For f<strong>in</strong>d<strong>in</strong>g out the socio-economic problems of the destitute women as perceived by them<br />

<strong>and</strong> as perceived by the officials, separate Need Evaluation Checklists were used. Bra<strong>in</strong>storm<strong>in</strong>g<br />

sessions were also held for both the groups to probe <strong>in</strong>to the implementation of welfare<br />

programmes. The checklists were prepared by the <strong>in</strong>vestigator.<br />

Bra<strong>in</strong>storm<strong>in</strong>g sessions were organised <strong>in</strong> every Mahila M<strong>and</strong>ir separately for the <strong>in</strong>mates<br />

as well as the authorities. In the bra<strong>in</strong>storm<strong>in</strong>g session, the <strong>in</strong>mates <strong>and</strong> the authorities were<br />

<strong>in</strong>troduced to the various welfare programmes of the Social Welfare Department <strong>and</strong> were<br />

asked to comment on them <strong>and</strong> give their op<strong>in</strong>ions regard<strong>in</strong>g the problems faced by them<br />

dur<strong>in</strong>g the implementation of the programme. As many as 14 authorities <strong>and</strong> 56 <strong>in</strong>mates took<br />

part <strong>in</strong> the bra<strong>in</strong>storm<strong>in</strong>g sessions.<br />

The views of the officials obta<strong>in</strong>ed from the checklist <strong>and</strong> the bra<strong>in</strong>storm<strong>in</strong>g sessions are the<br />

follow<strong>in</strong>g:<br />

(i) Insufficient fund<strong>in</strong>g from the Social Welfare Department. (Ma<strong>in</strong>tenance grant is only<br />

Rs 300 / month / head) Authorities of all homes were of the op<strong>in</strong>ion that if it were for<br />

non-governmental organisations the <strong>in</strong>mates would have starved.<br />

(ii) Rehabilitation is not be<strong>in</strong>g done at all.<br />

(iii) Inadequate staff.<br />

(iv) Poor liv<strong>in</strong>g conditions - old build<strong>in</strong>gs not ma<strong>in</strong>ta<strong>in</strong>ed properly for years, lack of facilities<br />

<strong>and</strong> lack of provision of water <strong>in</strong> some of the Mahila M<strong>and</strong>irs (Palakkad). Lack of<br />

security (e.g., Kasargod <strong>and</strong> Kannur).<br />

(v) Mentally ill patients, epileptic patients, <strong>and</strong> mentally retarded patients, are also admitted<br />

as <strong>in</strong>mates but no provision for medical care is provided by the government.<br />

(vi) No counsell<strong>in</strong>g service is made available for the <strong>in</strong>mates who have been sent from<br />

police stations <strong>and</strong> those with crim<strong>in</strong>al tendencies.<br />

(vii) No professional help to deal with various problems like homosexuality, kleptomania,<br />

<strong>and</strong> emotional, behavioural, <strong>and</strong> <strong>psycho</strong>somatic problems found among the <strong>in</strong>mates.<br />

The problems as perceived by the <strong>in</strong>mates are the follow<strong>in</strong>g: (i) <strong>in</strong>sufficient food; (ii) <strong>in</strong>secure<br />

liv<strong>in</strong>g conditions; (iii) lack of vocational rehabilitation; (iv) <strong>in</strong>adequate staff; (v) quarrels <strong>and</strong><br />

teas<strong>in</strong>g among <strong>in</strong>mates, <strong>and</strong> (vi) poor op<strong>in</strong>ion from the public.<br />

The authorities as well as the <strong>in</strong>mates presented similar problems. All the officials were<br />

unanimous <strong>in</strong> their op<strong>in</strong>ion that the funds allotted for the <strong>in</strong>stitutions were grossly <strong>in</strong>adequate<br />

<strong>and</strong> that the <strong>in</strong>mates were saved from starv<strong>in</strong>g only because other non-governmental <strong>in</strong>stitutions<br />

helped these <strong>in</strong>stitutions with food <strong>and</strong> cloth<strong>in</strong>g. The <strong>in</strong>mates <strong>in</strong>variably compla<strong>in</strong>ed about<br />

<strong>in</strong>sufficient food.<br />

Accord<strong>in</strong>g to the officials <strong>and</strong> the <strong>in</strong>mates, liv<strong>in</strong>g conditions were extremely poor. Most of<br />

the homes are housed <strong>in</strong> dilapidated build<strong>in</strong>gs, which are unsafe for liv<strong>in</strong>g.<br />
