youth. They became extremely popular <strong>and</strong> acted as “important <strong>in</strong>stitutional vehicles for<br />

<strong>the</strong> transmission <strong>of</strong> ideological hegemony” (Spr<strong>in</strong>ghall: 1977:126, cited <strong>in</strong> Johnson:<br />

1994:19). The Scout<strong>in</strong>g movement began <strong>in</strong> 1908 <strong>and</strong> <strong>the</strong> Guid<strong>in</strong>g movement <strong>in</strong> 1910<br />

with <strong>the</strong> aim <strong>of</strong> direct<strong>in</strong>g <strong>the</strong>ir members towards good citizenship with an imperial<br />

emphasis. The Scout regime, <strong>the</strong>refore, focused unwaver<strong>in</strong>gly on <strong>the</strong> allegiance a boy<br />

must have to K<strong>in</strong>g, country <strong>and</strong> employer, while that <strong>of</strong> <strong>the</strong> Guide’s focused on prepar<strong>in</strong>g<br />

<strong>the</strong> girls to be “<strong>the</strong> moral guardians <strong>of</strong> <strong>the</strong> race <strong>and</strong> <strong>of</strong> <strong>the</strong> Empire” (Johnson: 1994:44).<br />

The Guide movement was <strong>in</strong>itially concerned with prepar<strong>in</strong>g girls for mo<strong>the</strong>rhood as this<br />

role was be<strong>in</strong>g ideologically reshaped at <strong>the</strong> turn <strong>of</strong> <strong>the</strong> century.<br />

4.4 The Role <strong>of</strong> Mo<strong>the</strong>rs<br />

As a result <strong>of</strong> <strong>the</strong> concerns over <strong>the</strong> <strong>in</strong>efficiency <strong>of</strong> <strong>the</strong> recruits for <strong>the</strong> Boer war,<br />

<strong>and</strong> <strong>the</strong> ensu<strong>in</strong>g worry that Brita<strong>in</strong>’s health would dim<strong>in</strong>ish <strong>the</strong> strength <strong>of</strong> <strong>the</strong> Empire, a<br />

new discourse emerged which centred on <strong>the</strong> role <strong>of</strong> <strong>the</strong> mo<strong>the</strong>r. Mo<strong>the</strong>rs were now<br />

perceived to be <strong>the</strong> foundation out <strong>of</strong> which would grow <strong>the</strong> Empire <strong>of</strong> <strong>the</strong> future.<br />

Mo<strong>the</strong>rs’ imperial duty became occupied with <strong>the</strong> improv<strong>in</strong>g <strong>and</strong> secur<strong>in</strong>g <strong>of</strong> <strong>the</strong>ir<br />

children’s health, which <strong>in</strong> turn would streng<strong>the</strong>n <strong>the</strong> British Empire. The Girl Guid<strong>in</strong>g<br />

movement was founded on this premise, as exemplified by <strong>the</strong> Baden-Powells <strong>in</strong> one <strong>of</strong><br />

<strong>the</strong> first h<strong>and</strong>books for Girl Guides: “Almost everyman who rose to be a great man <strong>in</strong><br />

history was helped largely by his mo<strong>the</strong>r <strong>and</strong> what she taught him. Brita<strong>in</strong> has been<br />

made great by her great men <strong>and</strong> those great men were made great by <strong>the</strong>ir mo<strong>the</strong>rs”<br />

(n.d.: 24).<br />

4.5 Women’s Suffrage<br />

The beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong> <strong>the</strong> twentieth century saw a grow<strong>in</strong>g pressure on <strong>the</strong><br />

government to give women <strong>the</strong> vote. The Women’s Social <strong>and</strong> Political Union, set up <strong>in</strong><br />

1903 by Emmel<strong>in</strong>e Pankhurst, sought to rally <strong>the</strong> government <strong>in</strong>to change through a<br />
