<strong>Visa</strong> <strong>International</strong> <strong>Operating</strong> <strong>Regulations</strong><br />

Effective 13 October 2012, excludes Acquirers and Merchants in the U.S. Region<br />

from the requirement to supply Chip data in the Clearing Record of a Transaction, if the<br />

corresponding Authorization Request was approved Online.<br />

Modification of Minimum ATM Cash Disbursement Requirements for Issuers<br />

Effective 12 July 2012, modifies the requirement that Issuers provide a minimum daily Cash<br />

Disbursement amount of US $200 via an ATM to allow Issuers to set lower cash limits of US $200 or<br />

10% of the credit line, whichever is less. The change applies to consumer and commercial credit<br />

programs only, not debit.<br />

Debt Repayment Indicator Clarification<br />

Effective 29 June 2012, clarifies that in the U.S. Region, use of the debt repayment indicator is<br />

required for all debt repayment Transactions regardless of whether or not the payment is submitted<br />

under the <strong>Visa</strong> Debt Repayment Program.<br />

<strong>Visa</strong> Advanced ID Solutions Updates<br />

Effective 1 August 2012, revises the <strong>Visa</strong> Advanced ID Solutions definition and removes obsolete<br />

language under the <strong>Visa</strong> Advanced ID Solutions suite of products.<br />

Interchange Reimbursement Fee (IRF) Compliance Rules Clarification<br />

Effective 13 October 2012, consolidates procedural requirements for the Interchange<br />

Reimbursement Fee (IRF) Compliance process into a new extension document, and re-organizes<br />

and revises IRF Compliance rules.<br />

Optimization of Chargeback Process for Compelling Evidence<br />

Effective 20 April 2013, clarifies the meaning and applicability of "Compelling Evidence," and<br />

establishes a Representment right that enables Acquirers to provide "Compelling Evidence" to<br />

Issuers.<br />

Refinements to Dispute Resolution Rules<br />

Effective 20 April 2013, eliminates Chargeback Reason Code 60, “Illegible Fulfillment” and Retrieval<br />

Request Reason Code 29, “Travel & Entertainment (T&E) Document Request,” and makes minor<br />

edits to streamline and align dispute resolution rules language.<br />

Updates to the Extensions to the <strong>Visa</strong> <strong>International</strong> <strong>Operating</strong> <strong>Regulations</strong><br />

Effective 15 October 2012, streamlines and updates Extension references, introduces new defined<br />

terms to reference groups of related Extensions, removes Extensions lists and obsolete Extension<br />

references.<br />

Mobile Merchant Acceptance - Online Authorization Mandate<br />

Effective 1 October 2012, introduces a requirement that Acquirers deploy Mobile Payment<br />

Acceptance Solutions capable of Online Authorization.<br />
