1.7 The guidelines outline principal factors to be weighed in the<br />
determination <strong>of</strong> existing or potential hazards and define the scope<br />
<strong>of</strong> activities to be undertaken in the safety inspection <strong>of</strong> dams. The<br />
establishment <strong>of</strong> rigid criteria <strong>of</strong> standards is not intended. <strong>Safety</strong><br />
must be evaluated in the light <strong>of</strong> peculiarities and local conditions at<br />
a particular dam and in recognition <strong>of</strong> the many factors involved,<br />
some <strong>of</strong> which may not be precisely known. This can only be done<br />
by competent & experienced engineering judgement, which the<br />
guidelines are intended to supplement and not supplant. The<br />
guidelines are intended to be flexible, and the proper flexibility must<br />
be achieved through the employment <strong>of</strong> experienced engineering<br />
personnel.<br />
1.8 The guidelines provide <strong>for</strong> two phases <strong>of</strong> investigations since the<br />
scope and completeness <strong>of</strong> each investigation depend upon the<br />
availability and suitability <strong>of</strong> engineering data, the validity <strong>of</strong> original<br />
design assumptions and the physical condition <strong>of</strong> the dam. Phase I<br />
would be an inspection to assess the general condition <strong>of</strong> the dam<br />
and determine the need <strong>for</strong> any additional engineering<br />
investigations and analyses. It would consist <strong>of</strong> a visual<br />
examination <strong>of</strong> the dam and a review <strong>of</strong> available engineering data,<br />
including operating records. It is not intended that costly<br />
explorations or analyses would be per<strong>for</strong>med during a Phase I<br />
inspection.<br />
1.9 Phase II investigations would be per<strong>for</strong>med where the results <strong>of</strong> the<br />
Phase I inspection indicate the need <strong>for</strong> additional investigations and<br />
studies. Phase II would include, as required, all additional visual<br />
examinations, measurements, foundation exploration & testing,<br />
materials testing, hydraulic & hydrologic analyses and structural<br />
stability analyses deemed essential to evaluate the safety <strong>of</strong> the<br />
dam.<br />
1.10 The guidelines present only procedures <strong>for</strong> investigating and<br />
evaluating existing conditions. Their scope does not encompass the<br />
studies and engineering required <strong>for</strong> project modification to correct<br />
deficiencies found by the investigation.<br />
