1. <strong>Management</strong> Area Profiles<br />
A profile has been developed for each of the zones (Asset Protection, Strategic and Heritage management)<br />
for each <strong>Management</strong> Area.<br />
Fire management regimes for each area are derived by comparing the biodiversity thresholds of each<br />
vegetation type in the area with the known fire history.<br />
• Where no fire event has occurred within the suggested threshold for the vegetation type (eg. no fire for<br />
more than 30 years in type A vegetation) biodiversity is likely to be in decline and burning may be<br />
prescribed to preserve biodiversity in that vegetation community. Where burns are prescribed regard<br />
will be given to any ROTAP species in the Reserve (which will take priority over other vegetation)<br />
and the total area of each vegetation type in the Reserve ie avoid burning all of one vegetation type at<br />
one time.<br />
• Where fire events have occurred more frequently than the suggested threshold a regime of fire<br />
exclusion should be adopted.<br />
• Where fire regimes are currently within the suggested threshold further wildfires should be<br />
extinguished if they will exceed the threshold. They may be allowed to burn if this will not exceed the<br />
threshold or pose any threat to life or property.<br />
Fuel reduction may be needed in the Asset Protection and Strategic Fire <strong>Management</strong> Zones to meet the<br />
requirements given in Strategies. This may be achieved by mowing, slashing, hand removal of vegetation<br />
or prescribed burning. The method most appropriate to the situation will be chosen in each case and care<br />
taken to preserve the biodiversity of the communities there whenever possible. This is particularly<br />
significant where most or all of a vegetation type in a reserve occurs within an APZ or SFMZ.<br />
Minimisation of potential threats to life or property on or adjacent to the reserves are over-riding<br />
considerations.<br />

Asset Protection Zones<br />
OBJECTIVES:<br />
To protect from bushfires occurring on the reserve, persons and property on, or<br />
immediately adjacent to, the reserve (including the Civil Aviation Tower).<br />
STRATEGIES TO ACHIEVE OBJECTIVES:<br />
• Maintain fuel reduced zone<br />
• To suppress unplanned fires occurring on the reserve.<br />
• Maintain records on fire within the zone<br />
• Liaison and cooperation with the Rural Fire Service and Sydney Water.<br />
• Liaison and cooperation with neighbours.<br />
ACTIONS:<br />
• Monitor fuel loads on an annual basis.<br />
• Maintain fuel loads through a variety of methods (Chapter 5.1)<br />
• Use suppression methods that have the least ecological and environmental impact.<br />
• Rapid response to all wildfire within the zone.<br />
• Carry out aerial and ground surveillance after severe thunderstorms and during<br />
severe fire weather.<br />
• Collect data on ignition source and location, fire paths, rate and intensity of fire<br />
and weather.<br />
• Regular contact with the Rural Fire Service Sutherland Control Centres and local<br />
Brigades.<br />
• Carry out joint fuel management activities with neighbours, and the Rural Fire<br />
Service.<br />
• Contact neighbours regularly via letters, newsletters, pamphlets, and face-to-face.<br />
PERFORMANCE INDICATORS:<br />
• Fuel Reduced Zone is maintained to less than 5t/ha<br />
• There is no increase in ignitions caused by humans over the planning period.<br />
• Fires occurring on the reserve are suppressed within appropriate control lines on<br />
the reserve, safely, with minimum environmental damage and cost during the<br />
planning period.<br />
• No death or injury to persons, or destruction of property, caused by on park<br />
bushfires in the planning period.<br />
• Records are maintained on GIS and reported to the local BFMC annually.<br />
• Joint management programs are carried out with RFS and neighbours<br />
• Education material is distributed.<br />

Strategic <strong>Management</strong> Zones<br />
OBJECTIVES:<br />
• To provide a fuel reduced area to assist in the strategic containment of wildfire,<br />
potentially reduce fire and spotting intensity.<br />
• To assist with the achievement of a fire regime which is consistent with reserve<br />
management outcomes.<br />
STRATEGIES TO ACHIEVE OBJECTIVES:<br />
• Maintain Strategic Fire <strong>Management</strong> Zone (burn ridgetop and west-facing slopes<br />
by aerial ignition).<br />
• Suppress fire occurring in the zone.<br />
• Maintain records on fire within the zone<br />
• Liaison and cooperation with the Rural Fire Service and Sydney Water.<br />
• Carry out bio-diversity and Cultural sites surveys and research.<br />
ACTIONS:<br />
• Monitor fuel loads on an annual basis.<br />
• Maintain fuel loads through a variety of methods (Chapter 5.1) to less than 15t/ha<br />
• Use suppression methods that have the least ecological and environmental impact.<br />

• The strategic fire management zone is maintained at less than 15t/ha.<br />
• Fires occurring on the reserve are suppressed within appropriate control lines on<br />
the reserve, safely, with minimum environmental damage and cost during the<br />
planning period.<br />
• The zone aids fire suppression strategies.<br />
• No death or injury to persons, or destruction of property, caused by on park<br />
bushfires in the planning period.<br />
• No significant decline of species populations (common or endangered) due to<br />
suppression operations or other fire management works occurs during the<br />
planning period.<br />
• No damage is caused to known Aboriginal sites, historic places and culturally<br />
significant features as a result of bushfires during the planning period.<br />
• Records are maintained on GIS and reported annually to the BFMC.<br />
• Cooperative partnerships are established with the RFS.<br />

Heritage <strong>Management</strong> Zones<br />
OBJECTIVES:<br />
To manage bushfires to meet the conservation objective for species, populations,<br />
habitats, wilderness areas or cultural heritage values which may be at risk of longterm<br />
damage as a result of inappropriate bushfire regime.<br />
STRATEGIES TO ACHIEVE OBJECTIVES:<br />
• Carry out research to determine occurrence, distribution and characteristics of<br />
species and cultural sites present.<br />
• To suppress unplanned fires occurring on the reserve.<br />
• Maintain records on fire history and.<br />
• Implement appropriate fire regimes as required.<br />
• Adopt Adaptive <strong>Management</strong> Principles into management<br />
ACTIONS:<br />
• Carry out general bio-diversity surveys.<br />
• Carry out specific surveys for threatened species.<br />
• Document cultural sites.<br />
• Carry out opportunistic research on fire effects on specific species and<br />
communities.<br />
• Develop and implement Recovery Plans as required.<br />
• Use suppression methods that have the least ecological and environmental impact.<br />
• Appropriate response to all wildfire within the zone.<br />
• Carry out aerial and ground surveillance after severe thunderstorms and during<br />
severe fire weather.<br />
• Collect data on ignition source and location, fire paths, rate and intensity of fire<br />
and weather.<br />
• Carry out ecological burns as required.<br />
• Identify research opportunities.<br />
• Incorporate research results into management.<br />
• Monitor management actions.<br />

the reserve safely, with minimum environmental damage and cost during the<br />

occurs during the planning period.<br />
• No damage caused to known Aboriginal sites, historic places and culturally<br />
significant features as a result of bushfires during the planning period.<br />
• Increased knowledge on flora, fauna and threatened species through survey and<br />
research.<br />
• Increased knowledge on location of cultural sites.<br />
• Recovery Plans are implemented where required.<br />
