An additional variable used to identify housing condition is overcrowding,<br />

which is directly related to wear and/or damage. More than one person per<br />

room (1.01 or more) is the threshold for overcrowding. <strong>Fayette</strong> County has a<br />

1.2% (719) overcrowding rate, less than the state rate of 1.9%.<br />

Finally, units lacking complete plumbing facilities are also used to define<br />

deficient housing conditions. In <strong>Fayette</strong> County, 348 units (0.6%) lacked<br />

complete plumbing. This rate is slightly higher than the state rate (0.5%).<br />

The following table reflects the extent of older housing, overcrowded units,<br />

and units without plumbing in <strong>Fayette</strong> County. Over half of the occupied<br />

housing units in the county fit this description.<br />

a. Population by Age<br />

The county’s changing demographics lead to indicators that may identify<br />

housing needs in different portions of the population. Between 1990 and<br />

2000, the county’s population grew by 2.3% (3,293). The county<br />

median age is 40.2, higher than the state median age of 38.0. The<br />

following table breaks down <strong>Fayette</strong> County’s population by age for both<br />
