Training f<strong>or</strong> <strong>licence</strong> applic<strong>an</strong>ts<br />
Training f<strong>or</strong> <strong>licence</strong> applic<strong>an</strong>ts is one way<br />
licensees c<strong>an</strong> underst<strong>an</strong>d their obligations under<br />
the Liqu<strong>or</strong> Control Ref<strong>or</strong>m Act 1998. Certain<br />
<strong>licence</strong> applic<strong>an</strong>ts must complete specific<br />
training requirements bef<strong>or</strong>e a <strong>licence</strong><br />
is gr<strong>an</strong>ted.<br />
There are two courses that applic<strong>an</strong>ts<br />
may be required to complete, new entr<strong>an</strong>t<br />
training <strong>an</strong>d Responsible Service of Alcohol.<br />
It is the applic<strong>an</strong>t’s responsibility to ensure<br />
the c<strong>or</strong>rect course is completed. There are<br />
different requirements f<strong>or</strong> applic<strong>an</strong>ts that<br />
are a body c<strong>or</strong>p<strong>or</strong>ate <strong>or</strong> natural persons.<br />
New entr<strong>an</strong>t training<br />
New entr<strong>an</strong>t training is a training st<strong>an</strong>dard<br />
developed by the Vict<strong>or</strong>i<strong>an</strong> Commission f<strong>or</strong><br />
Gambling <strong>an</strong>d Liqu<strong>or</strong> Regulation (<strong>VCGLR</strong>)<br />
to ensure that applic<strong>an</strong>ts have <strong>an</strong> adequate<br />
knowledge of the liqu<strong>or</strong> law, including:<br />
• the legislative environment f<strong>or</strong> liqu<strong>or</strong> licensees<br />
• underst<strong>an</strong>ding liqu<strong>or</strong> <strong>licence</strong>s<br />
• best practice in m<strong>an</strong>aging licensed premises.<br />
Section 44 (2)(iii) of the Liqu<strong>or</strong> Control Ref<strong>or</strong>m<br />
Act 1998 (the Act) provides that the <strong>VCGLR</strong> may<br />
refuse to gr<strong>an</strong>t <strong>an</strong> application if the applic<strong>an</strong>t <strong>or</strong><br />
tr<strong>an</strong>sferee does not have <strong>an</strong> adequate knowledge<br />
of the Act.<br />
The completion of one of the following approved<br />
training courses constitutes completing new<br />
entr<strong>an</strong>t training:<br />
• Licensees’ First Step<br />
• Licensee Compli<strong>an</strong>ce Certificate <strong>or</strong><br />
• Club Seminar (restricted club <strong>or</strong> renewable<br />
limited club <strong>licence</strong> applic<strong>an</strong>ts only).<br />
• Evidence of completing the course must be<br />
provided to the <strong>VCGLR</strong> pri<strong>or</strong> to a <strong>licence</strong> being<br />
gr<strong>an</strong>ted, tr<strong>an</strong>sferred <strong>or</strong> end<strong>or</strong>sed.<br />

Attaching evidence with the application on<br />
submission c<strong>an</strong> allow the <strong>VCGLR</strong> to commence<br />
assessment of the application <strong>an</strong>d may reduce<br />
processing time.<br />
Which <strong>licence</strong> applications require<br />
proof of new entr<strong>an</strong>t training?<br />
• general<br />
• on-premises<br />
• packaged liqu<strong>or</strong><br />
• late night (general, on-premises <strong>an</strong>d packaged<br />
liqu<strong>or</strong>)<br />
• restaur<strong>an</strong>t <strong>an</strong>d cafe<br />
• full club<br />
• restricted club<br />
• wine <strong>an</strong>d beer producer’s<br />
• renewable limited (only where the consumption<br />
of alcohol will be on the premises).<br />
Who must complete new entr<strong>an</strong>t<br />
training?<br />
Different requirements apply depending on the<br />
type of applic<strong>an</strong>t. The list below identifies who<br />
needs to complete new entr<strong>an</strong>t training:<br />
• individuals – all natural person applic<strong>an</strong>ts<br />
• partnerships – all partners<br />
• comp<strong>an</strong>y (body c<strong>or</strong>p<strong>or</strong>ate) – at least one<br />
direct<strong>or</strong><br />
• club – at least one committee member<br />
• association – at least one committee member.<br />
In addition:<br />
• all applic<strong>an</strong>ts f<strong>or</strong> appointment as a nominee<br />
must complete new entr<strong>an</strong>t training
