While ‘Ofa does not cite particular issues with Customs <strong>in</strong><br />

Tonga, o<strong>the</strong>r bus<strong>in</strong>ess women <strong>in</strong> Tonga do. They mention<br />

<strong>the</strong> poor staff morale of <strong>the</strong> 150-200 Customs staff, and<br />

<strong>the</strong> need <strong>for</strong> real motivation and leadership <strong>the</strong>re. They also<br />

mention that although <strong>the</strong>y use <strong>the</strong> new electronic Customs<br />

template <strong>for</strong> calculat<strong>in</strong>g Customs Duty costs on good<br />

imported, that <strong>the</strong>re is always an error after submission.<br />

“Even if it is 2 cents or 5 cents out, <strong>the</strong> bus<strong>in</strong>ess needs<br />

to re-do all 6 sheets – it can take a week to f<strong>in</strong>ally get<br />

approved,” ‘Ofa says.<br />

In <strong>the</strong> rush to clean up Tonga <strong>for</strong> <strong>the</strong> new K<strong>in</strong>g’s<br />

coronation celebrations <strong>in</strong> mid-2008, Gio Recycl<strong>in</strong>g ga<strong>in</strong>ed<br />

a government contract to collect over 2000 abandoned<br />

cars from across <strong>the</strong> ma<strong>in</strong> island of Tonga’tapu. These<br />

cars were to be crushed and exported to her client <strong>in</strong> New<br />

Zealand; <strong>the</strong> only problem was that Gio didn’t have <strong>the</strong><br />

car-crush<strong>in</strong>g mach<strong>in</strong>ery. Undeterred, ‘Ofa leased land from<br />

<strong>the</strong> Government to store <strong>the</strong> cars on, and sourced <strong>the</strong><br />

mach<strong>in</strong>ery from Australia, which arrived some months later.<br />

‘Ofa travels <strong>for</strong> work frequently, mostly to New Zealand,<br />

Australia and <strong>the</strong> United States. “I really enjoy <strong>the</strong>se<br />

chances to learn more,” she says. She learned about <strong>the</strong><br />

value of cross-country learn<strong>in</strong>g from her work at Royal<br />

Tongan Airl<strong>in</strong>es be<strong>for</strong>e start<strong>in</strong>g Gio, and now af<strong>for</strong>ds <strong>the</strong>se<br />

same opportunities to her employees. Gio is one of just two<br />

companies <strong>in</strong> Tonga that facilitates such overseas tra<strong>in</strong><strong>in</strong>g<br />

programs <strong>for</strong> staff.<br />

The overseas work placements enable staff to visit <strong>the</strong><br />

office of Gio’s client <strong>in</strong> New Zealand, to learn about freight,<br />

safety, pack<strong>in</strong>g of conta<strong>in</strong>ers, and treatment of mach<strong>in</strong>es.<br />

Gio covers all costs, pays <strong>the</strong>ir wages while overseas, and<br />

applies <strong>for</strong> <strong>the</strong> one-month work<strong>in</strong>g visa on <strong>the</strong>ir behalf. Her<br />

longest-serv<strong>in</strong>g employee has been with Gio <strong>for</strong> three years;<br />

dur<strong>in</strong>g this time he worked <strong>for</strong> almost eight months with a<br />

freight<strong>in</strong>g company overseas.<br />

The placements are not only an <strong>in</strong>vestment <strong>in</strong> staff, but <strong>in</strong><br />

<strong>the</strong> bus<strong>in</strong>ess at large, and have even generated new ideas<br />

<strong>for</strong> its operation. For example, return<strong>in</strong>g from a placement,<br />

an employee suggested chang<strong>in</strong>g <strong>the</strong> work<strong>in</strong>g hours to<br />

avoid work<strong>in</strong>g <strong>in</strong> <strong>the</strong> swelter<strong>in</strong>g heat <strong>in</strong> <strong>the</strong> middle hours<br />

of <strong>the</strong> day. Initially staff were resistant to <strong>the</strong> change and<br />

it was not implemented, ‘Ofa says, but <strong>the</strong>y later agreed it<br />

would be better and now enjoy <strong>the</strong> arrangement.<br />

Next Steps Ofa’s bus<strong>in</strong>ess has made a substantial<br />

contribution to <strong>the</strong> Tonga’s environment. For example,<br />

‘Ofa was a key participant <strong>in</strong> <strong>the</strong> AusAID-funded Tonga<br />

Solid Waste Management Programme, which focused<br />

on recycl<strong>in</strong>g practices <strong>in</strong> Tonga. The recycl<strong>in</strong>g and waste<br />

management <strong>in</strong>dustry is a significant contributor to<br />

beautify<strong>in</strong>g Tonga and improv<strong>in</strong>g liv<strong>in</strong>g standards <strong>for</strong> both<br />

residents and visitors.<br />

“But <strong>the</strong>re is so much more to be done,” she says. “In <strong>the</strong><br />

face of men <strong>in</strong> bus<strong>in</strong>ess, women are still a m<strong>in</strong>ority; <strong>the</strong>y<br />

are too often held back by not know<strong>in</strong>g ‘what <strong>the</strong>y want,<br />

how to get that, and <strong>the</strong> <strong>in</strong><strong>for</strong>mation <strong>the</strong>y need.” ‘Ofa<br />

believes women should speak out, and seize opportunities<br />

to broaden <strong>the</strong>ir experience through <strong>in</strong>ternational travel;<br />

create regional networks; develop mentor relations; and<br />

foster knowledge and capacity build<strong>in</strong>g partnerships. “Our<br />

culture fits women under <strong>the</strong>ir w<strong>in</strong>gs,” she adds. “If it<br />

was just me (without my husband <strong>in</strong> <strong>the</strong> bus<strong>in</strong>ess), it’s true<br />

that I could still keep <strong>the</strong> shop runn<strong>in</strong>g, just not <strong>the</strong> auto<br />

mechanics side of <strong>the</strong> bus<strong>in</strong>ess… now I take strength from<br />

know<strong>in</strong>g that if anyth<strong>in</strong>g happens to my husband, I will<br />

survive.”
