Lesson 4<br />

Some young people make a sport<br />

of defacing structures like buildings,<br />

street signs, walls, and fences. These<br />

“graffiti artists” usually work<br />

together as a “tagging crew.” They<br />

go on “bombing runs” with the<br />

express purpose of putting their tag<br />

names on both public and private<br />

property.<br />

Many communities are demanding<br />

harsher penalties for those who<br />

commit graffiti vandalism. Juvenile<br />

offenders are now required to complete<br />

more community service hours than<br />

ever. Enforcement teams are now<br />

being made up of police officers<br />

and community volunteers. They<br />

are multiplying their efforts at<br />

surveillance, investigation, and<br />

apprehension.<br />

One large city in California has<br />

come up with a program called Tag,<br />

You Lose. This program mandates the<br />

following new penalties for taggers<br />

who have been caught in the act:<br />

Communities Against Graffiti<br />

1. A minimum of 66 weekend hours<br />

removing graffiti. A second<br />

offense will impose 132 hours of<br />

graffiti cleanup.<br />

2. First time offenders—and their<br />

parents—are required to attend a<br />

class taught by a police officer.<br />

3. Like all vandals, taggers will be<br />

held responsible for restitution to<br />

property owners.<br />

4. Graffiti vandals can lose their<br />

driver’s licenses for one year. If<br />

they don’t yet have a license, their<br />

eligibility to get one will be<br />

delayed for one year.<br />

Enforcement team members are<br />

hopeful that the tougher penalties will<br />

deter taggers from taking the risk.<br />
