Sheree has ris<strong>in</strong>g costs, she says that as long as <strong>the</strong> bank is<br />

satisfied with <strong>the</strong> bus<strong>in</strong>ess and her demonstrated record of<br />

per<strong>for</strong>mance, she will reta<strong>in</strong> a satisfactory access to credit.<br />

Sheree believes that hav<strong>in</strong>g a good relationship with her<br />

Bank Manager has made it easier to ga<strong>in</strong> access to f<strong>in</strong>ance.<br />

The comb<strong>in</strong>ation of lack of hairdress<strong>in</strong>g and beauty salon<br />

tra<strong>in</strong><strong>in</strong>g, and <strong>the</strong> lack of standards <strong>in</strong> <strong>the</strong> <strong>in</strong>dustry has made<br />

bus<strong>in</strong>ess difficult <strong>for</strong> Sheree, and it is gett<strong>in</strong>g harder <strong>for</strong><br />

her to do bus<strong>in</strong>ess <strong>in</strong> Samoa. She br<strong>in</strong>gs <strong>in</strong> staff and tra<strong>in</strong>s<br />

<strong>the</strong>m on <strong>the</strong> job, on hair colour and wash<strong>in</strong>g. However, she<br />

has quite a high staff turnover, with staff often leav<strong>in</strong>g and<br />

sett<strong>in</strong>g up <strong>the</strong>ir own bus<strong>in</strong>ess nearby once <strong>the</strong>y have been<br />

tra<strong>in</strong>ed and charg<strong>in</strong>g half <strong>the</strong> price of her service.<br />

Sheree only drafts contracts <strong>for</strong> her staff if she is to <strong>in</strong>vest<br />

significant money <strong>in</strong>to tra<strong>in</strong><strong>in</strong>g and retra<strong>in</strong><strong>in</strong>g <strong>the</strong> staff. For<br />

example, she obta<strong>in</strong>ed a Fijian masseuse who works <strong>for</strong> her<br />

bus<strong>in</strong>ess on Savai’i Island <strong>in</strong> Samoa. She has a contract <strong>in</strong><br />

place <strong>for</strong> <strong>the</strong> masseuse, although she admits that this was<br />

also required by <strong>the</strong> Samoan Labour Department as Sheree<br />

was employ<strong>in</strong>g someone from overseas.<br />

Staff identification and retention is made harder due to <strong>the</strong><br />

lack of standards <strong>for</strong> hairdress<strong>in</strong>g <strong>in</strong> Samoa and <strong>the</strong> ease of<br />

ga<strong>in</strong><strong>in</strong>g a bus<strong>in</strong>ess licence accord<strong>in</strong>g to Sheree.<br />

Recent start-up hair salons need to fill <strong>in</strong> an application<br />

<strong>for</strong>m, be <strong>in</strong>spected by <strong>the</strong> Health Department and pay WST<br />

$220 <strong>for</strong> a bus<strong>in</strong>ess license (if a sole trader), or WST $550<br />

<strong>for</strong> a license if register<strong>in</strong>g a company. They are not asked if<br />

<strong>the</strong>y have any qualifications though, which when deal<strong>in</strong>g<br />

with harsh chemicals, dyes, and hot wax, Sheree th<strong>in</strong>ks is<br />

irresponsible.<br />

<strong>Economic</strong> <strong>Opportunities</strong> <strong>for</strong> <strong>Women</strong> <strong>in</strong> <strong>the</strong> <strong>Pacific</strong><br />

Sheree believes <strong>the</strong> government should ask <strong>for</strong> and check<br />

on qualifications be<strong>for</strong>e grant<strong>in</strong>g a license <strong>for</strong> this sector.<br />

The whole process to register and receive <strong>the</strong> license takes<br />

about 2 days.<br />

On tra<strong>in</strong><strong>in</strong>g, Sheree has brought <strong>in</strong> expertise to develop<br />

skills and expertise <strong>in</strong> Samoa. She brought <strong>in</strong> a beauty<br />

<strong>the</strong>rapist from Fiji from <strong>the</strong> South <strong>Pacific</strong> Academy <strong>for</strong> her<br />

staff. For this, $8,000 Tala was paid by NZAID, and Sheree<br />

paid <strong>for</strong> <strong>the</strong> <strong>the</strong>rapist’s airfare and accommodation. There<br />

is no tra<strong>in</strong><strong>in</strong>g <strong>in</strong> hairdress<strong>in</strong>g/beauty <strong>the</strong>rapy <strong>in</strong> Samoa,<br />

although <strong>the</strong> demand <strong>for</strong> o<strong>the</strong>r trades tra<strong>in</strong><strong>in</strong>g is <strong>in</strong> part<br />

be<strong>in</strong>g met by <strong>the</strong> Australia-<strong>Pacific</strong> Tra<strong>in</strong><strong>in</strong>g College (APTC)<br />

and <strong>the</strong> Samoan Polytech. “The problem <strong>in</strong> Samoa,” Sheree<br />

says, “is that <strong>the</strong>re are just not enough numbers of people<br />

to justify <strong>the</strong>se new courses.”<br />

Next Steps Her motivation <strong>for</strong> be<strong>in</strong>g <strong>in</strong> bus<strong>in</strong>ess cont<strong>in</strong>ues<br />

to be her family. Sheree has four children, aged 14 to<br />

27 years old. Two of her daughters are <strong>in</strong> Australia and<br />

New Zealand. Her second daughter, Stefanie, has Down’s<br />

Syndrome.<br />

Sheree’s dreams to expand <strong>the</strong> Salon <strong>in</strong>to a cosmetics l<strong>in</strong>e<br />

of soaps developed from organically certified coconut virg<strong>in</strong><br />

oil. Her challenge is to f<strong>in</strong>d <strong>the</strong> most viable way to work<br />

with coconut virg<strong>in</strong> oil and to ensure she produces a quality<br />

product. By undertak<strong>in</strong>g this expansion, Sheree hopes to<br />

give Stefanie <strong>the</strong> chance to have some <strong>in</strong>dependence at<br />

work, as Stefanie has a gift <strong>for</strong> aromas. Sheree could <strong>the</strong>n<br />

develop her own cosmetics range and oil to use <strong>in</strong> her<br />

massage bus<strong>in</strong>ess.<br />

In 2008, Sheree attended a food fair <strong>in</strong> Auckland and<br />

learned about label<strong>in</strong>g and bottl<strong>in</strong>g options. Plans are<br />

now beg<strong>in</strong>n<strong>in</strong>g to <strong>for</strong>m to build <strong>the</strong> cosmetics l<strong>in</strong>e, and as<br />

her goal <strong>for</strong> 2009, Sheree is br<strong>in</strong>g<strong>in</strong>g a chemist from New<br />

Zealand to Samoa. The <strong>Pacific</strong> Islands Trade and Investment<br />

Commission (PITIC) have offered to pay 50 percent of <strong>the</strong><br />

costs. This will enable <strong>the</strong> chemist to view <strong>the</strong> oils and<br />

assess what would be needed to develop <strong>the</strong> product.<br />
