14 Rodney District Council 13 December 2007 Minutes 1461/12/07 DRAFT SUBMISSION TO PARLIAMENTARY SELECT COMMITTEE ON LAND TRANSPORT MANAGEMENT AMENDMENT BILL – DRAFT REGIONAL FUEL TAX LEGISLATION FILE REF RF/9/11 AGENDA ITEM NO. 22 and 22A 1.53 p.m. Cr W Walker retired from the meeting. 1.56 p.m. Director District Strategy & Planning (Warren Maclennan) retired from the meeting. The Special Projects Officer – Transport (Ray Ginnever) circulated copies of an email from Gerald Lanning, Senior Associate of Simpson Grierson, and a suggested amendment to the draft submission (copies on File: RF/9/11), which related to a proposal that the Auckland Regional Transport Authority be responsible for preparation of a regional fuel tax scheme for the Auckland region. Taylor/Turner (a) That the Council adopt the draft submission to the Parliamentary Select Committee on the Land Transport Management Amendment Bill, as attached as Appendix 2 to the agenda report and amended at the meeting, and authorise its filing with the Select Committee. (b) That the Council delegate the Mayor and/or Deputy Mayor (with appropriate officer support) to appear before the Select Committee Hearings on the legislation to present the matters raised in the submission. (c) That the Council delegate to the Mayor and the Director Transportation the authority to amend the draft submission for any additional matters raised and accepted by Council for inclusion. Carried 2.02 p.m. Social Policy Co-ordinator (Michael Sinclair) in attendance. 2.03 p.m. Director District Strategy & Planning (Warren Maclennan) and Senior Strategic Advisor: Partnering (Beverly Fletcher) in attendance. 2.04 p.m. Chief Executive Officer (Vijaya Vaidyanath) in attendance. 1462/12/07 REVOCATION OF STATE HIGHWAYS FILE REF RF/200/1 AGENDA ITEM NO. 23 Powell/Craig (a) That it be noted that Transit New Zealand has announced its intention to revoke sections of State Highways 1 and 17 in the district, nominally the route from Titfords Bridge through Orewa, Silverdale and Dairy Flat to Albany Village, together with a 1.2 km section of Grand Drive, Orewa. (b) That the Director Transportation further inform the Council on this matter as an outcome of his discussions with Transit New Zealand. Carried In response to a question, the Transport Planning Manager (Bill Horne) noted that councillors should make him aware of any problems on the state highways and roads discussed at the meeting so that these may be addressed with Transit New Zealand prior to revocation taking place.
15 Rodney District Council 13 December 2007 Minutes 2.07 p.m. Transport Planning Manager (Bill Horne) and Special Projects Officer – Transport (Ray Ginnever) retired from the meeting. 2.14 p.m. Social Policy Co-ordinator (Michael Sinclair) retired from the meeting. 1463/12/07 EMERGENCY OPERATIONS CENTRE FILE REF CC/2/1/E AGENDA ITEM NO. 19 The discussion on this item focussed on funding for the purchase, relocation and reestablishment of the modcoms, the current facility and the necessity for improvement to that so that the Council has the capability of reacting to disasters. It was generally agreed during the discussion that councillors should be better informed of the situation before being required to make a decision in the matter. G Walker/Craig That the Council defer further consideration of the request for the provision and transfer of modcoms currently used as temporary office accommodation at 50 Centreway Road, Orewa, for use as an Emergency Operations Centre on the Councilowned site at 149 Hibiscus Coast Highway, pending provision of a further report to the Infrastructure and Environment Committee. Carried Cr Kirikiri requested that his vote against the decision be recorded. 2.33 p.m. Capital Works Manager (John Douglas) in attendance. 2.34 p.m. Manager - Property Transactions (Peter Galliven) in attendance. 2.40 p.m. Cr Taylor retired from the meeting. 1464/12/07 REPORT BACK TO COMMITTEE ON RELOCATION OF MODCOMS, CONDITION OF BUILDINGS TO BE RETAINED AND LEASE TO HIBISCUS COAST COMMUNITY HOUSE INC., WESTERN RESERVE. FILE REF RC/219/1 AGENDA ITEM NO. 20 During the discussion on this item it was noted that offering a lease to Hibiscus Coast Community House Incorporated would provide the group with security of tenure so that it could seek funding for its activities. It was further noted that representatives from Hibiscus Coast Community House Incorporated had not been consulted on some of the proposals made in the agenda report. Turner/Goudie (a) That a lease be offered to the existing occupiers of the site, the Hibiscus Coast Community House Incorporated, to operate a community house, opportunity shop and childcare facility, on that part of Western Reserve which comprises Lot 2 DP204342 and Pt Lot 236 Allot 279 Psh of Waiwera, for a term of ten years with a right of renewal for a further ten years, at an annual rent of $10 per annum plus GST, as per the proposed lease attached to the agenda report as Appendix 1.
