At a Dec. 4 meet<strong>in</strong>g, <strong>the</strong> <strong>Warren</strong><br />
<strong>County</strong> Board of Supervisors mirrored<br />
town council discussion on a<br />
citizen-driven annexation request<br />
<strong>in</strong>volv<strong>in</strong>g 604 acres of undeveloped<br />
agricultural pasture l<strong>and</strong> north of<br />
Happy Creek Road near Mary’s<br />
Shady Lane <strong>and</strong> <strong>the</strong> I-66 overpass.<br />
That discussion <strong>in</strong>dicated tentative<br />
support for a friendly, three-way<br />
boundary adjustment agreement<br />
between <strong>the</strong> town, county <strong>and</strong> <strong>the</strong><br />
owner of <strong>the</strong> property.<br />
However county official, led by<br />
board Chairman Archie Fox, <strong>in</strong>dicated<br />
<strong>the</strong> need for <strong>more</strong> concrete<br />
assurances from <strong>the</strong> property owner<br />
that adequate measures be put <strong>in</strong><br />
place to protect both <strong>the</strong> town <strong>and</strong><br />
county regard<strong>in</strong>g developer contributions<br />
to support <strong>in</strong>frastructure<br />
<strong>and</strong> service requirements necessary<br />
to support future development.<br />
In fact, after it was observed <strong>the</strong><br />
general consensus with both town<br />
<strong>and</strong> county plann<strong>in</strong>g commissions<br />
<strong>and</strong> elected board was positive, Fox<br />
said, “I don’t know if we are all supportive<br />
of this.” Fox said he wanted<br />
<strong>more</strong> detail on potential impacts on<br />
traffic, school populations, as well<br />
as o<strong>the</strong>r county service <strong>and</strong> <strong>in</strong>frastructure<br />
– “That’s where I’m at,” <strong>the</strong><br />
board chairman said with a Dec. 0<br />
deadl<strong>in</strong>e for an <strong>in</strong>itial county <strong>and</strong><br />
town response to <strong>the</strong> annexation<br />
proposal.<br />
However Tony Carter noted that<br />
such an undecided stance just 16<br />
days before <strong>the</strong> state expected an<br />
<strong>in</strong>itial thumbs up or down from <strong>the</strong><br />
<strong>in</strong>volved municipalities might be<br />
counterproductive to <strong>the</strong> entire review<br />
process.<br />
