Intelligence, Surveillance and Reconnaissance – The ability to conduct activities to meet the intelligence<br />

needs of national and military decision-makers.<br />

Intelligence, Surveillance and Reconnaissance Dissemination – The ability to present information and<br />

intelligence products that enable understanding of the operational environment to military and national<br />

decision-makers.<br />

Intelligence, Surveillance and Reconnaissance Planning and Direction – The ability to synchronize and<br />

integrate the activities of collection, processing, exploitation, analysis and dissemination resources to meet<br />

information requirements of national and military decision-makers.<br />

Kinetic Means – The ability to create effects that rely on explosives or physical momentum (i.e., of,<br />

relating to, or produced by motion).<br />

Logistics – The ability to project and sustain a logistically ready joint force through the deliberate sharing of<br />

national and multi-national resources to effectively support operations, extend operational reach and provide the<br />

joint force commander the freedom of action necessary to meet mission objectives.<br />

Maneuver – The ability to move to a position of advantage in all environments in order to generate or<br />

enable the generation of effects in all domains and the information environment.<br />

Maneuver to Engage (MTE) – The ability to move to a position of advantage in all environments in order<br />

to employ force.<br />

Maneuver to Influence (MTInfl) – The ability to move to a position of advantage in all environments in<br />

order to affect the behavior, capabilities, will, or perceptions of partner, competitor, or adversary leaders,<br />

military forces, and relevant populations.<br />

Maneuver to Insert (MTI) – The ability to place forces at a position of advantage in all environments.<br />

Maneuver to Secure (MTS) – The ability to control or deny (destroy, remove, contaminate, or block with<br />

obstacles) significant areas, with or without force, in the operational area whose possession or control provides<br />

either side an operational advantage.<br />

Mitigate – The ability to minimize the effects and manage the consequence of attacks (and designated<br />

emergencies on personnel and physical assets.<br />

Monitor – The ability to adequately observe and assess events/effects of a decision.<br />

Net-Centric – The ability to provide a framework for full human and technical connectivity and<br />

interoperability that allows all DoD users and mission partners to share the information they need, when they<br />

need it, in a form they can understand and act on with confidence, and protects information from those who<br />

should not have it.<br />

Non-Kinetic Means – The ability to create effects that do not rely on explosives or physical momentum.<br />

(e.g., directed energy, computer viruses/hacking, chemical, and biological).<br />
