Q1. Will railcar hoist and associated equipment be included in the Maintenance Facility Contract
Package?
A1. Yes.

Q2. Upon review of the <strong>RFQ</strong>, it appears that the track work is a small percentage of the overall
scope. Based on having been prequalified on a previous project, will our company be eligible <strong>to</strong>
participate as a subcontrac<strong>to</strong>r <strong>to</strong> a Pre-Qualified Design-Build entity for the work addressed in
this <strong>RFQ</strong> without additional participation? If not, can we complete the required subcontract
questionnaire and submit directly <strong>to</strong> SMART for prequalification?
A2. Subcontrac<strong>to</strong>rs must be part of a design-build team <strong>to</strong> participate and cannot complete the
required subcontract questionnaire and submit directly <strong>to</strong> SMART for prequalification.
Q3. Will the jet fans for Puer<strong>to</strong> Suello Tunnel be installed under <strong>CP4</strong>?
A3. There is no forced ventilation required in the tunnel.
Q4. Will a Computer-Aided Dispatch System be housed within the Operations Control Center OCC
in the subject RFP?
A4. This contract does not install the Computer-Aided Dispatch system <strong>to</strong> be housed within the
OCC.
Q5. What is the timing for issuing a Systems contract <strong>RFQ</strong>?
A5. This Contract Package 4 does not include the systems work.
Industry Information Meeting:
3. The Contract Package 4 (<strong>CP4</strong>) Industry Information Meeting was held at SMART’s office, 5401
Old Redwood Highway, 1 st Floor Conference Room, Petaluma, CA 94954 on 10/26/2012 at
10:00 a.m. General Manager, Farhad Mansourian welcomed the guests. Bill Gamlen, Chief
Engineer, summarized SMART’s IOS-1 project and introduced Sheryl Brat<strong>to</strong>n, Legal Counsel <strong>to</strong>
SMART, Mike Grodner, <strong>CP4</strong> Project Manager, Gregg Jennings, Sr. Rail Engineer, Erin
McGrath, CFO, and LaVon Allan, Contract Administra<strong>to</strong>r/point of contact. Mike Grodner
presented an overview of the Contract Package 4 (<strong>CP4</strong>) project and Gregg Jennings provided
more information on down<strong>to</strong>wn San Rafael (see attached PowerPoint slides). LaVon Allan
reviewed the procurement schedule and highlights from the Request for Qualifications. A
Question and Answer session followed.
Q6. Will grade crossings include gates and electronics?
A6. No.
Q7. Will this contract include passenger information systems?
A7. The <strong>CP4</strong> Contract will provide for future platform systems by providing conduit in the pla<strong>to</strong>rms
and assuring room in the platform shelters.
Q8. Is construction of platforms included or is it just the platform finishes?
A8. Contract Package 4 includes the construction of ramps, stairs, path-of-travel improvements,
canopies, railings and related platform finishes. The platform shells are being completed in the
current IOS-1 design contract.
Q9. Is the CCTV infrastructure in the Systems package?
A9. The bulk of the infrastructure for Systems, like conduits and back-bone type stuff, is not included
in this contract. There will probably be hand-off points from this contract <strong>to</strong> Systems contract
(between platforms, common pull boxes, etc.).

Q10. What about the space necessary for train control?
A10. Signal houses that are being supplied in the <strong>CP4</strong> Contract may be sized <strong>to</strong> include signaling
equipment that will be provided through other means.
Q11. Will the Design-Builder need <strong>to</strong> call out their subconsultants in this <strong>RFQ</strong>?
A11. Yes. Key subconsultants for the Design-Builder need <strong>to</strong> be identified in the submittal for the
<strong>CP4</strong> <strong>RFQ</strong>.
Q12. On page 22 of the <strong>RFQ</strong>, regarding construction safety and safety certification, what kind of
safety certifications process will the project follow?
A12. SMART has an internal Safety Committee that is managing that process. For this contract, the
contrac<strong>to</strong>r would be asked <strong>to</strong> prepare safety criteria documentation for elements in the project.
Q13. Does this project include any trackwork north of Santa Rosa <strong>to</strong> the airport?
A13. No, except for the yard track at the Operations and Maintenance Facility (OMF).
Q14. Has the OMF been environmentally cleared <strong>to</strong> move ahead?
A14. Yes, a CEQA addendum <strong>to</strong> the EIR was completed in September.
Q15. With regard <strong>to</strong> the OMF “brain” of the Operations Center, what will be handed off <strong>to</strong> the Systems
contract?
A15. For Contract Package 4, the OMF will provide space for the dispatch center.
Q16. When will you provide <strong>to</strong>urs of the yard where the bridge is being s<strong>to</strong>red?
A16. Once the qualifications are complete, SMART will set up <strong>to</strong>urs <strong>to</strong> allow qualified teams <strong>to</strong>
evaluate the components in the RFP phase.
Q17. Will the RFP process be similar <strong>to</strong> the last design-build package?
A17. Yes.
Q18. What sort of reference projects does SMART require of the architects?
A18. For the <strong>RFQ</strong>, list reference projects with design builders or projects that have been done
separately from design-build projects.
Q19. Are any of the grade crossing within quiet zones?
A19. There is interest in Marin and Sonoma counties for quiet zones. Quiet zones will be the
responsibility of local municipalities.
Q20. For the <strong>RFQ</strong>, is SMART interested in urban design <strong>to</strong> include access points, ramps, stairs, and
landscaping.
A20. SMART is on a tight budget, so we will be looking at function first. We need architectural
participation for canopies, finishes, path-of-travel treatments, and possibly concepts for
landscaping. More information will be provided in the RFP.
Q21. What are the Puer<strong>to</strong> Suello Tunnel requirements?
A21. Improvementss <strong>to</strong> the tunnel will include the installation of wet-stand pipes, lighting, emergency
telephones and pathway egress provisions.

Q22. Is there a LEED requirement for this project?
A22. There is no LEED requirement for this project.
Q23. When will the signup sheets be available?
A23. Monday (10/29/12) on SMART’s website in an <strong>Addendum</strong>.
Q24. Will the OMF need <strong>to</strong> be LEED certified?
A24. No.
Q25. What is the jurisdiction of the Operations and Maintenance Facility?
A25. The OMF is located in Sonoma County. SMART has authority <strong>to</strong> approve its work.
Q26. Is the extensive geotech report on Puer<strong>to</strong> Suello Tunnel available at this time?
A26. SMART will have these documents available by the time a list of prequalified design-build
entities is available. We will make an effort <strong>to</strong> make them available sooner.
Q27. Does SMART have a DBE goal for this project?
A27. SMART has outlined Local Business participation instead of a DBE goal in the RFP.
Q28. Is there a limit of Design Build Entities that can prequalify?
A28. There is no limit.
Q29. What percent complete are the RFP plans?
A29. They are 20% <strong>to</strong> 30% complete.
Q30. Are TVMs on board?
A30. Unsure at this time--probably a separate contract.
