A Council-Manager form of government serves residents of Northfield.
The council consists of a Village President and a six-member Board of
Trustees elected for staggered terms of four years. The President and
Board are responsible for establishing policies, enacting ordinances;
approving expenses and appointing the Village Manager, the Village
Treasurer and members of the various boards and commissions.
The Manager is the chief administrative officer of the Village and is
appointed for an indefinite period. The duties of the Manager include:
appointing the Village Attorney, the Village Engineer, the Village
Prosecutor, enforcement of ordinances, policies and rules established
by the Board of Trustees; advising the Board on establishment of new
policies; preparation of the annual budget; appointment of regular village
employees; and review and supervision of departmental performances.
The President and Board of Trustees appoint the Village Clerk and
Deputy Village Clerk. The Clerk maintains a permanent record of
Board actions, affixes the Village seal to official documents, attests to
licenses and registers voters.

Architectural Commission
Review appearances of all new commercial, non-residential uses and
multi-family projects; review use of exterior materials to maintain high
standards of building design and aesthetics; review applications for
signage, fences and antennas.
Electrical Commission
Recommend safe and practical changes in the standards and specifications
of the Village for installation, alteration and use of electrical equipment
designed to meet the necessities and conditions; recommend reasonable
changes in rules and regulations governing this.
Police Pension Board
Plan and administer police retirement fund benefits and investments.
Plan and Zoning Commission
Review and plan land uses; prepare and recommend changes to
Comprehensive Land Use Plan and Map; review special use applications,
Planned Unit Developments (PUD’s) and subdivisions; review requests
for zoning classification changes; make recommendations regarding
matters as assigned.
Zoning Board of Appeals
Review and act on requests for exceptions to the Zoning Ordinance.
Board of Police Commissioners
Hire new police officers; review rules and regulations with respect to
appointments, promotions and discipline.
