Preamble <strong>–</strong> Buildings <strong>SoR</strong>: <strong>2012</strong>-13<br />

p) The rates for unloading of materials except earth, sand, gravel, coarse aggregate, rubble,<br />

size stone and cut stone, are inclusive of stacking wherever applicable.<br />

q) Unless otherwise specified, all material rates shall be inclusive of all taxes, duties, levies,<br />

royalty/seigniorage, transportation and handling costs up to project area, but excluding<br />

‘Works Contract Tax (VAT)’.<br />

r) As envisaged by the High Level Committee in the ‘SSR Guidelines’ appended to the<br />

G.O.Ms.No.49 I&CAD (PW-Reforms) Dept., dt: 02-03-2009, a special software is developed<br />

by National Academy of Construction, Hyderabad for the ‘revised standard data for Building<br />

items’, which shall be adopted for standardization and uniform rates.<br />

s) Any errors, omissions, corrections or suggestions shall be brought to the notice of the<br />

‘COMMITTEE OF THE CHIEF ENGINEERS (Buildings <strong>SoR</strong>)’ for corrective action.<br />

t) For any new items to be included in the ‘Schedule of Rates’, recommendations with specific<br />

remarks of the respective departments should reach the ‘Committee of Chief Engineers’<br />

well in advance.<br />

u) The CWC (Ministry of Irrigation) has recommended that “where standard or schedule of<br />

rates are revised or where is necessary to do so, the primary guiding principle should be<br />

escalation in labour and material cost and not on trend of rates quoted by the contractors”.<br />

The ‘Committee of Chief engineers’ (Buildings <strong>SoR</strong>) have considered the practicality and<br />

adoptability of the ‘Buildings-<strong>SoR</strong>’ in construction of the building projects in finalizing the<br />

‘Buildings-<strong>SoR</strong>’.<br />

v) Wherever feasible, more emphasis is given to the technical specifications for the <strong>SoR</strong> items<br />

by removing the brand names of the manufacturers from the specification and list of<br />

approved brands in the respective category for the products is grouped and appended at<br />

the end of the <strong>SoR</strong> so as to bring to an end of encouraging a particular brand.<br />

w) The estimate preparing authorities are advised to specify the brand names/ manufacturers<br />

in the contract documents as per the requirement.<br />

x) The technical specifications, brand names and the corresponding rates given in the ‘water<br />

proofing and chemical admixtures’ section are for the guidance only. The estimate<br />

preparing authorities are requested to obtain literature for usage / application of<br />

construction / water proofing materials, epoxies etc, from the manufacturers or authorized<br />

suppliers in the contract documents as per the requirement.
