1 prepared by the manager, it's submitted to the members, depending on the
2 decision of the members, it then goes into a minute. The minutes go back to
3 the members for confirmation and when they have been confirmed, they are then
4 recorded. Now, this is a confirmed minute, in other words, it has been back to
5 the members for confirmation and they accept it, so that would have happened in
6 respect of 1993. The report of 1993 would have gone to the members, they would
7 have discussed it, confirmed it, and the manager's referring back to this there
8 in the opening statement of his report in this case and then he goes on to deal
9 with, it is a somewhat fairly bleak report, there was not a lot of information
10 in it, but it does tell us what the zonings were, what the rezonings were
11 proposed, what the amendment proposed, the representations we got and the
12 manager's recommendation. Now, say, it is quite a short report but that would
13 have been the format. So what you are looking at here is a confirmed minute of
14 a meeting that took place.
15 Q 57 I fully accept that, Mr. McGlynn. The point I am trying to make is that it's a
16 confirmed minute of a meeting that did take place and I am putting it to you
17 that the minute is in respect of the meeting that was held on the 28th April.

19 A No, that wouldn't be correct. I couldn't agree with you. The reason being, as
20 I said, I don't have the date of this meeting in front of me because I said I
21 think it was late --

24 A Yeah, now this report would have been submitted to that meeting on the 29th
25 September and it refers to what occurred following the second display. The
26 minute at the top in 1993 refers back to a previous meeting and would have been
27 for the information for the members as to when this issue was dealt with last
28 and then it goes on to set out what the position is. That's the way the
29 manager's report would have been and there doesn't appear to have been any
30 changes to the manager's report.
