3.3 Impact of the crisis <strong>on</strong> health and educati<strong>on</strong> spending<br />

In most countries in the regi<strong>on</strong>, spending <strong>on</strong> health and educati<strong>on</strong> will be reduced for both public<br />

and private expenditures (Fig. 6). However, what is important to note is that reducti<strong>on</strong> in public<br />

expenditure for educati<strong>on</strong> is expected to be less than the reducti<strong>on</strong> in public expenditure for health.<br />

This is because of what ec<strong>on</strong>omists call elasticity. Elasticity is a ratio comparing changes. G. Wan has
