government office. Whether you want a license or an electricity connection or you are<br />
competing for a major tender, you are either directly asked or indirectly expected to offer<br />
a bribe.” Corr<strong>up</strong>tion appears to be a major factor affecting the administrative and regulatory<br />
environment in <strong>Kashmir</strong>. Corr<strong>up</strong>tion perversely incentivizes delays and inefficiency.<br />
It is affecting <strong>Kashmir</strong>i start-<strong>up</strong> entrepreneurs by both delaying or restricting their entry<br />
and consuming their initial profit. Facing corr<strong>up</strong>tion is also often a traumatic experience<br />
that discourages <strong>Kashmir</strong>i youth start-<strong>up</strong> entrepreneurs when they are at that stage in their<br />
career when they need to muster all the creativity, enthusiasm and passion they have. 71%<br />
of all youth surveyed in the SKYE Baseline Survey said that corr<strong>up</strong>tion is a de-motivator<br />
to engage in entrepreneurship in <strong>Kashmir</strong>. It was ranked as the third most de-motivating<br />
factor by youth surveyed, preceded only by ongoing conflict (1st) and financial risks (2nd).<br />
Any effort to boost entrepreneurship in needs to directly confront the issue of corr<strong>up</strong>tion –<br />
it is eating at the vitals of <strong>Kashmir</strong>i society and it is hindering youth entrepreneurial activity<br />
and dynamism in the <strong>Kashmir</strong> Valley.<br />
