Image by T.J. Beechey Unique Wildlife Habitats • The Area is a rare or unusual wildlife habitat, of a specific type in a biogeographic region (Environment Canada, 2005b). Canadian Wildlife Service staff, the scientific community, NGOs, and private citizens can nominate candidate National Wildlife Areas. A candidate site must contain nationally significant habitat for migratory birds, but with agreement of the province or territory concerned, a National Wildlife Area can be created to protect other species under provincial or territorial jurisdiction as well. Once nominated, the Canadian Wildlife Service completes inventories and maps the area. Once designated as a National Wildlife Area, it is ‘scheduled’ in the regulations (CWS and CWF, 2003). Management Objectives and/or Guidelines The Canadian Wildlife Service works with other federal agencies, provincial/territorial agencies, Aboriginal peoples, private organizations, and individuals to ensure that nationally significant areas are protected as National Wildlife Areas (CWS and CWF, 2003). National Wildlife Area regulations control human activities in NWAs during all seasons, even when migratory birds are absent from the site. The Canadian Wildlife Service prepares a management plan for each area after the public consultation phase is completed. Plans specify permitted activities and Ontario’s Natural Heritage Areas 136 habitat improvement programs. Some areas require little active management, while others require rehabilitation (e.g., planting native vegetation). Permitted activities in National Wildlife Areas can include research, conservation, interpretation, recreation (e.g., hiking, photography, bird watching, sport fishing, and sport hunting), and traditional resource uses such as trapping and hunting (CWS and CWF, 2007). A few NWAs provide special facilities to view wildlife (e.g., the St. Clair National Wildlife Area in southwestern Ontario), but generally, most National Wildlife Areas are not staffed and provide no on-site visitor services (CWS, 1994). The Degree of Protection for National Wildlife Areas and the Corresponding IUCN Protected Area Management Category: A Preliminary Assessment National Wildlife Areas qualify as ‘fully protected’ areas because protection is the primary objective, the commitment is legislated, they are protected year-round in perpetuity, and they exclude industrial activities and large-scale developments. National Wildlife Areas may qualify as IUCN Category Ia, Ib, II, III or IV protected areas based on the degree of protection provided by the Canada Wildlife Act and the Wildlife Area Regulations under the Canada Wildlife Act.
