Some progress has been made in preparing the ICAM plan, for example, in defining set back area (horizontal distance from a point at the sea shore<br />

where no structural development is permitted <strong>and</strong> such area is public property even for use), in collecting data <strong>and</strong> information, mapping the coastal<br />

area, etc.<br />

Implementation of the <strong>Coastal</strong> Policy requires enacting law, establishing appropriate body m<strong>and</strong>ated by law <strong>and</strong> preparation of ICAM plan. The<br />

ECMIB project, in cooperation with all key national stakeholders, is making concerted efforts to prepare this legislation (first draft under preparation).<br />

Implementing specific activities is the responsibility of relevant line ministry, organisation, region, community, civil society, etc., but there will be a<br />

lead ICAM coordinating body. After all, as the name indicates, ICAM is coordination <strong>and</strong> integration of plans <strong>and</strong> activities of different sectors for<br />

sustainable management of the coastal area assets.<br />

Mainly because of the independence struggle, the coastal area <strong>and</strong> the marine domain are considered relatively pristine, <strong>and</strong> we need to appropriately<br />

address developmental issues in the coastal area to benefit from <strong>and</strong> safeguard the integrity of the ecosystem in the area.<br />
