Karen-ni.—The States included in Eastern and Western<br />

Kareii-ni are not part <strong>of</strong> British India, and are not subject<br />

to any <strong>of</strong> the laws in force in the Shan States^ or in other<br />

parts <strong>of</strong> Upper or Lower Burmese, but they are under the<br />

supervision <strong>of</strong> the superintendent <strong>of</strong> the Southern Shan<br />

States, who controls the election <strong>of</strong> chiefs and the appointment<br />

<strong>of</strong> <strong>of</strong>ficials, and has the power to call for cases. The<br />

Lieutenant-Governor exercises the powers <strong>of</strong> a High Court.<br />

The northern portion <strong>of</strong> the Karen Hills, on the borders<br />

<strong>of</strong> Taungoo, Pymmana, and Yamethlu districts, is at<br />

present dealt with on the principle <strong>of</strong> political, as distinguished<br />

from administrative, control. The tribes—the Bre,<br />

Mano, and others—are not interfered with so long as they<br />

keep the peace.<br />

The KacMn Hills.—What is specifically known as the<br />

Kachin Hills, the country taken under administration in<br />

the Bhamo and Myitkyina districts, is divided into forty<br />

tracts. Beyond these tracts lie the bulk <strong>of</strong> the Chingpaw<br />

race, in the cn.intry north <strong>of</strong> the administrative line,<br />

which runs east and west through the latitude <strong>of</strong> the<br />

confluence <strong>of</strong> tire Irrawaddy River ; and there are besides<br />

very many Kachins in Katha, Miing Mit, the Ruby Mines<br />

district, and the Northern Shan States, but in the latter<br />

areas, though they are <strong>of</strong>ten the jireponderating, they are<br />

not the exclusive population. The country within the<br />

forty tracts may be considered the Kachin Hills proper,<br />

and it lies between 23° 30' and 26° 30' north latitude and<br />

96° and ,98° east longitude. Within this area the cluma,<br />

or petty chiefs, have appointment orders, the people are<br />

disarmed, and the rate <strong>of</strong> tribute per household is fixed in<br />

each case. Government is carried on under the Kachin<br />

Hills regulation. Since I89I the country has been practi-<br />

cally undisturbed, and numbers <strong>of</strong> Kachins have enlisted.<br />

and are ready to enlist, in ttie military police, and seem<br />

likely to make excellent light infantry. The Kachins<br />

north <strong>of</strong> the administrative line are dealt with on the<br />

principle <strong>of</strong> political, as distinguished from administrative,<br />

control. So long as they keep the peace all interference<br />

with them is avoided.
