environment, nature conservation and biodiversity.<br />

Relationship between SEPNA and IGAOT:<br />

• SEPNA is responsible for the 24 hour environmental line call (SOS environmental call<br />

number) which is available for environmental complaints.<br />

• Complaints about smaller companies or minor environmental violations are<br />

followed by SEPNA.<br />

• SEPNA will inform IGAOT in case of complaints (and incidents or accidents) of IPPC<br />

operators.<br />

• Close cooperation and joint inspections with TFS activities.<br />

• SEPNA participates in the <strong>IMPEL</strong>/TFS conference.<br />

Legislation<br />

IGAOT is responsible for the enforcement of a wide range of environmental legislation.<br />

A full overview can be found in annex 4.<br />

Strategy and policies<br />

MAOTDR develops a series of strategies that are implemented by it’s various<br />

administrations. The following strategies were identified as being relevant to IGAOT:<br />

• National Plan for Urban Solid Waste (RSU)- PERSU II (2007-2016).<br />

• Strategic Plan for Human Water Consumption and Municipal Wastewater –PEAASAR<br />

II (2007-2013).<br />

• National Strategy for wastewater discharged from Intensive Livestock Activities.<br />

• Fight against climate change<br />

In response to these strategies IGAOT developed the following actions within its activity<br />

plan:<br />

• Improve the level of compliance with environmental legislation.<br />

• Inspections of the installations covered by the Program for Reduction of Pollution of<br />

Surface Waters caused by certain dangerous substances in Schedule I of Directive<br />

76/464/EEC of 4 May.<br />

• Actions related to the transboundary movement and internal transport of waste.<br />

• A campaign aimed at piggeries<br />

Installations and activities<br />

The total amount of installations in <strong>Portugal</strong> is around 20.000. <strong>Portugal</strong> currently has<br />

727 IPPC installations (see annex 5 for the division per IPPC category) and 151 SEVESO<br />

sites (53 in upper tier and 98 lower tier).<br />

The division of inspectors for the different Inspection Services is based on skill criteria,<br />

for example, Inspection Service A focuses on the mineral industry and waste<br />

management whereas Inspection Service B focuses on the chemical and energy<br />
