MAYO AT POOL DEDICATIONS
NOTHING IS CLOSER to the heart of Mayor Richard J. Daley
than the welfare of Chicago children. So it was with happiness
that the Mayor officiated at various pool dedications in
Chicago neighborhoods when nine new pools were opened
this summer.
Supt. James B. Conlisk, Jr. also attended many of the pool
dedications There are over 20 swimming pools available for
use during the summer months. Activity at the pools is supervised
and lifeguards are on duty.
Many pools were the scene of special events this summer.
For example, the pool right next to the 13th (Wood St.)
District station was the setting for a water festival complete
with competitive swimming, a band and refreshments.
Mayor Richard J. Daley was on hand this summer to dedicate a new swimming
pool in the 9th District at 35th and Lowe Street,

DID YOU KNOW that it takes:
• Two pints of blood to produce one double unit of cryoprecipitate;
• Five pints of blood to produce one unit (bottle) of
Cortland concentrate; and
• Five pints of blood to produce one unit (bottle) of
Hyland concentrate? Each blood concentrate unit costs from
$21 to $30.
The above set of facts about blood concentrates and their
costs probably does not affect or even interest most people
or most police officers like you. But it does affect Sgt. Robert
Faust, administrative assistant to the Chief of Traffic,
and his family. The Fausts have two children: a girl, Suzanne,
8; and a boy, Bobby, 12.
Bobby is a hemophiliac. That means he can roll over in
his sleep and start bleeding and it won't stop. A cut, a
scratch, a good bump on the arm can start a flow of blood
that can't be stopped without an immediate transfusion to
make the blood clot. If Bobby goes for two weeks without a
transfusion, the family counts itself lucky. However, he could
run into problems and need daily transfusions for up to 30
days or more. An average transfusion takes:
• Three double units of cryo-precipitate, or
• Three bottles of Cortland concentrate, or
• Three bottles of Hyland concentrate (Repeated hemorrhages
within the same joints such as knee, ankle or elbow
require double the above amounts.)
You don't have to be an accountant or use a computer
to see that the Faust family medical bills must be high. Not
that they haven't received help in the last 11 years, for they
have. Ever since they discovered Bobby was a hemophiliac
when he was nine months old, they have been continually
asking anyone who's healthy-family, friends, neighbors,
parishioners-to donate blood for their son since they must
replace all the blood he uses.
Members of St. Pascal's parish, of which they are members,
have held five donor sessions for the Fausts in the
A PLEA
FOR BLOOD
past seven years. The Chicago Police Department sponsored
a donor session in November, 1968 at which Faust collected
132 pints of blood. Since then, Faust estimates they have
used over $10,000 worth of blood.
Bobby, a bright seventh-grader at St. Pascal's, has missed
very little school. He is hospitalized on the average about
three or four times a year. Frequently he must use crutches
due to numerous knee and ankle hemorrhages which make
his joints swell. Since his mother is able to give him transfusions
as needed at home, his school attendance is fairly
stable. He missed only about a month last year. When he
does miss, the school cooperates by sending his work home
to him.
There has been great progress in the treatment of hemophilia.
Years ago, a transfusion was pumped in, drop by
drop. Now a syringe injection of a concentrate takes about
60 seconds. Adult hemophiliacs are able to treat themselves
much as diabetics do.
But the older Bobby gets, his increased weight and increased
physical activity require more injections to increase
the clotting ability of his blood. Although Faust belongs to
the blood donor plans of both the Department and the Chicago
Patrolman's Association, Bobby is not eligible for blood
through them, due to his disease. Faust himself gives a pint
of blood a month for Bobby.
It is a long, hard struggle. The Fausts have received help.
"Thank God for the parish and the Police Department,"
said Sgt. Faust. But they still need more blood-continually,
inexorably, as the days and weeks and months pass by.
It is really very simple. Bobby needs blood to live. You
can help the Fausts help Bobby live an "almost normal" life
by giving just a pint of your blood. The Chicago Police Department
is going to sponsor another blood drive for Bobby
in October. For details, contact Sgt. Clarence Erickson, Special
Services Section of the Public and Internal Information
Division, 1121 S. State, pax 207 or 744-5570.
An el plat/ann can be a desolate place to stand.
And, farther down the subway platform, three other undercover
officers-Patrolmen Ernie Hernandez and Len Pittacora
and Sgt. Kenneth McCann-burst out of hiding and
assisted in catching all three offenders, who were 17, 19 and
25 years old. They were charged with strong arm robbery
and one was also charged with resisting arrest, because he
struggled with the officer who arrested him.
It was a typical maneuver for the well-trained police team
which uses a decoy and back-up men to catch criminals who
prey on people using the CTA. These Chicago police officers
form just one of the tactical teams of the Mass Transit
Unit of the Special Operations Group, which has been responsible
for a 29 per cent reduction in CTA crimes during
the past three months. The special operation is proving
consistently effective in keeping the whole Rapid Transit
System of the CTA safer for those who ride the trains,
even at night.
Within the same half hour of the three arrests at Jackson
and State, a second tactical team, using Patrolman Art Romberg
as its decoy, arrested another trio of male offenders
at Washington and State in the subway for the same offense.
Back-up men for Romberg were Patrolmen Emanuel Irby,
Walter Red Elk, Fred Stone, Art Johnson and Abraham
Rite, Jr.
They called squadrols to transport the offenders to the
1 st (Central) District to do the necessary paperwork. Robbery
detectives from the area were also called in to conduct
an investigation of the men arrested.
A quick check of the Hot Desk revealed that all six youths
had prior records for similar offenses. (Further, a search of
the offenders turned up several watches on their persons
which were price tagged at $395 each. They were "diamondstudded"
and looked expensive. However, they were not
stolen; the offenders had receipts showing each watch cost
$7.50. They told the officers they sell these in the subway,
passing them off as stolen merchandise for as much money
as they can get.)
Men assigned to this detail are dressed to blend into a
crowd. Some grow longish hair, beards, goatees, and mustaches_
One man had a week's growth of beard, looking
effectively unkempt. Clothes may include old slacks, faded
blue jeans, white flares, multi-colored striped polo shirts,
T-shirts, loud sports shirts, suede boots or tennis shoes as
well as normal business attire. Clothes are worn to simulate
various types of persons victimized at various locations.
The tactical teams operate in several ways. They may
ride the subways or el trains for a while, observing the reactions
of passengers when the uniform man exits from the
train. Then they will position themselves one team to a
(Turn / 0 Page 6)
Ma ss Transit Unit. Continued
car and spread out, one man pretending to doze or be
drunk. The intent of the decoy is to make himself vulnerable
so that he is the victim instead of a citizen. The others will
back him up and go in after he has been robbed. They
have to allow the offenders to actually make the robbery so
they can be charged with the crime. The other maneuver
is on the subway or el platforms where one man pretending
to be drunk or asleep will sprawl face down on the ground
or lean against a post or wall, especially if the spot is rather
secluded. His back-up men will be concealed, but close at
hand. Teams are used to provide adequate manpower to
avoid resistance in an arrest.
When persons let two or three trains pass by and just
hang around the subway or el platform, they come under
the watchful eye of the undercover tactical team. These are
the potential offenders, who may be looking for an oppor·
tunity to steal money or property. Often they circle round
their "victim," trying to ascertain that he is alone and helpless.
The officers also make use of natural situations where
a citizen really is drunk or asleep and they watch him to
make sure he is not harmed or robbed and if he is, they
apprehend and arrest those responsible.
The undercover officers take turns acting as decoy. Sgt.
McCann, who was in charge of both teams that Friday night,
explained that some men are naturally better than others as
a decoy. For example, there are several men who can pre·
tend to be drunk or asleep for over an hour and have hundreds
of people pass them by and never bother them. Other
men can be out there and are attacked and robbed within
15 minutes.
The best decoy in the world would be no good without his
back-up men. The decoy, after all, is usually rather vulnerable
there on the ground. His back-up men, concealed close
by, must be ready to move instantly not only to make the
arrest, but also to protect their colleague. "It is a team
effort," said Sgt. McCann, who is very proud of his men
and their record thus far. "Potential strong arm robbers
are going to think twice now before robbing someone on an
el platform, in the subway or on a train. Our men are
everywhere."
Photos by Tom Tatum, of Graphic Arts
Underground passageways connect the va1'ious train lines.

The men working under Sgt. McCann have a high morale,
which is reflected in their records. During the chase in the
subway that Friday night, Officer O'Connor was surprised
to hear Sgt. McCann tell him to move over as he tapped the
younger officer on the shoulder and passed him up. O'Connor
was overheard saying he would begin new physical fitness
exercise that evening. Men of the team must be in good
physical condition and are, including the sergeants.
The men display a fine spirit of cooperation and all share
in the sense of accomplishment when good arrests are made.
The undercover operation itself is fairly new and several men
on the tactical teams have been transferred in only three or
four months ago. It is no wonder that these men were
anxious to be part of such an active group.
It was clear to the Chicago Police Star, who rode along
with the undercover teams that particular Friday night, that
citizens are protected not only by the plainclothes officers but
uniformed officers as well.
Uniformed men from the Mass Transit Unit of the Special
Operations Group were also in the subway that night. A
Undercover policemen watch e've1'yone p1'otectively when they ?'ide the trains.
traffic officer happened by at Jackson and State and even two
officers from the Canine Unit were patrolling in the subway
with huge German shepherds. Citizens can certainly feel
secure in the presence of this sort of police protection.
The Mass Transit Unit is supervised by Lt. Donald Kelly
and Lt. Charles Garry. The Unit is part of the Special Operations
Group, commanded by Deputy Chief Thomas Lyons.
Although this article has highlighted the maneuvers of the
tactical teams, the men are quick to point out that this is
only a portion of the duties handled by men of the Unit.
Most of the men are in uniform and are assigned to specific
posts. Uniformed men make the highest percentage of all
arrests credited to the Unit. It is their presence and their
conspicuous patrol that sets a citizen's mind at ease. They
often provide a secondary back-up for the tactical teams
after the arrests are made.
The primary purpose of the Unit is to protect the public
on the Rapid Transit System of the CTA. This covers a lot
of territory as the system is extensive-north to Howard St.,
(Turn to Page 8)
7

Mass Transit Unit, Continued
south to 95th St. on the Dan Ryan service, from the lake
west to the city limits. Extra protection is provided by beat
patrolmen in each district who make regular checks of the
el platforms as part of their duties.
Another duty of the Mass Transit Unit is checking terminals
of the subway and el trains late at night to clear out
drunks or other potential victims of criminal acts.
Uniformed officers deal in · public relations as well as protection.
In the Loop area especially, they assist out-of-town
visitors and conventioneers as well as Chicagoans who have
lost their way. Other matters which come to their attention
include lost children, shop lifters, drug addicts, drunks,
beggars, and both victims and perpetrators of crimes against
persons or property. They get to know train conductors and
ticket agents of the CTA. The officers periodically check
with their office via special call boxes in the subway.
Officers apprehend those who jump the ticket gate to avoid
paying fares and school truants who may be playing hookey
to shoplift or commit some other crime. The officers have
also prevented people from commiting suicide on the train
tracks.
The combined efforts of uniformed officers make Chicago's
public transportation system safe for the public's use. A
potential robber doesn't know who to rob anymore. That
easy-looking mark could be a policeman.
Unifo?"7Ited officers of the Mass Transit Unit are on constant patrol.
Offie rs' Sons See re Se larships
Supt. James B. Conlisk, Jr. looks on as Walter R. Hoesel, Headmaster of Lake Forest Academy, gives
the key to the Academy to the four scholarship winners. Left to right: Andrew Brooks, Richard Quagliano,
Scott Eckner and Michael Walsh.
FOUR BOYS, SONS of Chicago police officers
were recently named by Supt.
James B. Conlisk, Jr. as first winners of
four-year scholarships to Lake Forest
Academy, a non-sectarian college preparatory
boarding school for boys, located
in Lake Forest, Ill.
The boys are:
Andrew Brooks, 13, son of PUmn.
Don Brooks, 7th (Englewood) District.
Scott Eckner, 13, son of Ptlmn.
James Eckner, 20th (Foster Ave.) Dis·
trict.
Richard Quagliano, 14, son of Lt.
James Quagliano, Detached Services.
Michael Walsh, 14, son of Lt. Ed·
ward Walsh, 6th (Gresham) District.
The special scholarship fund, established
earlier this year especially for
police officer's sons, provides up to
$16,000 per student for four years.
Grants are renewed each year until
graduation.
To qualify, a boy has to be the son
of a Chicago policeman, have finished
8th grade or the first or second year
of high school, have a "B" average, and
display outstanding personal qualifications.
A group of 19 anonymous Chicago
businessmen established the fund to
help the sons of Chicago policemen,
according to Supt. Conlisk.
The boys who were selected for the
scholarship met the normal standards
for entrance, had a proven academic
record, including success in entrance
examinations, strong recommendations
from teachers and counselors, and had
demonstrated enthusiasm for extracur,icular
activities such as art, music
'or athletics.
The four teenagers were chosen
by a selection committee composed of
one representative each from the Chicago
Board of Education, the Chicago
Arch-Diocese School Board, and Lake
Forest Academy and two representa
tives from the Chicago Police Department.
The amount of the scholarship aid
awarded was based on the financial
needs of each individual family. This
was determined by the School Scholarship
Service, a national organization
based in Princeton, N.J.
Founded in 1857, Lake Forest Academy
has sent virtually all its graduates
on to four-year colleges. The curriculum
combines rigorous academic training,
freedom to explore new methods
for self-education, a comprehensive
program of physical activities and daily
experiences in living in a community of
200 teenage boys and 28 teachers.
The eight-to-one student/faculty ratio
allows each student to be treated as an
individual. The students, who range
in age from 14 to 18, represent 24
states and six foreign countries. Twenty
per cent of them receive some form of
financial aid.
Crossing Guard Theresa Annerino is
assigned to the corner at 37th and Lowe
Streets.
THEIR BADGES ALL SHINY, their skirts
and blouses pressed and fresh, the Chicago
Police Department's wonderful
group of compassionate, cautious ladies,
known as Crossing Guards, have joined
with the thousands of Chicago schoolchildren
in a new school year.
There were joyful greetings as the
children renewed their acquaintance
with these familiar friends-the Crossing
Guards on the corner. Some new
friendships were begun at corners where
the guard had been changed.
Ever alert, ever watchful, guardians
of schoolchildren on their way to and
from classes, these women continue to
