The membranous skin of its bulb usually encloses from five to 15 small edible bulbils called cloves Its flavor makes good food taste better. Many modern cooks use garlic salt. garlic powder or garlic oil. But a real gourmet still prefers fresh garlic, and it is readily available in all grocery stores. Recent scientific studies have shown that the fumes from freshly crushed garlic have the power to kill disease-producing germs The active principal is known as crotonic aldehyde. In another report, a Russian scientist claims the essential oil of garlic County OK's budget, 99 hospital jobs gone Five major law enforcement pro grams, which were threatened by a county budget crunch, will be main tained m the Wayne County budget next year County commissions Nov. 6 adopted a $332,887,250 budget which continues the Consumer Protection Unit and the Organized Crime Task Force in the Prosecutor's office, plus the Sheriff's Township Patrol and Metropolitan Narcotics Squad The four were among the functions the County Hoard of Auditors had marked for elimination in its annual budget recommencations to the board ot commissioners While the township patrol will be retained at its present 28-member strength, the other three programs are funded at about half their present levels in the new budget effective Dec 1 "WE DID the best we could at this time in view of the fiscal crisis." said Roscoe L Hobo, chairman of the Board of Commissioners. "We can always make improvements later if the financial situation improves." Drastic budget cuts were recommended in the midst of the worst county financial crisis in recent years—a crisis resulting from the general economic decline and expiration of mil lions in federal grants last July 1 But as county commissioners began their budget deliberations in an atmosphere of gloom. Presiding Circuit Court Judge James N. Canham informed them that a newfound $3.2 million woudl bo received during the next fiscal year through through the court's Friend of the Courrt Division. This is federal money to be received through a new program requiring employed fathers of ADC children to support them, thus paring the welfare rolls Funds from the same source also reduced the county's anticipated budget deficit for this fiscal year from $3.1 million to $2.2 million Money to eradicate the deficit is included in the new budget Also funded for next year was a special probation program for drug abusers in Detroit Re order's Court. HOWEVER, commissioners did concur with the auditors' recommendations that the Sheriff's helicopter patrol be discontinued and that 86 of the 206 beds at Wayne County Psychiatric Hospital be phased out by March 1. With the exception of the township patrols, other law neforcement programs were established in recent years with federal grants. The grants expired July 1 and the board of commissioners voted funds to carry the programs through the Nov. 30 end of this fiscal year. The county auditors had recom mended that th? helicopter unit, con sisting of six deputies and two leased helicopters, be scrapped unless the communities it serves are willing to underwrite is $201,525 annual cost, the helicopter unit began operating in early 1974 and covers a four-city test area—Wayne. Inkstetf' Garden City and Westland and along Edward (lines Drive. The only new program put into the budget is a $50,000 allocation to be used for development of a senior citi /.ens transportation pilot program A specially equipped and staffed bus will take senior citizens on person al trips The $50,000 is expected to l>e used as the local match for federal and state grants. THE BOARD of auditors recommended that the 86-bed Building "L" at the psychiatric hospital be closed after it was learned that state mental health funds would not be made available to help meet its $2.5 million annual operating cost. The county receives 90 percent reimbursement for the remaining 120 beds, which are located in another building Additional patients requiring treat ment will l>e referred to the Detroit Psychiatric Institute or Northville State Hospital. The Board of Commissioners earmarked $250,000 for a 90-day phase out of Building "L". Ninety-nine hospital employes will be affected. They are expected to be transferred to other county jobs as vacancies occur. Bobo siad. The board of commissioners earmarked $250,000 to be used for development of a county youth services program after federal funding of the Wayne County Juvenile Facilities Network (JFNi expires next Aug. 31 As of that date, three JFN neighborhood youth centers—located in Inkster. Highland Park and the Detroit City Airport area—are due to be closed unless taken over by the three communities. THE BUDGET adopted by the commissioners is $1,194,600 more than the $331,692,650 in appropriations recommended by the Board of Auditors. The budget represnets an increase ot $28,210,540 over this year's projected total spending The bulk of the increase—$24.4 million—reflects the increased cost of welfare due to unemployment in the county and will be reimbursed by the state Less than o n e -1 h i r d — o r $101,382,940—of the budget will be derived from county property tax receipts. The balance—$231,504,310— will come mainly from the federal and state governments, plus fees and revenues from county services. THE BUDGET was adopted by a 22-2 vote after Commissioner Samuel A. Turner, chairman of the board's ways and means committee, urged immediate adoption to avoid the danger of a delay in mailing County tax bills. Get\ready now for these savings- My grandmother used to insist that garlic worn around the neck would kill cold germs, and modern science does not dispute that garlic fumes do indeed stem capable of this (But. it may kill a few friendships as well.) The folk remedies using garlic are countless, but my favorte is the one that follows. It really seems to stop a cough and let you sleep when all else fails. GARLIC COUGH SILENCER In an iron skillet, toast three garlic cloves until they are brown Crush the toasted cloves in a cup and fill the cup with scalded milk and a spoonful of butter.
