The Athena Institute launched the Domestic Extremist Groups – Europe project to identify high-risk active groups on the continent and to describe key aspects of the phenomenon. Executive Summary This paper is an addendum to the Athena Institute’s ‘Domestic Extremist Groups – Europe’ project, an exten- sive study that mapped more than a hundred far-right and far-left extremist groups in thirteen European countries. It is also the next step in the Institute’s efforts, after our ‘Major Domestic Extremism Incidents – Europe 1990- 2010’ study, to help key players in the field of security and human rights by exploring and analyzing the everchanging modern-day threat environment. The Institute’s experts found 115 domestic extremist groups in the examined thirteen countries. The mapped groups are all active organizations that score 4 or above on the FBI Seven-Stage Hate Model. Most of the identified organizations fall into categories 4 (large-scale propaganda, symbolic violence) or 5 (physical violence) on the aforementioned scale, but the Institute found that there are 30 seriously violent groups amongst them. There are twenty-six that score 6 (violence amplified by the use of weapons) and four that score 7 (carrying out murderous attacks purposefully).
