MAYO AT POOL DEDICATIONS<br />
NOTHING IS CLOSER to the heart of Mayor Richard J. Daley<br />
than the welfare of <strong>Chicago</strong> children. So it was with happiness<br />
that the Mayor officiated at various pool dedications in<br />
<strong>Chicago</strong> neighborhoods when nine new pools were opened<br />
this summer.<br />
Supt. James B. Conlisk, Jr. also attended many of the pool<br />
dedications There are over 20 swimming pools available for<br />
use during the summer months. Activity at the pools is supervised<br />
and lifeguards are on duty.<br />
Many pools were the scene of special events this summer.<br />
For example, the pool right next to the 13th (Wood St.)<br />
District station was the setting for a water festival <strong>com</strong>plete<br />
with <strong>com</strong>petitive swimming, a band and refreshments.<br />
Mayor Richard J. Daley was on hand this summer to dedicate a new swimming<br />
pool in the 9th District at 35th and Lowe Street,
DID YOU KNOW that it takes:<br />
• Two pints of blood to produce one double unit of cryoprecipitate;<br />
• Five pints of blood to produce one unit (bottle) of<br />
Cortland concentrate; and<br />
• Five pints of blood to produce one unit (bottle) of<br />
Hyland concentrate? Each blood concentrate unit costs from<br />
$21 to $30.<br />
The above set of facts about blood concentrates and their<br />
costs probably does not affect or even interest most people<br />
or most police officers like you. But it does affect Sgt. Robert<br />
Faust, administrative assistant to the Chief of Traffic,<br />
and his family. The Fausts have two children: a girl, Suzanne,<br />
8; and a boy, Bobby, 12.<br />
Bobby is a hemophiliac. That means he can roll over in<br />
his sleep and start bleeding and it won't stop. A cut, a<br />
scratch, a good bump on the arm can start a flow of blood<br />
that can't be stopped without an immediate transfusion to<br />
make the blood clot. If Bobby goes for two weeks without a<br />
transfusion, the family counts itself lucky. However, he could<br />
run into problems and need daily transfusions for up to 30<br />
days or more. An average transfusion takes:<br />
• Three double units of cryo-precipitate, or<br />
• Three bottles of Cortland concentrate, or<br />
• Three bottles of Hyland concentrate (Repeated hemorrhages<br />
within the same joints such as knee, ankle or elbow<br />
require double the above amounts.)<br />
You don't have to be an accountant or use a <strong>com</strong>puter<br />
to see that the Faust family medical bills must be high. Not<br />
that they haven't received help in the last 11 years, for they<br />
have. Ever since they discovered Bobby was a hemophiliac<br />
when he was nine months old, they have been continually<br />
asking anyone who's healthy-family, friends, neighbors,<br />
parishioners-to donate blood for their son since they must<br />
replace all the blood he uses.<br />
Members of St. Pascal's parish, of which they are members,<br />
have held five donor sessions for the Fausts in the<br />

FOR BLOOD<br />
past seven years. The <strong>Chicago</strong> Police Department sponsored<br />
a donor session in November, 1968 at which Faust collected<br />
132 pints of blood. Since then, Faust estimates they have<br />
used over $10,000 worth of blood.<br />
Bobby, a bright seventh-grader at St. Pascal's, has missed<br />
very little school. He is hospitalized on the average about<br />
three or four times a year. Frequently he must use crutches<br />
due to numerous knee and ankle hemorrhages which make<br />
his joints swell. Since his mother is able to give him transfusions<br />
as needed at home, his school attendance is fairly<br />
stable. He missed only about a month last year. When he<br />
does miss, the school cooperates by sending his work home<br />
to him.<br />
There has been great progress in the treatment of hemophilia.<br />
Years ago, a transfusion was pumped in, drop by<br />
drop. Now a syringe injection of a concentrate takes about<br />
60 seconds. Adult hemophiliacs are able to treat themselves<br />
much as diabetics do.<br />
But the older Bobby gets, his increased weight and increased<br />
physical activity require more injections to increase<br />
the clotting ability of his blood. Although Faust belongs to<br />
the blood donor plans of both the Department and the <strong>Chicago</strong><br />
Patrolman's Association, Bobby is not eligible for blood<br />
through them, due to his disease. Faust himself gives a pint<br />
of blood a month for Bobby.<br />
It is a long, hard struggle. The Fausts have received help.<br />
"Thank God for the parish and the Police Department,"<br />
said Sgt. Faust. But they still need more blood-continually,<br />
inexorably, as the days and weeks and months pass by.<br />
It is really very simple. Bobby needs blood to live. You<br />
can help the Fausts help Bobby live an "almost normal" life<br />
by giving just a pint of your blood. The <strong>Chicago</strong> Police Department<br />
is going to sponsor another blood drive for Bobby<br />

An el plat/ann can be a desolate place to stand.<br />
And, farther down the subway platform, three other undercover<br />
officers-Patrolmen Ernie Hernandez and Len Pittacora<br />
and Sgt. Kenneth McCann-burst out of hiding and<br />
assisted in catching all three offenders, who were 17, 19 and<br />
25 years old. They were charged with strong arm robbery<br />
and one was also charged with resisting arrest, because he<br />
struggled with the officer who arrested him.<br />
It was a typical maneuver for the well-trained police team<br />
which uses a decoy and back-up men to catch criminals who<br />
prey on people using the CTA. These <strong>Chicago</strong> police officers<br />
form just one of the tactical teams of the Mass Transit<br />
Unit of the Special Operations Group, which has been responsible<br />
for a 29 per cent reduction in CTA crimes during<br />
the past three months. The special operation is proving<br />
consistently effective in keeping the whole Rapid Transit<br />
System of the CTA safer for those who ride the trains,<br />
even at night.<br />
Within the same half hour of the three arrests at Jackson<br />
and State, a second tactical team, using Patrolman Art Romberg<br />
as its decoy, arrested another trio of male offenders<br />
at Washington and State in the subway for the same offense.<br />
Back-up men for Romberg were Patrolmen Emanuel Irby,<br />
Walter Red Elk, Fred Stone, Art Johnson and Abraham<br />
Rite, Jr.<br />
They called squadrols to transport the offenders to the<br />
1 st (Central) District to do the necessary paperwork. Robbery<br />
detectives from the area were also called in to conduct<br />
an investigation of the men arrested.<br />
A quick check of the Hot Desk revealed that all six youths<br />
had prior records for similar offenses. (Further, a search of<br />
the offenders turned up several watches on their persons<br />
which were price tagged at $395 each. They were "diamondstudded"<br />
and looked expensive. However, they were not<br />
stolen; the offenders had receipts showing each watch cost<br />
$7.50. They told the officers they sell these in the subway,<br />
passing them off as stolen merchandise for as much money<br />
as they can get.)<br />
Men assigned to this detail are dressed to blend into a<br />
crowd. Some grow longish hair, beards, goatees, and mustaches_<br />
One man had a week's growth of beard, looking<br />
effectively unkempt. Clothes may include old slacks, faded<br />
blue jeans, white flares, multi-colored striped polo shirts,<br />
T-shirts, loud sports shirts, suede boots or tennis shoes as<br />
well as normal business attire. Clothes are worn to simulate<br />
various types of persons victimized at various locations.<br />
The tactical teams operate in several ways. They may<br />
ride the subways or el trains for a while, observing the reactions<br />
of passengers when the uniform man exits from the<br />
train. Then they will position themselves one team to a<br />

car and spread out, one man pretending to doze or be<br />
drunk. The intent of the decoy is to make himself vulnerable<br />
so that he is the victim instead of a citizen. The others will<br />
back him up and go in after he has been robbed. They<br />
have to allow the offenders to actually make the robbery so<br />
they can be charged with the crime. The other maneuver<br />
is on the subway or el platforms where one man pretending<br />
to be drunk or asleep will sprawl face down on the ground<br />
or lean against a post or wall, especially if the spot is rather<br />
secluded. His back-up men will be concealed, but close at<br />
hand. Teams are used to provide adequate manpower to<br />
avoid resistance in an arrest.<br />
When persons let two or three trains pass by and just<br />
hang around the subway or el platform, they <strong>com</strong>e under<br />
the watchful eye of the undercover tactical team. These are<br />
the potential offenders, who may be looking for an oppor·<br />
tunity to steal money or property. Often they circle round<br />
their "victim," trying to ascertain that he is alone and helpless.<br />
The officers also make use of natural situations where<br />
a citizen really is drunk or asleep and they watch him to<br />
make sure he is not harmed or robbed and if he is, they<br />
apprehend and arrest those responsible.<br />
The undercover officers take turns acting as decoy. Sgt.<br />
McCann, who was in charge of both teams that Friday night,<br />
explained that some men are naturally better than others as<br />
a decoy. For example, there are several men who can pre·<br />
tend to be drunk or asleep for over an hour and have hundreds<br />
of people pass them by and never bother them. Other<br />
men can be out there and are attacked and robbed within<br />
15 minutes.<br />
The best decoy in the world would be no good without his<br />
back-up men. The decoy, after all, is usually rather vulnerable<br />
there on the ground. His back-up men, concealed close<br />
by, must be ready to move instantly not only to make the<br />
arrest, but also to protect their colleague. "It is a team<br />
effort," said Sgt. McCann, who is very proud of his men<br />
and their record thus far. "Potential strong arm robbers<br />
are going to think twice now before robbing someone on an<br />
el platform, in the subway or on a train. Our men are<br />
everywhere."<br />

The men working under Sgt. McCann have a high morale,<br />
which is reflected in their records. During the chase in the<br />
subway that Friday night, Officer O'Connor was surprised<br />
to hear Sgt. McCann tell him to move over as he tapped the<br />
younger officer on the shoulder and passed him up. O'Connor<br />
was overheard saying he would begin new physical fitness<br />
exercise that evening. Men of the team must be in good<br />
physical condition and are, including the sergeants.<br />
The men display a fine spirit of cooperation and all share<br />
in the sense of ac<strong>com</strong>plishment when good arrests are made.<br />
The undercover operation itself is fairly new and several men<br />
on the tactical teams have been transferred in only three or<br />
four months ago. It is no wonder that these men were<br />
anxious to be part of such an active group.<br />
It was clear to the <strong>Chicago</strong> Police Star, who rode along<br />
with the undercover teams that particular Friday night, that<br />
citizens are protected not only by the plainclothes officers but<br />
uniformed officers as well.<br />
Uniformed men from the Mass Transit Unit of the Special<br />
Operations Group were also in the subway that night. A<br />

traffic officer happened by at Jackson and State and even two<br />
officers from the Canine Unit were patrolling in the subway<br />
with huge German shepherds. Citizens can certainly feel<br />
secure in the presence of this sort of police protection.<br />
The Mass Transit Unit is supervised by Lt. Donald Kelly<br />
and Lt. Charles Garry. The Unit is part of the Special Operations<br />
Group, <strong>com</strong>manded by Deputy Chief Thomas Lyons.<br />
Although this article has highlighted the maneuvers of the<br />
tactical teams, the men are quick to point out that this is<br />
only a portion of the duties handled by men of the Unit.<br />
Most of the men are in uniform and are assigned to specific<br />
posts. Uniformed men make the highest percentage of all<br />
arrests credited to the Unit. It is their presence and their<br />
conspicuous patrol that sets a citizen's mind at ease. They<br />
often provide a secondary back-up for the tactical teams<br />
after the arrests are made.<br />
The primary purpose of the Unit is to protect the public<br />
on the Rapid Transit System of the CTA. This covers a lot<br />
of territory as the system is extensive-north to Howard St.,<br />

south to 95th St. on the Dan Ryan service, from the lake<br />
west to the city limits. Extra protection is provided by beat<br />
patrolmen in each district who make regular checks of the<br />
el platforms as part of their duties.<br />
Another duty of the Mass Transit Unit is checking terminals<br />
of the subway and el trains late at night to clear out<br />
drunks or other potential victims of criminal acts.<br />
Uniformed officers deal in · public relations as well as protection.<br />
In the Loop area especially, they assist out-of-town<br />
visitors and conventioneers as well as <strong>Chicago</strong>ans who have<br />
lost their way. Other matters which <strong>com</strong>e to their attention<br />
include lost children, shop lifters, drug addicts, drunks,<br />
beggars, and both victims and perpetrators of crimes against<br />
persons or property. They get to know train conductors and<br />
ticket agents of the CTA. The officers periodically check<br />
with their office via special call boxes in the subway.<br />
Officers apprehend those who jump the ticket gate to avoid<br />
paying fares and school truants who may be playing hookey<br />
to shoplift or <strong>com</strong>mit some other crime. The officers have<br />
also prevented people from <strong>com</strong>miting suicide on the train<br />
tracks.<br />
The <strong>com</strong>bined efforts of uniformed officers make <strong>Chicago</strong>'s<br />
public transportation system safe for the public's use. A<br />
potential robber doesn't know who to rob anymore. That<br />
easy-looking mark could be a policeman.<br />

FOUR BOYS, SONS of <strong>Chicago</strong> police officers<br />
were recently named by Supt.<br />
James B. Conlisk, Jr. as first winners of<br />
four-year scholarships to Lake Forest<br />
Academy, a non-sectarian college preparatory<br />
boarding school for boys, located<br />
in Lake Forest, Ill.<br />
The boys are:<br />
Andrew Brooks, 13, son of PUmn.<br />
Don Brooks, 7th (Englewood) District.<br />
Scott Eckner, 13, son of Ptlmn.<br />
James Eckner, 20th (Foster Ave.) Dis·<br />
trict.<br />
Richard Quagliano, 14, son of Lt.<br />
James Quagliano, Detached Services.<br />
Michael Walsh, 14, son of Lt. Ed·<br />
ward Walsh, 6th (Gresham) District.<br />
The special scholarship fund, established<br />
earlier this year especially for<br />
police officer's sons, provides up to<br />
$16,000 per student for four years.<br />
Grants are renewed each year until<br />
graduation.<br />
To qualify, a boy has to be the son<br />
of a <strong>Chicago</strong> policeman, have finished<br />
8th grade or the first or second year<br />
of high school, have a "B" average, and<br />
display outstanding personal qualifications.<br />
A group of 19 anonymous <strong>Chicago</strong><br />
businessmen established the fund to<br />
help the sons of <strong>Chicago</strong> policemen,<br />
according to Supt. Conlisk.<br />
The boys who were selected for the<br />
scholarship met the normal standards<br />
for entrance, had a proven academic<br />
record, including success in entrance<br />
examinations, strong re<strong>com</strong>mendations<br />
from teachers and counselors, and had<br />
demonstrated enthusiasm for extracur,icular<br />
activities such as art, music<br />
'or athletics.<br />
The four teenagers were chosen<br />
by a selection <strong>com</strong>mittee <strong>com</strong>posed of<br />
one representative each from the <strong>Chicago</strong><br />
Board of Education, the <strong>Chicago</strong><br />
Arch-Diocese School Board, and Lake<br />
Forest Academy and two representa<br />
tives from the <strong>Chicago</strong> Police Department.<br />
The amount of the scholarship aid<br />
awarded was based on the financial<br />
needs of each individual family. This<br />
was determined by the School Scholarship<br />
Service, a national organization<br />
based in Princeton, N.J.<br />
Founded in 1857, Lake Forest Academy<br />
has sent virtually all its graduates<br />
on to four-year colleges. The curriculum<br />
<strong>com</strong>bines rigorous academic training,<br />
freedom to explore new methods<br />
for self-education, a <strong>com</strong>prehensive<br />
program of physical activities and daily<br />
experiences in living in a <strong>com</strong>munity of<br />
200 teenage boys and 28 teachers.<br />
The eight-to-one student/faculty ratio<br />
allows each student to be treated as an<br />
individual. The students, who range<br />
in age from 14 to 18, represent 24<br />
states and six foreign countries. Twenty<br />
per cent of them receive some form of<br />
financial aid.<br />

and blouses pressed and fresh, the <strong>Chicago</strong><br />
Police Department's wonderful<br />
group of <strong>com</strong>passionate, cautious ladies,<br />
known as Crossing Guards, have joined<br />
with the thousands of <strong>Chicago</strong> schoolchildren<br />
in a new school year.<br />
There were joyful greetings as the<br />
children renewed their acquaintance<br />
with these familiar friends-the Crossing<br />
Guards on the corner. Some new<br />
friendships were begun at corners where<br />
the guard had been changed.<br />
Ever alert, ever watchful, guardians<br />
of schoolchildren on their way to and<br />
from classes, these women continue to<br />
fulfill a vital role as public servants of<br />
the <strong>Chicago</strong> taxpayer.<br />
There is a story for every Crossing<br />
Guard of kind deeds and kind words_<br />
More than one has lent money to a<br />
child without lunch or bus fare and<br />
more .than one has dried fresh tears,<br />
buttoned a coat or <strong>com</strong>forted a real<br />
or imagined grief.<br />

* DEPARTMENT COMMENDATIONS *<br />
In the early evening hours, Patrolmen<br />
Thomas O'Connor and Alan<br />
Houser, 21st (prairie Ave.) Distri'ct,<br />
were approached by a man who told<br />
them that he had just been assaulted<br />
by a man with a gun who had "then<br />
run into the alley.<br />
The officers placed the victim in<br />
their car and proceeded to an alley<br />
where the offender was spotted. The<br />
victim shouted that the assailant was<br />
pointing a gun at them.<br />
The officers told the victim to lie<br />
on the floor. They left the beat car,<br />
announced their office and told the<br />
offender to halt. Instead, the offender<br />
opened fire and started to flee. He<br />
took a few steps and turned to fire<br />
again.<br />
James Rizzi<br />
While off duty and in civilian dress,<br />
Patrolman James Rizzi, Traffic Division,<br />
Public Vehicle Section, was making a<br />
purchase in a store when a <strong>com</strong>motion<br />
next door alerted him to investigate.<br />
Officer Rizzi rushed to the scene,<br />
where he saw two men assaulting and<br />
robbing a man. The front portion of the<br />
victim's shirt was torn as well as the<br />
pocket which had contained money.<br />
Ptlmn. Rizzi announced his office and<br />
held both offenders at bay. Moments<br />
later, Officer Rizzi was assisted in the<br />
apprehension of the two men by a<br />
passing beat car.<br />
One of the arrestees had the proceeds<br />
of the robbery while his <strong>com</strong>panion<br />
had a loaded pistol in an attache case<br />
he was carrying.<br />

Officers O'Connor and Houser then was charged with two counts of at·<br />
opened fire on the offender. wounding tempted murder, aggravated assault, unand<br />
capturing him. He was transported lawful use of a weapon and failure to<br />
to Michael Reese Hospital. Later, he register a firearm.<br />
