5. LAND TENURE AND PARK BOUNDARIES Objectives: 1. Rationalise <strong>and</strong> simplify <strong>Park</strong> management by adding to the <strong>Park</strong> unused road reserves, Crown reserves <strong>and</strong> private property enclaves where appropriate. 2. Minimise the impact <strong>of</strong> adjoining l<strong>and</strong> uses on the <strong>Park</strong>. 3. Review <strong>Park</strong> boundaries so they can be readily located in the field. This section addresses all l<strong>and</strong> tenure issues within the area shown in System Six "red book" Figure 150 concerning <strong>Serpentine</strong> <strong>National</strong> <strong>Park</strong> (M85), Gooralong MPA (M84), Karnet MPA (M86) <strong>and</strong> <strong>Serpentine</strong> MPA (M87) (<strong>Department</strong> <strong>of</strong> Conservation <strong>and</strong> <strong>Environment</strong> 1983). This area includes freehold l<strong>and</strong> held privately <strong>and</strong> by government agencies, L<strong>and</strong> Administration Act reserves, State Forest <strong>and</strong> water catchment areas (Figure 2). Major issues include: managing freehold l<strong>and</strong> owned by the Water Corporation, assessing System 6 recommendations concerning privately owned freehold l<strong>and</strong> <strong>and</strong> Crown reserves adjoining the <strong>Park</strong>, <strong>and</strong> locating <strong>Park</strong> boundaries on existing tracks. <strong>Serpentine</strong> <strong>National</strong> <strong>Park</strong> The <strong>Park</strong> currently consists <strong>of</strong> two Class "A" reserves (A28862 <strong>and</strong> A39825) with a purpose <strong>of</strong> "<strong>National</strong> <strong>Park</strong>" <strong>and</strong> covers an area <strong>of</strong> 4362.6 ha (Figure 2). The <strong>Park</strong> is vested in the NPNCA <strong>and</strong> managed by CALM. The first area within the <strong>Park</strong> to be reserved was a small 20 ha "Public Recreation" reserve (A3355) surrounding <strong>Serpentine</strong> Falls, which was gazetted in August 1900. Over the next 50 years an additional six reserves (A8615, A8650, A8651, A20357, A21904, A23894) were gazetted to protect the adjoining Darling Scarp north <strong>and</strong> south <strong>of</strong> the Falls. In March 1968 these seven reserves were amalgamated into a single 635 ha Class "A" reserve (A28862) for the purpose <strong>of</strong> "<strong>National</strong> <strong>Park</strong>" <strong>and</strong> vested in the <strong>National</strong> <strong>Park</strong>s Board (later to become the <strong>National</strong> <strong>Park</strong>s Authority <strong>and</strong> the NPNCA). However, it was not until 15 October 1971 that the name "<strong>Serpentine</strong> <strong>National</strong> <strong>Park</strong>" was <strong>of</strong>ficially gazetted. The "second stage" <strong>of</strong> the <strong>Park</strong> was gazetted in January 1989 with the addition <strong>of</strong> the 3727 ha reserve A39825 which included substantial portions <strong>of</strong> Gooralong, Karnet <strong>and</strong> <strong>Serpentine</strong> Management Priority Areas (MPAs) <strong>of</strong> State forest No. 22. Significant portions <strong>of</strong> the buffer areas <strong>of</strong> Karnet <strong>and</strong> <strong>Serpentine</strong> MPAs were excluded from being added to the <strong>Park</strong>. Reserve A39825 is yet to be formally named "<strong>Serpentine</strong> <strong>National</strong> <strong>Park</strong>". LAND USE MANAGEMENT 5 L<strong>and</strong> Use Management Crown L<strong>and</strong> Reserves within the <strong>National</strong> <strong>Park</strong> Boundary Seven Crown reserves with purposes other than "<strong>National</strong> <strong>Park</strong>" are located within or adjoin the <strong>Park</strong>. Most are undisturbed, with the native vegetation in good condition, <strong>and</strong> they have been managed as if they were part <strong>of</strong> the <strong>Park</strong> for many years. The System 6 report recommends that these reserves be added to the <strong>Park</strong>. The four L<strong>and</strong> Administration Act reserves (C26079, C26080, C32201 <strong>and</strong> C32202) to the south-west <strong>of</strong> the Falls area are proposed to be added to the <strong>Park</strong>. Ongoing discussions with the vesting authority <strong>of</strong> each reserve will continue. The main water body upstream <strong>of</strong> the <strong>Serpentine</strong> Pipehead Dam up to the dam high water mark (following approximately the 170 m contour) <strong>and</strong> the facilities at the dam wall are included in State forest 22 <strong>and</strong> the water catchment reserve C16634 (vested in the Water Corporation). Unused Road Reserves A number <strong>of</strong> surveyed roads lie within the <strong>Park</strong> boundary (most <strong>of</strong> which were never built). This plan proposes that these be amalgamated into the <strong>Park</strong>. Water Corporation Freehold L<strong>and</strong>s The Gooralong recreation area <strong>and</strong> Bell pine plantation are on Cockburn Sound Locations 68, 178, 306, 333, 624 which are held freehold by the Water <strong>and</strong> Rivers Commission. The Gooralong recreation area also includes CT 1077/331 which is VCL <strong>and</strong> CT 1074/192 held by the Water <strong>and</strong> Rivers Commission. They were purchased to protect the Gooralong Brook water catchment from further degradation <strong>and</strong> clearing. The Gooralong recreation <strong>and</strong> camping area is managed by CALM under informal agreement with the Water Corporation. However, CALM has ongoing problems in managing l<strong>and</strong> vested in another agency. The Water <strong>and</strong> Rivers Commission is conducting an investigation to determine the suitability <strong>of</strong> water quality for uses by the Water Corporation. When this study is complete, the Water Corporation may seek to construct various infrastructure or the l<strong>and</strong> may be declared surplus to its needs. If the latter occurs, CALM would seek to have the l<strong>and</strong>s added to the national park. CALM recommends that the Gooralong recreation area be added to <strong>Serpentine</strong> <strong>National</strong> <strong>Park</strong> but accepts that this is not feasible until the requirements for water supply are evaluated <strong>and</strong> therefore recommends that a formal management agreement under Section 16 <strong>of</strong> the CALM Act be established..
