The Government of Kosovo manages its own international relations, but UNMIK may play a
facilitation role when Kosovo’s status as an independent state is not recognized by all parties.
UNMIK also ensures Kosovo’s ability to fulfill international obligations under agreements where
UNMIK is the signatory on behalf of Kosovo. Under the aegis of the EU, Kosovo and Serbia have
agreed on a formulation that enables Kosovo to attend regional fora that does not depend on
reference to UNMIK.
The GoK has signed Free-Trade Agreements (FTA) with Albania, Macedonia, Croatia and Bosnia-
Herzegovina. Kosovo became a signatory to the Central European Free Trade Area (CEFTA) and
European Common Aviation Area as an adjunct to UNMIK. Serbia and Bosnia-Herzegovina both
now accept Kosovo’s custom stamps and documents in 2011 as part of the EU facilitated
Dialogue. Kosovo is also a member of the Athens Process on Energy for the Southeastern
Europe Energy Community Treaty. This is a significant step for Kosovo toward achieving
increased regional cooperation and securing alternate sources of energy.
The U.S. has renewed its Generalized System of Preferences (GSP) for Kosovo. The wine
producer, Stone Castle, is one of the few firms in Kosovo which exports to the U.S. market,
mainly in New York City area.
Trade Relations with the European Union
The EU has extended autonomous trade preferences to Kosovo, which provide unlimited, dutyfree
access to the EU market, with some exceptions for sensitive products such as veal, textiles
and wine, among others.
