Background<br />

The U.S. Regional <strong>Operating</strong> <strong>Regulations</strong> have been revised to increase the Transaction limit for <strong>Visa</strong><br />

Easy Payment Service (VEPS) Transactions originating at select Merchant Categories Codes in the U.S. Region.<br />

Corresponding updates have also been reflected in the "<strong>Visa</strong> Easy Payment Service Country<br />

Level Transaction Limits" exhibit.<br />

New Chargeback Rights for Deceptive Marketing and Counterfeit Goods<br />

Background<br />

To protect Issuers and Cardholders from Merchants that sell counterfeit merchandise or that<br />

misrepresent the terms of sale to Cardholders, updates have been made to Chargeback Reason<br />

Code 53, "Not as Described or Defective Merchandise," to make it easier for Issuers to charge back<br />

Transactions involving counterfeit goods and to enable Issuers to charge back Transactions where<br />

the Merchant misrepresents the terms of sale to a Cardholder.<br />
