Far less area has been set aside as reserves in marine and coastal waters<br />

than <strong>on</strong> land. Whereas approximately 13 percent <str<strong>on</strong>g>of</str<strong>on</strong>g> the world’s terrestrial<br />

surface area is protected in reserves, that figure is a little over 1 percent in<br />

marine envir<strong>on</strong>ments. However, progress is being made, particularly with the<br />

establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> large-scale marine reserves: Papahānaumokuākea Marine<br />

Nati<strong>on</strong>al M<strong>on</strong>ument in the northwest Hawaiian Islands, established by the<br />

US Government in 2006; the Motu Motiro Hiva marine park around the<br />

Salas y Gómez Islands, covering the area east <str<strong>on</strong>g>of</str<strong>on</strong>g> Easter Island and established<br />

by the Chilean government in 2010; and the Chagos Marine Reserve, decreed<br />

by the UK government in 2010, encompassing a huge area <str<strong>on</strong>g>of</str<strong>on</strong>g> the Indian<br />

<str<strong>on</strong>g>Ocean</str<strong>on</strong>g>. Other, even larger, reserves are being c<strong>on</strong>sidered, including the<br />

Kermadec Islands, located between New Zealand and T<strong>on</strong>ga, and home to<br />

11 percent <str<strong>on</strong>g>of</str<strong>on</strong>g> the world’s seabird species; and the Coral Sea, <str<strong>on</strong>g>of</str<strong>on</strong>g>f the northeast<br />

coast <str<strong>on</strong>g>of</str<strong>on</strong>g> Australia, which at almost <strong>on</strong>e milli<strong>on</strong> square kilometres would be<br />

the largest marine reserve <str<strong>on</strong>g>of</str<strong>on</strong>g> all.<br />

<str<strong>on</strong>g>One</str<strong>on</strong>g> clear way forward is to create ec<strong>on</strong>omic value from protecting marine<br />

and coastal envir<strong>on</strong>ments and wildlife as a viable alternative to exploiting<br />

them. For example, a 2009 report found that whale watching generates US$ 2<br />

billi<strong>on</strong> in revenues a year and is growing rapidly in the three remaining<br />

whaling nati<strong>on</strong>s, where it is generating a c<strong>on</strong>stituency for whale protecti<strong>on</strong>.141<br />

Meanwhile, the ec<strong>on</strong>omic services and products provided by coastal envir<strong>on</strong>ments—through,<br />

for example, fisheries, coastal protecti<strong>on</strong>, cultural values<br />

and tourism —have been estimated at nearly US$ 26 billi<strong>on</strong> a year. That<br />

figure does not include the emerging area <str<strong>on</strong>g>of</str<strong>on</strong>g> Blue Carb<strong>on</strong>.<br />

Blue Carb<strong>on</strong> refers to the fact that salt marshes, seagrasses and mangroves,<br />

in particular, each sequester far greater amounts <str<strong>on</strong>g>of</str<strong>on</strong>g> carb<strong>on</strong> per square metre<br />

than do terrestrial forests: each year <strong>on</strong>e square kilometre <str<strong>on</strong>g>of</str<strong>on</strong>g> seagrass absorbs<br />

approximately the same amount <str<strong>on</strong>g>of</str<strong>on</strong>g> CO2 as 50 square kilometres <str<strong>on</strong>g>of</str<strong>on</strong>g> tropical<br />

forests142. The goal <str<strong>on</strong>g>of</str<strong>on</strong>g> the Blue Carb<strong>on</strong> Initiative, set up by a coaliti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

n<strong>on</strong>-governmental and intergovernmental partners, is to develop a mechanism<br />

by which a value can be assigned to this carb<strong>on</strong>, and a market established<br />

under which countries would be paid to protect them—simultaneously<br />

arresting the decline <str<strong>on</strong>g>of</str<strong>on</strong>g> rapidly disappearing coastal envir<strong>on</strong>ments and<br />

mitigating climate change.<br />

<str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Biological</strong> <strong>Diversity</strong> (CBD) is committed to a series <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
