While Section 3 policy designations may constrain development in an area, they do not provide the capability for ecological management such as that afforded to sites within Provincial Parks. The Degree of Protection for International Biological Programme Sites and the Corresponding IUCN Protected Area Management Strategy: A Preliminary Assessment Since International Biological Programme Sites are protected to varying degrees, depending on the regulatory control and protective policies of overlay designations, the series of Ontario IBP sites extends across the spectrum of IUCN categories. For example, an IBP Site located within a Nature Reserve Park is ‘fully protected’ and qualifies for inclusion in the Ontario’s Natural Heritage Areas 86 IUCN protected areas classification system as a Category Ia protected area. Sites included in other classes of Provincial Parks, Conservation Reserves, and some other formally established categories of protected areas also place in the IUCN classification. Conversely, IBP Sites covered only by less rigidly protected designations, such as some Areas of Natural and Scientific Interest, are regarded as ‘partially’ protected and fall outside the IUCN classification. On balance, Ontario’s participation in the IBP/ CT survey had an important influence in shaping subsequent efforts on conserving natural areas and designing Provincial Parks, Conservation Reserves, and other protected areas (Box 4-5). Collaboration among the IBP/CT panel, the Minister’s Advisory Committee on Nature Reserves (1970-1972) and parks personnel helped to establish the basic protection

Ontario’s participation in the Associate Committee on Ecological Reserves (ACER) from 1975-1980 and the Canadian Council on Ecological Areas (CCEA) from 1982 to present, both spawned by the International Biological Programme, have kept Ontario engaged in the national dialogue first initiated by IBP. The authors are currently completing a comprehensive report on the IBP survey in Ontario, which will include a review of the program and a catalogue of the surveyed sites. Reference sets of the completed check-sheets for IBP areas in Ontario are maintained by the Planning and Research Section, Ontario Parks (which also holds the entire collection of original check-sheets), and the Natural Heritage Information Centre (NHIC), Ontario Ministry of Natural Resources, Peterborough. Summaries of the IBP check-sheets have been incorporated into the Natural Areas Database (NADb) of the NHIC and can be accessed on the NHIC website.
