To be or not to be - part of <strong>the</strong> Town of <strong>Front</strong> <strong>Royal</strong>? The question at h<strong>and</strong> appears to be<br />

whe<strong>the</strong>r to concentrate most of <strong>the</strong> next 2000 or so residential units to be built <strong>in</strong> <strong>the</strong> county<br />

on this vacant pasture l<strong>and</strong> <strong>in</strong> <strong>the</strong> foreground, or let that development just stretch <strong>in</strong>to <strong>the</strong><br />

distant mounta<strong>in</strong>s on slightly bigger lots.<br />

<strong>in</strong>g an <strong>in</strong>dication that <strong>the</strong> town <strong>and</strong><br />

county would not fight his boundary<br />

adjustment proposal.<br />

“I underst<strong>and</strong> that is costly to put<br />

toge<strong>the</strong>r,” Richard Traczyk said of<br />

provid<strong>in</strong>g a detailed developmental<br />

plan, “<strong>and</strong> is why he is reluctant to<br />

do it without some positive commitment<br />

[from <strong>the</strong> town <strong>and</strong> county].”<br />

“I th<strong>in</strong>k we all agree it makes<br />

sense to put future growth <strong>the</strong>re <strong>in</strong><br />

town – I have no problem with that.<br />

But it makes sense we get adequate<br />

proffers. But I th<strong>in</strong>k <strong>the</strong> developer<br />

doesn’t know exactly what he wants<br />

to do yet. Due to <strong>the</strong> economy this<br />

could be put off 10, 1 , 15 years<br />

down <strong>the</strong> road,” Carter observed.<br />

Mitchell observed it was unlikely<br />

ei<strong>the</strong>r <strong>the</strong> town or county would oppose<br />

<strong>the</strong> request as long as guarantees<br />

were put <strong>in</strong> place to see service<br />

<strong>and</strong> <strong>in</strong>frastructure impacts would<br />

be part of <strong>the</strong> developer’s proffers<br />

when he did seek re-zon<strong>in</strong>g for development.<br />

<strong>County</strong> Adm<strong>in</strong>istrator Doug Stanley<br />

noted that such proffers should<br />

address cost impacts to <strong>the</strong> county<br />

or town at <strong>the</strong> time development<br />

was brought forward, ra<strong>the</strong>r than<br />

what is <strong>in</strong> place currently.<br />

Traczyk suggested reach<strong>in</strong>g a<br />

Memor<strong>and</strong>um of Underst<strong>and</strong><strong>in</strong>g<br />

(MOA) to assure those concerns<br />

<strong>and</strong> o<strong>the</strong>r issues brought up by <strong>the</strong><br />

town <strong>and</strong> county plann<strong>in</strong>g commissions<br />

be addressed at <strong>the</strong> appropriate<br />

time. Attorney Mitchell noted<br />

MOU’s were not legally b<strong>in</strong>d<strong>in</strong>g but<br />

could be a step, with fur<strong>the</strong>r assurances,<br />

<strong>in</strong> <strong>the</strong> right direction.<br />

International conspiracy?<br />

The boundary adjustment <strong>in</strong>itiative<br />

forwarded by <strong>Front</strong> <strong>Royal</strong> Limited<br />

Partnership pr<strong>in</strong>cipal David<br />

Vazzana would encourage <strong>and</strong> enable<br />

future residential <strong>and</strong> commercial<br />

development along Urban Development<br />

Area (UDA) guidel<strong>in</strong>es<br />

that were passed <strong>in</strong>to law by <strong>the</strong> Virg<strong>in</strong>ia<br />

General Assembly, with support<br />

from former 18th District Del.<br />

Clay A<strong>the</strong>y, before be<strong>in</strong>g resc<strong>in</strong>ded<br />

last year. Those guidel<strong>in</strong>es support<br />

development adjacent to exist<strong>in</strong>g<br />

development <strong>and</strong> utility <strong>in</strong>frastructure.<br />

The goal is to preserve <strong>more</strong><br />

remote county agricultural l<strong>and</strong>s<br />

from developmental sprawl that<br />

threatens <strong>the</strong> character of Virg<strong>in</strong>ia’s<br />

undeveloped rural l<strong>and</strong>.<br />

However, <strong>the</strong> UDA <strong>in</strong>itiative has<br />

run afoul of some conservative<br />

property owners <strong>and</strong> politicians,<br />

most likely with a stake <strong>in</strong> some of<br />

those <strong>more</strong> remote rural l<strong>and</strong>s, as<br />

a threat to <strong>the</strong> damn-<strong>the</strong>-environmental-consequences-full-speedahead<br />

property rights of Americans.<br />

Some have even referenced UDAs<br />

as part of an <strong>in</strong>ternational conspiracy<br />

centered on UN Resolution 1<br />

to strip Americans of <strong>the</strong>ir property<br />

rights.<br />

UN Resolution 1 is a plann<strong>in</strong>g<br />

<strong>in</strong>itiative designed to encourage<br />

clustered <strong>and</strong> <strong>more</strong> centralized development<br />

<strong>and</strong> utility <strong>in</strong>frastructure<br />

that will <strong>and</strong> help reduce costs <strong>and</strong><br />

preserve natural resources worldwide.<br />

It is a plan supported by <strong>the</strong><br />

great bulk of <strong>the</strong> professional plann<strong>in</strong>g<br />

community <strong>in</strong> <strong>the</strong> U.S. <strong>and</strong><br />

elsewhere.<br />
