A Council-Manager form of government serves residents of <strong>Northfield</strong>.<br />
The council consists of a Village President and a six-member Board of<br />
Trustees elected for staggered terms of four years. The President and<br />
Board are responsible for establishing policies, enacting ordinances;<br />
approving expenses and appointing the Village Manager, the Village<br />
Treasurer and members of the various boards and commissions.<br />
The Manager is the chief administrative officer of the Village and is<br />
appointed for an indefinite period. The duties of the Manager include:<br />
appointing the Village Attorney, the Village Engineer, the Village<br />
Prosecutor, enforcement of ordinances, policies and rules established<br />
by the Board of Trustees; advising the Board on establishment of new<br />
policies; preparation of the annual budget; appointment of regular village<br />
employees; and review and supervision of departmental performances.<br />
The President and Board of Trustees appoint the Village Clerk and<br />
Deputy Village Clerk. The Clerk maintains a permanent record of<br />
Board actions, affixes the Village seal to official documents, attests to<br />
licenses and registers voters.<br />

Architectural Commission<br />
Review appearances of all new commercial, non-residential uses and<br />
multi-family projects; review use of exterior materials to maintain high<br />
standards of building design and aesthetics; review applications for<br />
signage, fences and antennas.<br />
Electrical Commission<br />
Recommend safe and practical changes in the standards and specifications<br />
of the Village for installation, alteration and use of electrical equipment<br />
designed to meet the necessities and conditions; recommend reasonable<br />
changes in rules and regulations governing this.<br />
Police Pension Board<br />
Plan and administer police retirement fund benefits and investments.<br />
Plan and Zoning Commission<br />
Review and plan land uses; prepare and recommend changes to<br />
Comprehensive Land Use Plan and Map; review special use applications,<br />
Planned Unit Developments (PUD’s) and subdivisions; review requests<br />
for zoning classification changes; make recommendations regarding<br />
matters as assigned.<br />
Zoning Board of Appeals<br />
Review and act on requests for exceptions to the Zoning Ordinance.<br />
Board of Police Commissioners<br />
Hire new police officers; review rules and regulations with respect to<br />
appointments, promotions and discipline.<br />
