux has been a pipe welder atNAF/La Ship since January 1997, with a total of20 years in that profession. He likes the hourshe is working as it gives him some overtime andalso some time to himself. Randy stated that hisfavorite thing about La Ship is the people; hissupervisors make it easy for him to come to work every day.“Over the years, the safety at NAF and now La Ship has always beengood, but it has gotten even better,” said Randy. “As far as shipyardsgo, La Ship is the best, and I am excited about working at a newshipyard. I like what I do, and I enjoy my trade.” Randy added thathe likes working for a <strong>Chouest</strong> company. “It’s very nice to work for acompany that has all the benefits that a person needs to provide fortheir family. NAS is better thanother shipyards as far as benefits and working environment.”Roy is married to Antoinette, and they have one son, Toby.NAS (1 st Quarter <strong>2011</strong>)Dan Toma has spent 35 years in shipbuilding,a career choice he first showed interest in asa child in Botosani, Romania. He has beenemployed as a pipefitter at NAS since September2010. He recalls his first NAS work experienceinvolved the VADM K.R. WHEELER.“I like the work here because it’s balanced. There is time for work,rest, and to visit the city,” Dan commented. After working atshipyards in Romania, Greece and the Bahamas, he mentioned, “Thetechnology is more modern, and the equipment is much betterhere. I also like the way the company is managed at NAS. They havea better payroll system, and they are more professional.”“I have observed that my co-workers have become even moreskilled at their craft,” he added. “This is a testament to thesupervision at North American Shipbuilding.”A Romanian Navy veteran, Dan is married to Maria, and they havefour children: Anamaria, Bogdan, Sorina and Constantin.Gulf Ship (4 th Quarter 2010)Jeremy Lakes began his employment withGulf Ship on October 15, 2007, as an electrician.He now has a total of ten years’ experience inthat craft. Jeremy describes his co-workersas a “really good group of guys to work with.”He feels that Gulf Ship provides the most jobsecurity and best working environment compared to the otheryards he has worked at.Jeremy’s superintendent, Bill Cochran said, “Jeremy is a veryknowledgeable electrician, and he is a real asset to the company.Also, he will do anything that is asked of him.”Before starting his career as an electrician, Jeremy served in the AirNational Guard. In his spare time he enjoys exercise and campingwith his family. Jeremy and his wife, Jennifer, now live in Latimer,Mississippi, with their son, Dylan, 10, and daughter, Bailey, 6.Gulf Ship (1 st Quarter <strong>2011</strong>)Dennis Fairley was one of the originalemployees when Gulf Ship began operations inApril 2006. He has worked as a pipe welder for35 years. Before coming to Gulf Ship, Dennisworked at several other local shipyards, but saidhe really prefers the way Gulf Ship operates.Dennis thinks that management and supervision at Gulf Ship aremuch better than at the other yards he has worked for. He alsoreally likes his co-workers. He said, “It’s a great job; the work is good,and I really enjoy what I do.” His foreman Tom Turner said, “Dennisis a hard worker. He is willing to do whatever it takes to get his jobdone.”Dennis has lived most of his life in Gulfport. He enjoys going outto dinner or catching a movie with his wife Arneta. He also likes togo freshwater fishing. Dennis enjoys spending time with his fourgrown children and four grandchildren.9


Doctor’s CornerSubmitted by Darren Duet, M.D.ECO Chief Medical OfficerTHE RETURN TO WORK PROCESSFew things have the impact on our daily lives like significant injuries andillnesses. If you are in a situation where health issues affect you, first andforemost, you need to do everything you can to get better. There are alsosome things you can do to make the transition back to work more efficient.Our return to work process is a medical director-managed process thatfacilitates your return to duty by ensuring your fitness with considerationto your position, applicable guidelines and regulations. The importanceof an objective return to work evaluation is that it protects both workerand work environment from unnecessary risks and potentially dangeroussituations.The first step in the return to work process is the identification ofemployees who require a return to work evaluation prior to duty. Thosewho are required to go through our return to work (RTW) processare employees who have suffered significant injury and/or illness, anemployee whose supervisor recommends they do so after an injury orillness, or an employee recovering from a substance abuse disorder, etc.Once an employee is identified as a candidate for the RTW process, theemployee, with the assistance of their supervisor, manager or coordinator,contacts Family Medical Services (FMS) at (985) 601-4389 to initiate theprocess. At this point, FMS will need specific information on the employee– diagnosis of ailment, medical release from attending physician (MD orDO), medical records, medication list, etc. The staff at FMS will inform theemployee of what is needed for the initial RTW consultation. The earlier anemployee initiates the process, the more efficient the process will be – thereis no need to wait until cleared by treating physicians or fully recovered.The information provided by the employee, as requested by FMS,undergoes medical review. The medical review consists of a physiciandirectedassessment of the situation that includes review of pertinentmedical records and determination of fitness for duty with respect toposition, job description and all other applicable medical evaluationcriteria (e.g., USCG Merchant Mariner NVIC, FMCSA medical evaluationguidelines for CDL drivers, etc.). Based on the findings, the employee1) may be returned to work, 2) may need to provide more directedinformation, 3) may need to be seen by the company physician/medicaldirector, 4) may need to undergo a job-specific functional assessment, 5)may need further treatment, conditioning or rehabilitation, or 6) may bedisqualified from further service in previous position.After the medical decision is determined, FMS communicates the findingsto the employee’s immediate supervisor/coordinator and the safetydepartment via an illness/injury tracking system. It proved to be another highlysuccessful event, as the South Lafourche community raised neededfunds and awareness in support of the American Cancer Society.The ECO team assisted in selling luminaria (paper bags with a tealight candle inside) decorated with the name of a person beinghonored or memorialized. Additionally, the Dukes of Earl, a teamcaptained by NAS employee Corine Guidry, raised over $12,000with their annual fundraising cake bingo and gumbo luncheon.12The Transportation Worker Identification Credential (TWIC)enrollment station for ECO mariners is now located in the GallianoTraining Center. Hours are 8 a.m. to 4 p.m. daily.
