Gold Standard Local Stakeholder Consultation <strong>Report</strong> SECTION D. SUSTAINABLE DEVELOPMENT ASSESSMENT D. 1. Own sustainable development assessment i. ‘Do no harm’ assessment Safeguarding principles 1) The project respects internationally proclaimed human rights including dignity, cultural property and uniqueness of indigenous people. The project is not complicity in Human Rights abuses. 2) The project does not involve and is not complicit in involuntary resettlement. 3) The project does not involve and is not complicity in the alteration, damage or removal of any critical cultural heritage. 4) The project respects the employees’ freedom of association and their right to collective bargaining and is not complicit in restrictions of these freedoms and right. 5) The project does not involve and is not complicit in any form of forced or compulsory labour. Description of relevance to my project The solar systems are directly provided to the families. The dignity, cultural properties and the economic, social and culture freedom of the participants and local people is not affected. All families decide independently whether they want to participate and every family, who can afford the technology, can participate regardless of their political or social background. As the programme is limited to households, no industry is involved that could have negative human rights influences. There is no involuntary resettlement involved, neither by direct measures nor by indirect influences of the project. In contrary it is one of the main goals of the project activity to improve the political and economical situation of the remote regions and reduce the migration into cities. The project will support a new and widely unknown technology and, by providing electrical light, will lead to a higher lifestyle in the corresponding villages. The project will not alter any cultural building or site besides the houses of the families. The solar panel is installed on the roof and the battery and the light bulb in the building. Moreover, the decision if the system is installed is always made by the owner of the building and is not dictated by an external authority or organization. Employees from Ethiopia conduct the installation. In the established solar training centres local employees are trained in order to allow a locally organized installation and maintenance of the system. The Solar Energy Foundation in Ethiopia respects all the employee’s freedoms as for instant the right to associate. Ethiopia, which is a member of the ILO since 1923, has ratified both the convention 87 (freedom of association) and 98 (right to collective bargaining). All the employees offer their service on a voluntary basis. There is no penalty for e.g. trained Solar Technicians if they want to quit their job at Solar Energy Foundation. 6) The project does not employ and is not complicit in any form of child labour. 7) The project does not involve and is not complicit in any form of discrimination based on gender, race, religion, sexual orientation or any other basis. 8) The project provides workers with a safe and healthy work environment and is not complicit in exposing workers to unsafe or unhealthy work environments. 9 The project takes a precautionary approach in regard to environmental challenges and is not complicity in practices contrary to the precautionary principles. 10) The project does not involve and is not complicity in significant conversion or degradation of critical natural habitats. 11) The project does not involve and is not complicit in corruption. Gold Standard Local Stakeholder Consultation <strong>Report</strong> Ethiopia. The Solar Energy Foundation will not employ or train any child for any service in terms of the project activity. As the project comprises the installation and maintenance of a new and almost unknown technology only well-trained workers can provide the demanded services. Both ILO Convention 138 and 182 have been ratified by Ethiopia. Solar Energy Foundation maintains a zero-tolerance working environment for any form of discrimination. Managers are encouraged to hire female staff and consistently promote gender equity within all hiring and promotion decisions. Ethiopia has ratified both ILO Convention 100 and 111. The workers are not be exposed to hazardous chemicals or other dangerous materials. The GEL-batteries are sealed and there is no direct contact of the employees or the end-users to the lead acid material inside. They are trained in the Solar Training Centers and learn there how to install and maintain the solar systems in a safe way. The Solar Systems only provide low-voltage electricity of 6V or 12V. As shown in the assessment above there is no harm to human health or environment expected. However, in case any harm is discovered or anticipated by the stakeholders and project participants the Solar Energy Foundation will stop the activities and will not continue unless the risk is assessed and covered appropriately. The installation or operation of the solar systems do not threaten any natural habitat, as each of the Solar Centers needs only very limited space within the corresponding rural area/ village. Also the headquarter of SEF in the “Solar Valley” close to Addis Ababa does not impact natural habitats. The trained employees of the Solar Centres observe the operation of the systems and will support the households in order to guarantee an appropriate working process. Transparency International ranks Ethiopia in their Corruption Perceptions Index published in November 2009 on rank 120 out of 180 countries. This is an ongoing improvement compared to rank 126 in 2008 and 138 in 2007. A strict Anti-Corruption-Policy is implemented in the Solar Energy Foundation and so it is clear for every employee, that corruption is not acceptable at all. The labour contracts contain an article stating that involvement in corruption is a immediate termination reason.
